Circular No. 28/2025/TT-BKHCN on the format of information on digital signature certificates

CIRCULAR

REGULATING THE FORMAT OF INFORMATION ON DIGITAL SIGNATURE CERTIFICATES

Pursuant to the Law on Electronic Transactions No. 20/2023/QH15;

BASED ON Decree No. 23/2025/NĐ-CP dated February 21, 2025 of the Government on electronic signatures and trusted services;

Pursuant to Decree No. 55/2025/NĐ-CP dated March 2, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;

AT THE SUGGESTION OF THE DIRECTOR OF THE NATIONAL ELECTRONIC CERTIFICATION CENTER;

THE MINISTER OF SCIENCE AND TECHNOLOGY ISSUES THIS CIRCULAR REGULATING THE FORMAT OF INFORMATION ON DIGITAL SIGNATURE CERTIFICATES.

Article 1. Scope of Regulation

THIS CIRCULAR DETAIL Article 8 of Decree No. 23/2025/NĐ-CP dated February 21, 2025 of the Government on electronic signatures and trusted services, including:

1. The format of information on digital signature certificates for public key certification services as set out in Appendix I attached hereto.

2. The format of information on digital signature certificates for time stamping services as set out in Appendix II attached hereto.

3. The format of information on digital signature certificates for data message certification services as set out in Appendix III attached hereto.

4. The format of information on public key digital signature certificates as set out in Appendix IV attached hereto.

5. Information on original trusted digital signature certificates as set out in Appendix V attached hereto.

Article 2. Applicability

This Circular applies to:

1. National Electronic Certification Service Providers.

2. Trusted Service Providers.

3. Foreign Digital Signature Certification Service Providers seeking recognition in Vietnam.

4. Organizations and individuals developing applications using digital signatures, solutions for trusted services.

5. Agencies, organizations, and individuals directly involved or related to digital signatures and trusted services.

Article 3. Implementation Provisions

Clause 1. This Circular takes effect from January 1, 2026.

2. The National Electronic Certification Center shall be responsible for guiding the implementation of the application of the formats of information on digital signature certificates prescribed in Article 1 of this Circular.

3. Except where they choose to apply the provisions of this Circular, public key digital signature certification service providers currently operating legally must, within two years from the date of the effectiveness of Decree No. 23/2025/NĐ-CP dated February 21, 2025 of the Government on electronic signatures and trusted services, take responsibility for reviewing and updating the format of information on public key digital signature certificates to comply with the provisions of this Circular.

4. The Head of the Office, the Director of the National Electronic Certification Center, the Heads of agencies and units under the Ministry, the Directors of Provincial Science and Technology Departments, and relevant organizations and individuals are responsible for implementing this Circular.

5. During the implementation process, if there are difficulties or obstacles, agencies, organizations, and individuals should promptly report them to the Ministry of Science and Technology (National Electronic Certification Center) for consideration and resolution./.
