Pursuant to the Law on Information Technology dated June 29, 2006;

Pursuant to Decree No. 65/2008/ND-CP dated May 20, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Government Inspectorate;

Pursuant to Decree No. 64/2007/NĐ-CP dated April 10, 2007 of the Government on the application of information technology in state agency activities;

Pursuant to Decree No. 43/2011/ND-CP dated June 13, 2011 of the Government on the provision of information and online public services on electronic portals or government information gateways of state agencies;

Pursuant to Decision No. 1851/QD-TTCP dated July 26, 2012 of the Government Inspectorate on the establishment of the Editorial Board of the Government Inspectorate Electronic Portal;

Considering the proposal of the Head of the Editorial Board of the Government Inspectorate Electronic Portal,

DECISION:

Article 1. This Decision promulgates the Regulation on the Operation of the Editorial Board of the Government Inspectorate Electronic Portal.

Article 2. The Head of the Editorial Board of the Government Inspectorate Electronic Portal shall be responsible for assigning tasks to members of the Editorial Board and directing the implementation according to the provisions of this regulation.

Article 3. This Decision takes effect from the date of issuance; the Director of the Office, Heads of Departments under the Department of Organization and Cadres, the Head of the Editorial Board of the Government Inspectorate Electronic Portal, Heads of all bureaus, departments, and units under the Government Inspectorate are responsible for implementing this Decision.

ACTIVITIES OF THE EDITORIAL BOARD OF THE GOVERNMENT INSPECTORATE ELECTRONIC PORTAL
(Annexed to Decision No.: 2819/QD-TTCP dated October 30, 2012 of the Chief Inspector General)

Chapter I

GENERAL PROVISIONS

Article 1. The Editorial Board of the Government Inspectorate Electronic Portal

The Editorial Board of the Government Inspectorate Electronic Portal (hereinafter referred to as the Editorial Board) is established by the Chief Inspector General to assist the Chief Inspector General in organizing the editing and providing information on the Government Inspectorate Electronic Portal.

Members of the Editorial Board are representatives of leaders of bureaus, departments, and units related to the task of disseminating and promoting the internal and external activities of the Government Inspectorate and the inspection sector. The Director of the Information Center is the Head of the Editorial Board.

Article 2. Standing Committee of the Editorial Board

The Information Center is the Standing Committee of the Editorial Board, assisting the Editorial Board in performing its tasks and powers according to the functions of the Editorial Board.

The Information Center assigns tasks to the Information Publishing Unit as the Standing Committee. The Standing Committee works on a dedicated basis and is responsible to the Head of the Editorial Board for the performance of tasks and powers stipulated in Article 8 of this Regulation.

Chapter II.

TASKS, POWERS OF THE EDITORIAL BOARD, STANDING COMMITTEE OF THE EDITORIAL BOARD, INFORMATION PROVIDER CONTACT PERSONS AND RESPONSIBILITIES OF MEMBERS

Article 3. Tasks and Powers of the Editorial Board

1. Organizing the collection, editing, reviewing, and processing of information; ensuring timely and accurate updates of information related to the functions and tasks of the Government Inspectorate and the inspection sector on the Government Inspectorate Electronic Portal.

2. Directing the content of information on the Government Inspectorate Electronic Portal.

3. Approving and being responsible for the content of news and articles published on the Government Inspectorate Electronic Portal.

4. Studying and proposing to the Chief Inspector General measures to improve the quality of information on the Government Inspectorate Electronic Portal.

5. Directing and guiding units providing information in accordance with laws and regulations of the Government Inspectorate.

6. Organizing a network of contributors to provide information about the activities of units within the inspection sector.

7. Reporting periodically every six months and annually to the Chief Inspector General on the situation and results of the activities of the Editorial Board and the operation of the Government Inspectorate Electronic Portal.

8. Performing other tasks assigned by the Chief Inspector General.

Article 4. Tasks and Authorities of the Standing Editorial Board

1. Collecting, receiving, editing, and updating information for publication on the Official Portal; transferring news articles to editorial board members responsible for specific fields for approval or seeking opinions on publishing news articles when necessary for those collected and exploited by the standing editorial board.

2. Monitoring and maintaining contact with contributors; coordinating with information-providing officers from bureaus, departments, and units; guiding organizations and individuals providing information for publication on the Official Portal according to laws and regulations of the Government Inspectorate.

3. Monitoring the situation of receiving and processing information, preparing periodic monthly reports on the publication of information on the Official Portal for the Editorial Board.

4. Studying and proposing improvement plans, building procedures for collecting, editing, and updating information to enhance efficiency in handling information at the editing and updating stages.

5. Compiling statistics on remuneration for the publication of information on the Official Portal assigned to be responsible for, submitting them to the Government Inspectorate’s leadership or the Editorial Board Chair for approval; implementing the payment of approved remuneration.

6. Preparing programs, contents, and materials for Editorial Board meetings; compiling and recording minutes of meetings and informing meeting results to members.

7. Performing other tasks assigned by the Editorial Board Chair.

Article 5. Tasks and Authorities of Information-Provision Officers at Bureaus, Departments, and Units

1. Collecting, receiving, editing, and updating information from their own units and related information provided by other units for the Official Portal; information must be approved by unit heads before being transferred to editorial board members responsible for specific fields for approval.

2. Information-provision officers of bureaus, departments, and units must provide the Standing Editorial Board of the Official Portal with at least ten news articles per month or other relevant documents.

3. Monitoring the situation of providing news articles to the Official Portal, preparing periodic monthly comprehensive reports on the publication of information for the Official Portal to submit to the Standing Editorial Board for consolidation and reporting to the Editorial Board Chair.

4. Studying and proposing improvement plans, building procedures for providing information from information-provision officers to enhance the efficiency of the information processing procedure from these officers.

5. Performing other tasks assigned by the Editorial Board Chair.

Article 6. General Responsibilities of Editorial Board Members

1. Participating in setting the direction of information content on the Official Portal; ensuring that information within the assigned field complies with the Government Inspectorate's leadership guidelines.

2. Editorial Board members responsible for information in their assigned fields have the responsibility to organize the collection, reception, editing, updating, and approval of information before its publication on the Official Portal.

3. Identifying types of information requiring approval within their assigned fields before publication on the Official Portal; bearing responsibility for the content of news articles in their assigned information fields according to the law.

4. Regularly monitoring and checking the accuracy of information after its publication on the Official Portal; monitoring the progress of updating and publishing information after approval.

5. Proposing measures to improve the quality of information on the Official Portal; participating in building, directing, and organizing the implementation of regular and annual work plans and programs of the Editorial Board.

6. Regularly monitoring and proposing solutions to enhance the effectiveness of the Official Portal's operations; proposing improvements to the interface, layout, functions, and features to facilitate users.

7. Participating in directing the organization of a network of contributors to provide information related to areas under the Government Inspectorate's management.

Article 7. Responsibilities of the Chairman

In addition to the general responsibilities stipulated in Article 4 of this Regulation, the Chairman shall have the following responsibilities:

1. Directing the activities of the Editorial Board and the Standing Editorial Board in accordance with the tasks and authorities specified in this Regulation and being responsible before the Chief Inspector General for the activities of the Editorial Board.

2. Assigning areas of responsibility for information and specific tasks to members of the Editorial Board.

3. Directing the development and implementation of plans to improve the quality of information on the Electronic Portal; directing the development of regular and annual work programs of the Editorial Board.

4. Directing the guidance, urging, and requiring units and individuals to cooperate in providing information, processing feedback, and legal inquiries.

5. Directing the development and expansion of the team of contributors to the Electronic Portal.

6. Deciding on the use of approved funds for the activities of the Editorial Board; approving payment of royalties and remuneration for the publication of information on the Electronic Portal in accordance with regulations.

Article 8. Responsibilities of Deputy Chairmen

1. In addition to the general responsibilities stipulated in Article 4 of this Regulation, Deputy Chairmen shall have the responsibility to participate in directing the development and implementation of plans to improve the quality of information on the Electronic Portal.

2. Assisting the Chairman in managing the activities of the Editorial Board according to the Chairman's assignment; representing the Chairman in performing the Chairman's duties when authorized.

Article 9. Responsibilities of Members of the Editorial Board

1. The member representing the Office of the Inspector General shall be responsible for collecting information from departments, units under the Inspector General and provincial inspectors regarding office work. Providing and approving news and articles related to assigned fields: office work; management and operational activities; comprehensive information; investment, bidding, and public procurement information; administrative reform information; information within the field of office work; directives and management instructions from Inspector General leadership; reader inquiries and responses; statistical report information; information on ISO 9001:2008 administrative services; information on opinion surveys and other related information; assisting the Chairman in organizing, managing, and directing the content of the Electronic Portal; performing other tasks assigned by the Chairman; being responsible to the Chairman for work within their assigned scope; assigning direct responsibility to the key information provider staff of the Office of the Inspector General.

2. The member representing the Legal Affairs Department shall be responsible for collecting information from departments, units under the Inspector General and provincial inspectors regarding judicial matters. Providing and approving news and articles related to fields such as drafting and issuing legal normative documents by the Inspector General and the inspection sector; participating in commenting on legal normative documents; comprehensive information; judicial information within the sector; opinions from the public on draft legal normative documents; directives and management instructions from Inspector General leadership; inquiries about judicial matters; information on Project 137; information on continuing to strengthen legal education and dissemination work on complaints and appeals at commune, ward, and town levels during the period 2012-2016; assisting the Chairman in organizing, managing, and directing the content of the Electronic Portal; performing other tasks assigned by the Chairman; being responsible to the Chairman for work within their assigned scope; assigning direct responsibility to the key information provider staff of the Legal Affairs Department, International Cooperation Department, and Inspection Magazine.

3. The member representing the Organization and Cadre Affairs Department shall be responsible for collecting information from departments, units under the Inspector General and provincial inspectors regarding cadre work. Providing and approving news and articles for the Inspector General's Electronic Portal related to fields such as cadre work information; organizational structure information of the Inspector General and the inspection sector; functional and duty information; leadership contact information; history of the development of the Vietnamese Inspectorate; assisting the Chairman in organizing, managing, and directing the content of the Electronic Portal; performing other tasks assigned by the Chairman; being responsible to the Chairman for work within their assigned scope; assigning direct responsibility to the key information provider staff of the Organization and Cadre Affairs Department, Institute of Inspection Science, and Inspection Newspaper.

4. The member representing the anti-corruption field shall be responsible for collecting information from departments, units under the Inspector General and provincial inspectors regarding anti-corruption work. Providing and approving news and articles related to fields such as receiving letters and emails reporting corruption, information on anti-corruption, comprehensive information within the anti-corruption sector; assisting the Chairman in organizing, managing, and directing the content of the Electronic Portal; performing other tasks assigned by the Chairman; being responsible to the Chairman for work within their assigned scope; assigning direct responsibility to the key information provider staff of the Anti-Corruption Bureau, Project Management Board Poscis, and Inspection Cadre School.

5. The representative member of units in the field of Inspection shall be responsible for collecting information from bureaus, departments, and units under the Government Inspectorate and Inspectors of ministries, sectors, and localities regarding inspection work. Provide and approve news articles for the Government Inspectorate's online portal related to the following information fields: receipt of letters and complaints about inspection work through email and the online portal; information on inspection work; comprehensive information within the sector on inspection work; information on specialized inspections; information on specialized reports; assist the Head in organizing, managing, and directing the content of the online portal; perform other tasks assigned by the Head; be accountable to the Head for tasks within their assigned responsibilities; assign direct responsibility to the focal point staff members of Departments I, II, and III for providing information.

6. The representative member of units in the field of handling complaints and denunciations shall be responsible for collecting information from bureaus, departments, and units under the Government Inspectorate and Inspectors of ministries, sectors, and localities regarding the handling of complaints and denunciations. Provide and approve news articles related to the following information fields: receipt of letters and denunciations through email and the Government Inspectorate's online portal; information on the handling of complaints and denunciations; comprehensive information within the sector on the handling of complaints and denunciations; assist the Head in organizing, managing, and directing the content of the online portal; perform other tasks assigned by the Head; be accountable to the Head for tasks within their assigned responsibilities; assign direct responsibility to the focal point staff members of Bureaus I, II, and III for providing information.

7. The representative member for English translation shall be responsible for collecting information from bureaus, departments, and units under the Government Inspectorate and the inspection sector regarding inspection work, handling of complaints and denunciations, and anti-corruption efforts. Approve, translate, and translate from Vietnamese to English news articles, normative legal documents, and other materials as required by the leadership of the Government Inspectorate and the leadership of bureaus, departments, and units, and other relevant materials to be published on the online portal; assist the Head in organizing, managing, and directing the content of the online portal; perform other tasks assigned by the Head; be accountable to the Head for tasks within their assigned responsibilities; assign direct responsibility to the focal point staff members for providing information in English.

During the performance of their duties, members of the Editorial Board have the right to request heads of bureaus, departments, and units within the Government Inspectorate and related agencies to provide information in accordance with the Law on Press.

Chapter III.

FORM OF ACTIVITY OF THE EDITORIAL BOARD

Article 10. Principles of Operation of the Editorial Board

1. The Editorial Board operates based on the principle of centralized democracy, collective leadership, individual responsibility, and majority decision-making, with clear task assignments to each member.

2. The Editorial Board operates within its functions and tasks, within the scope of its authority.

Article 11. Method of Operation

The process of collecting, receiving, editing, updating, reviewing, approving, and processing information posted on the Government Inspectorate Portal shall be carried out in accordance with the Operating Regulations of the Government Inspectorate Portal.

Article 12. Meeting and Reporting System

1. The Editorial Board convenes regularly every three months. In cases of necessity, the Editorial Board may convene extraordinary meetings upon the call of the Chairman (or the Vice-Chairman in charge in the absence of the Chairman) or at the request of two-thirds of the members; the meeting of the Editorial Board consists of members of the Editorial Board, the Standing Committee of the Editorial Board, and key staff providing information from various bureaus, departments, and units.

2. Every six months and annually, the Editorial Board is responsible for preparing reports to the Chief Inspector General regarding the results of its assigned tasks; the situation of information posted on the portal, and proposals for measures to enhance operational effectiveness.

Article 13. Allowances and Remuneration

1. Members of the Editorial Board shall receive remuneration for兼任职务的报酬,按照规定执行。

2. Members of the Editorial Board who undertake work related to posting information on the portal shall receive royalties and remuneration (if applicable) in accordance with the regulations on royalties and remuneration for works and information published on the Government Inspectorate Portal and current laws.

Chapter IV.

IMPLEMENTATION

Article 14. Implementation Organization

1. The Editorial Board of the Portal, the Directors of Bureaus, Department Heads, and Heads of units under the Government Inspectorate have the responsibility to implement this Regulation.

2. The Standing Committee of the Editorial Board is responsible for monitoring, inspecting, and urging the implementation of the provisions of this Regulation; compiling feedback and promptly researching proposals for supplementing and amending the regulation to suit the actual operation of the Portal and the Editorial Board.

Article 15. Awards and Disciplinary Measures

1. Members of the Editorial Board and the editorial department of the Portal who complete their assigned tasks excellently; organizations, entities, and individuals who make significant contributions to the Portal will be awarded according to the recommendation of the Chairman and the Inspection Department's Commendation Council.

2. Providing information to the Portal to serve leadership, guidance, and management activities of the Government Inspectorate Leadership; serving the propaganda of political tasks of the inspection sector is one of the criteria for annual commendation and award assessment for units within the sector.

3. Any organization or individual violating this Regulation and legal provisions during the operation of the Portal, depending on the severity of the violation, will be dealt with according to the law.

4. If any issues arise or difficulties occur during the implementation process, relevant units should promptly report to the Information Center of the Government Inspectorate for submission to the Chief Inspector General for consideration and supplementation or amendment.
