CIRCULAR

Amending and supplementing certain provisions of Circular No. 25/2016/TT-BNNPTNT dated June 30, 2016 issued by the Minister of Agriculture and Rural Development on animal quarantine and terrestrial animal products

concerning animal quarantine and terrestrial animal products

Pursuant to Decree No. 35/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to the Law on Animal Health dated June 19, 2015;

At the proposal of the Director of the Department of Livestock Production and Veterinary Medicine;

The Minister of Agriculture and Rural Development issues this Circular amending and supplementing certain provisions of Circular No. 25/2016/TT-BNNPTNT dated June 30, 2016 of the Minister of Agriculture and Rural Development on animal quarantine and terrestrial animal products.

Article 1. Amending and supplementing Point a Clause 1 Part II Appendix XII of Circular No. 25/2016/TT-BNNPTNT dated June 30, 2016 of the Minister of Agriculture and Rural Development on animal quarantine and terrestrial animal products (amended and supplemented by Circulars No. 35/2018/TT-BNNPTNT dated December 25, 2018, No. 09/2022/TT-BNNPTNT dated August 19, 2022, and No. 04/2024/TT-BNNPTNT dated April 1, 2024 of the Minister of Agriculture and Rural Development)

II. Imported animal products:

1. Animal products for food consumption:

a) For high-risk animal products

Samples shall be taken from each consignment for testing and examining according to the criteria specified in Point c of this Clause.

As for the criterionSalmonella spp, E.coli (O157:H7 strain), sampling shall be conducted at the following frequency:

- Samples shall be taken from the first three consignments for testing and examination. If all three consignments meet the requirements, then samples shall be taken from one randomly selected consignment out of every three subsequent consignments for testing and examination.

- In case a non-compliant consignment is detected, samples shall be taken from the next three consignments for testing and examination.

The animal quarantine agency at the border gate shall inspect the condition of the goods, take samples at the border gate, issue a Transportation Certificate (Form 14b) for the consignor to transport the goods to the animal product storage facility as requested by the consignor. In case the goods are animal products that cannot be sampled at the border gate (cannot be inspected for their condition at the border gate), the animal quarantine agency at the border gate shall conduct inspections and take samples at the animal product storage facility as requested by the consignor.

The consignor is responsible for transporting and storing the goods while awaiting quarantine inspection.

Specifically, frozen animal products must be kept at the border gate area until the test results meet the requirements.

2. During implementation, if there are difficulties or obstacles, organizations and individuals are advised to report to the Ministry of Agriculture and Rural Development (through the Department of Livestock Production and Veterinary Medicine) for consideration and resolution./.
