ON THE ISSUANCE OF COST ESTIMATES FOR THE PREPARATION, REVIEW, AND AMENDMENT OF OVERALL ECONOMIC-SOCIAL DEVELOPMENT PLANS, SECTORAL PLANS, AND MAJOR PRODUCT PLANS
THE MINISTER OF PLANNING AND INVESTMENT
Pursuant to Decree No. 61/2003/NĐ-CP dated June 6, 2003 of the Government on the tasks, powers, and organizational structure of the Ministry of Planning and Investment;
Pursuant to Article 9 of Decree No. 92/2006/NĐ-CP dated September 7, 2006 of the Government on the preparation, approval, and management of overall economic-social development plans;
At the proposal of the Director of the Institute for Strategy and Development.
DECISION:
Article 1The cost estimates for the preparation, review, and amendment of overall economic-social development plans, sectoral plans, and major product plans are hereby issued along with this Decision. These cost estimates shall serve as the basis for the preparation, review, approval, tendering for consultancy services in planning construction, signing economic contracts according to the plan contents, and payment of costs for the preparation, review, and approval of planning projects and amendments to overall economic-social development plans, sectoral plans, and major product plans using state budget funds and other sources of funding.
Article 2This Decision shall take effect fifteen days from the date of publication in the Official Gazette and shall replace Decision No. 519/2002/QĐ-BKH dated August 26, 2002 of the Minister of Planning and Investment on the issuance of temporary price frameworks and cost estimates for the construction of overall economic-social development plans, sectoral plans, and territorial plans.
Article 3Ministries, ministerial-level agencies, government-affiliated agencies, provincial people's committees, and municipal people's committees directly under the central government are responsible for implementing this Decision.
