JOINT CIRCULAR
Regarding the collection of postal fees at the commune level
Circular Jointly Issued by the Ministry of Finance and the General Post Office No. 03 - LBTC - TCBĐ dated January 2, 1982 stipulates that communal agencies sending official documents through the post office must pay a monthly quota fee of 25 dong. Due to significant fluctuations in prices, the current quota fee for commune postal charges is no longer appropriate (insufficient to cover costs). Therefore, on July 16, 1983, the Chairman of the Council of Ministers issued Decision No. 3039 - V13 raising the postage rate for a regular letter up to 20 grams from 0.30 dong to 0.50 dong. To implement this decision and to align with the current price situation, the Joint Ministries decide to increase the monthly quota fee for commune postal charges from 2500 dong to 5000 dong. In order for the postal service to effectively collect the commune postal quota fees according to the set standards, the Joint Ministries request the county finance departments to urge and remind the Commune People's Committees to fulfill their responsibility to pay the monthly commune postal quota fees promptly and fully to the county post office.
