CIRCULAR

REGULATIONS ON INFRASTRUCTURE, EQUIPMENT AND TRAINING OF SPECIALIZED STAFF FOR SPORT CLIMBING

EMPLOYEE WITH SPECIALIZATION IN SPORT CLIMBING SUBJECT

Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;

Pursuant to Decree No. 106/2016/NĐ-CP dated July 1, 2016 of the Government stipulating conditions for operating sports activities;

Pursuant to Government Decree No. 79/2017/NĐ-CP dated July 17, 2017, on functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

At the proposal of the Director-General of the General Department of Physical Training and Sport;

The Minister of Culture, Sports and Tourism issues this Circular to regulate infrastructure, equipment, and training of specialized staff for sport climbing activities.

Article 1. Scope of Regulation

1. This Circular stipulates the infrastructure, equipment, and training of specialized staff to meet the requirements for practicing and competing in sport climbing.

2. The standards for infrastructure and equipment for high-performance sport climbing practices and competitions shall be implemented in accordance with Article 43 of the Law on Physical Education and Sports.

Article 2. Applicability

This Circular applies to organizations and individuals organizing practices, competitions, and training of specialized staff for sport climbing in Vietnam.

Article 3. Explanation of Terms

In this Circular, the following terms shall be understood as follows:

1. Sport climbing includes artificial climbing and natural climbing.

2. Lead climbing is a form of climbing that uses safety ropes, where climbers carry ropes from below and attach them to fixed protection points while ascending.

3. Top-rope climbing is a form of climbing that uses safety ropes fixed from the top of the climbing route.

4. Bouldering is a form of climbing along short routes without using safety ropes but instead using protective mats placed on the ground.

Article 4. Infrastructure for training and competition for artificial climbing

1. Climbing wall

a) For lead climbing and top-rope climbing:

- Ensuring a height of at least 4.5 meters for training sessions;

- Ensuring a height of at least 8 meters for provincial, city, and club-level competitions;

- Ensuring a height of at least 12 meters for national competitions.

b) For bouldering:

- Height not exceeding 4.5 meters and equipped with ground protection mats;

- For walls up to 3 meters in height: Ground protection mats must be at least 12 cm thick and have elasticity;

- For walls between 3 meters and 4.5 meters in height: Ground protection mats must be at least 20 cm thick and have elasticity.

2. Hold fixtures on the climbing wall must be secure and not loose or rotate, and comply with International Climbing Federation standards.

3. The structural frame of the climbing wall must be able to withstand the weight of the entire wall and the force exerted by climbers.

4. There must be a bulletin board specifying training hours, training attire, and safety measures during training and competition.

5. There must be a hygiene area, changing room, and personal storage space for participants.

Article 5. Infrastructure for training and competition for natural climbing

1. Rock face

a) For lead climbing and top-rope climbing:

Fixed climbing routes on the rock face, with safety anchors installed according to manufacturer guidelines and meeting International Climbing Federation standards.

b) For bouldering:

- Ensuring a height not exceeding 4.5 meters and equipped with ground protection mats placed on flat terrain;

- For heights up to 3 meters: Ground protection mats must be at least 12 cm thick and have elasticity;

- For heights between 3 meters and 4.5 meters: Ground protection mats must be at least 20 cm thick and have elasticity.

3. There must be a bulletin board as specified in Clause 4 of Article 4 of this Circular and information boards placed in easily visible locations within the climbing area. Information boards must include a map of the climbing area, boundary markers, contact details of responsible managers, and emergency communication procedures.

Article 6. Training and competition equipment

1. Specialized climbing shoes, climbing ropes, safety harnesses, climbing hooks, braking devices, carabiner locks, specialized helmets, chalk bags, and auxiliary ropes according to the type of climbing must meet the standards of the International Climbing Federation.

2. Ensure communication between climbers, training instructors, and the management team at the training and competition site and medical facilities.

Article 7. Training density, guidance, and rescue

1. Each training instructor shall guide no more than fifteen people for one hour of training.

2. There must be on-duty rescue personnel, ensuring that there is one rescue staff member for every fifteen trainees.

Article 8. Professional staff training

1. The General Department of Sports, national-level sports climbing professional organizations, or provincial Departments of Culture, Sports, and Tourism, and provincial Departments of Culture and Sports under the central government shall organize professional training for training instructors and rescue staff in sports climbing.

2. The General Department of Sports is responsible for developing the content, program, and duration of professional training for training instructors and rescue staff in sports climbing, to be submitted to the Minister of Culture, Sports, and Tourism for decision.

3. The certificate of professional training for training instructors and rescue staff in sports climbing shall be issued by the organizing agency. The format of the certificate is specified in Appendix 1 and Appendix 2 attached to this Circular.

Article 9. Implementation Organization

1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.

2. Cultural, Sports, and Tourism inspection agencies shall conduct inspections and handle violations by organizations and individuals when organizing training and competitions in sports climbing according to the provisions of this Circular.

3. The Departments of Culture, Sports and Tourism, and Departments of Culture and Sports of provinces and centrally governed cities are responsible for implementing this Circular.

Article 10. Effective Date

This Circular takes effect from December 1, 2018.

During implementation, if any issues arise, organizations and individuals are requested to report them to the Ministry of Culture, Sports, and Tourism for research and resolution.
