CIRCULAR
Guidelines for Organizing the Month of Action for Children

Pursuant to the Law on Children dated April 5, 2016;
Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;
Pursuant to Decree No. 56/2017/NĐ-CP dated May 9, 2017 of the Government detailing certain provisions of the Law on Children;
At the proposal of the Director of the Department of Children,
The Minister of Labor, Invalids and Social Affairs issues this Circular guiding the organization of the Month of Action for Children.
Article 1. Scope of Regulation and Applicability
Article 1. This Circular guides the organization of the Month of Action for Children.
Article 2. This Circular applies to People's Committees at all levels, labor, invalids and social affairs agencies at all levels, ministries, sectors, organizations, and individuals related to the implementation of children's rights and obligations.
Article 2. Organization of the Month of Action for Children
Point 1. Building plans for organizing the Month of Action for Children
a) Each year, the Ministry of Labor, Invalids and Social Affairs builds the theme and provides guidance for implementing the Month of Action for Children;
b) People's Committees at all levels build plans to implement the Month of Action for Children in accordance with this Circular and the guidance of the Ministry of Labor, Invalids and Social Affairs;
c) Relevant ministries, sectors, and organizations build plans to implement or respond to the Month of Action for Children or integrate the content of the Month of Action for Children into their annual programs and plans.
Point 2. Time for launching the Month of Action for Children
The time for launching the Month of Action for Children is during the last week of May or June 1 each year.
Article 3. Activities of the Month of Action for Children
Clause 1. Communication
a) Promote and disseminate laws, policies, programs, plans, and projects for children;
b) Develop messages to implement the theme and activities of the Month of Action for Children;
c) Develop communication materials and products;
d) Organize community-based social activities for children.
Clause 2. Resource Mobilization
Child Support Funds, non-budgetary financial funds, social funds, charitable funds, and organizations working for children mobilize voluntary contributions from domestic and foreign organizations and individuals to achieve national priorities for children or to construct facilities for children in compliance with the law.
Clause 3. Activities to Promote Children's Participation
a) Organize forums, conferences, seminars, and roundtables for children to express their opinions, suggestions, and wishes, or for agencies and organizations to dialogue, survey, and listen to children's opinions and wishes regarding issues concerning children or related to children;
b) Organize children's clubs, teams, and groups; local programs and activities initiated and implemented by children; other activities promoting children's participation;
c) Organize classes teaching children life skills, self-protection skills, violence prevention, child abuse prevention, accident and injury prevention, and other issues related to children appropriate to their age, level of maturity, and development.
Clause 4. Reception and management of children's summer activities in communes, wards, towns, and community residents.
Clause 5. Organizing recreational, cultural, sports, tourism, and sightseeing activities at historical sites and scenic spots ensuring safety and health for children.
Clause 6. Inspecting, reviewing, identifying, and promptly taking measures to address unsafe areas with risks of accidents and injuries to children.
Clause 7. Implementing nationwide movements for caring for, educating, and protecting children in accordance with the law on the responsibilities of agencies, organizations, educational institutions, families, and individuals in fulfilling children's rights and obligations.
Article 4. Awards
Ministries, sectors, organizations, and People's Committees at all levels shall organize awards for collectives and individuals with outstanding achievements and effective contributions to children's work based on the actual situation of their agencies and units, in accordance with the laws on competition and rewards.
Article 5. Reporting System
1. The People's Committee of communes shall submit reports on the results of the Month of Action for Children to the People's Committee of districts before July 10th each year.
2. The People's Committee of districts shall submit reports on the results of the Month of Action for Children to the People's Committee of provinces before July 20th each year.
3. The People's Committee of provinces, ministries, sectors, and related organizations shall submit reports on the results of the Month of Action for Children to the Ministry of Labor, Invalids and Social Affairs before July 31st each year. The report on the results of the Month of Action for Children shall be in accordance with the annex issued together with this Circular.
Article 6. Budget for Organizing the Month of Action for Children
The budget for organizing the Month of Action for Children shall be allocated from the regular expenditure budget of agencies and units according to the current state budget classification; support from domestic and foreign organizations and individuals; other lawful sources as prescribed by law.
Article 7. Responsibilities of the Ministry of Labor, Invalids and Social Affairs
1. Annually, develop the theme and guidelines for launching the Month of Action for Children.
2. Monitor, compile, and report on the results of organizing the Month of Action for Children.
Article 8. Responsibilities of Ministries, Sectors, and Related Organizations
1. Issue plans to implement or respond to the Month of Action for Children or integrate the implementation of the Month of Action for Children into annual programs and plans in accordance with the functions and responsibilities of the ministry, sector, or organization.
2. Guide subordinate units and affiliated institutions under their management to carry out activities in response to the Month of Action for Children and report the results in accordance with this Circular.
Article 9. Responsibilities of People's Committees at all levels
1. Develop plans and organize activities of the Month of Action for Children at the local level.
2. Report on the results of the Month of Action for Children in accordance with this Circular.
Article 10. Provisions on implementation
1. This Circular takes effect from February 20, 2020.
2. Circular No. 15/2014/TT-BLDTBXH dated June 19, 2014, of the Minister of Labor, Invalids and Social Affairs guiding the organization of the Month of Action for Children ceases to be effective from the date this Circular takes effect.
3. During the implementation process, if there are difficulties or obstacles, they should be promptly reflected to the Ministry of Labor, Invalids and Social Affairs for consideration and resolution./.
