Approving the Master Plan for Socio-Economic Development
of Cao Bang Province for the Period 2006-2020

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the People's Committee of Cao Bang Province (at Proposal No. 1460/TTr-UBND dated August 30, 2006) and the Ministry of Planning and Investment (at Document No. 7895/BKH-TĐ&GSĐT dated October 26, 2006) regarding the approval of the Master Plan for Socio-Economic Development of Cao Bang Province for the Period 2006-2020,
DECISION:
Clause 4 of Article 6Approves the Master Plan for Socio-Economic Development of Cao Bang Province for the Period 2006-2020 with the main contents as follows:
1. Development Orientation
a) The Master Plan for Socio-Economic Development of Cao Bang Province for the Period 2006-2020 must be consistent with the Master Plan for Socio-Economic Development of the North Midlands and Mountainous Region and the National Strategy for Socio-Economic Development;
b) Rapid, effective, and sustainable development, combining economic growth with social progress, equality, and environmental protection;
c) Integrating socio-economic development with environmental protection and improvement, ensuring harmony between artificial and natural environments, and preserving biodiversity;
d) Socio-economic development based on leveraging the strengths and comparative advantages of the Province, mobilizing all resources (both internal and external), especially investment capital and science and technology;
đ) Combining socio-economic development closely with national defense consolidation, security enhancement, and firm border protection;
e) Actively integrating into the international and regional economy; expanding economic cooperation with foreign partners to promote development.
2. Development Goals
a) General Objective
Achieve higher economic growth rates, quality, and sustainability compared to previous periods. Shift the economic structure and labor force towards a faster increase in the service and industrial sectors while reducing the agricultural sector. Accelerate industrialization and modernization of the economy. Prioritize education and training to improve the population's literacy and human resource quality. Promote the transfer and application of advanced science and technology in production and management to achieve high productivity, quality, and efficiency. Significantly improve the material, cultural, and spiritual life of ethnic groups, particularly those in border areas. Maintain political stability and social order and safety. Firmly protect national sovereignty and security. Strive to reach a relatively developed level compared to other provinces in the North Midlands and Mountainous Region by 2020, with per capita income equal to the national average.
b) Specific Objectives
- Strive for an average annual economic growth rate (GDP) of 15% during the period 2006-2010; 13% during the period 2011-2015; and 10% during the period 2016-2020;
- Per capita GDP in 2010 to exceed 600 USD and in 2020 to reach 1,600 USD;
- Economic structure shifts rapidly towards reducing the agricultural sector, increasing the service and industry-construction sectors (by 2010: agriculture, forestry, fisheries account for 25.9%, industry-construction accounts for 28.4%, services account for 45.7%; by 2015: agriculture, forestry, fisheries account for 19.1%, industry-construction accounts for 32.1%, services account for 48.8%; by 2020: agriculture, forestry, fisheries account for 15%, industry-construction accounts for 35.8%, services account for 49.2%);
- Strive to complete universal secondary education by 2008; reach the national standard for universal secondary education by 2020; the proportion of trained labor reaching 26% (of which vocational training reaches 19%) by 2010 and 38% (of which vocational training reaches 31%) by 2020; on average, solve employment for about 10,000 to 14,000 workers annually;
- Strive to reach 9 doctors and 25 hospital beds per 10,000 people by 2010; 12 doctors and 30 hospital beds per 10,000 people by 2020, with 30% communes meeting the national standard for health care; population growth rate at 1.0%;
- Reduce the poverty rate to 29.5% by 2010 and below 10% by 2020; urban unemployment rate under 4% by 2010; by 2010: 95% of urban residents and 85% of rural residents using safe water, radio and television coverage reaching 90%; by 2020: 100% of urban residents and 90% of rural residents using safe water, radio and television coverage reaching 100%;
- Build and firmly consolidate the defensive area within the province; basically complete the resettlement and stabilization of border commune populations;
- Increase forest cover to 52% by 2010 and 60% by 2020; properly address urban, border gate, industrial zone, and mining area sanitation issues, and ensure food safety;
3. Orientation for Industry and Sector Development
a) Agriculture, Forestry, Fisheries
- Develop commercial agriculture based on building raw material zones linked with processing for key agricultural products. Select suitable crops for mountainous regions with economic value to enhance agricultural production efficiency, focusing on poor areas, border regions, and ethnic minority areas; strongly shift the structure among crop cultivation, animal husbandry, and services towards higher value, actively applying appropriate technology to create large economic value per unit area and ensure sustainable agricultural development;
- Growth rate for the period 2006-2010 to reach 5.5% per year, and for the period 2011-2020 to reach 4.9% per year;
- Rice production oriented towards intensive farming, introducing new high-yield, high-quality, and efficient varieties, focusing on developing irrigated rice and hybrid corn; emphasizing the development of suitable crops for the province's conditions, creating main export products through intensive farming to increase yields such as sugarcane, soybeans, tobacco; establishing food belts and clean vegetables and beans for cities and industrial zones; concentrating on developing fruit trees like apples, plums, pomelos, oranges, seedless pomegranates based on new varieties and market demand.
- Develop commercial livestock farming with high economic value based on leveraging the advantages of mountainous provinces; focus on developing beef cattle herds towards semi-industrialization; develop buffalo, goat, lean pig, and poultry farming on a farm and household scale; the proportion of livestock farming in the agricultural sector should reach 40.8% by 2010 and 46.3% by 2020;
- Establish special-use forest systems and upstream protective forest systems; combine new planting and regeneration management to develop production forests including paper raw material forests, industrial wood forests, cassia plants, and bitter tea; achieve a forest coverage rate of 52% by 2010 and over 60% by 2020;
- Utilize existing water surface areas, construct additional reservoirs for combined irrigation and concentrated aquaculture aimed at producing goods; build fish breeding facilities to meet local and nearby provincial needs;
b) Industry - construction
- Achieve breakthrough growth; reach 26% by 2010 and 14.6% by 2020; average annual growth rate of 17% throughout the period;
- Mining and mineral processing: ensure no environmental destruction or pollution; use minerals efficiently; encourage investment in deep processing of iron ore, manganese, tin, and bauxite mining; organize management of small-scale mines within the province;
- Develop hydropower: conduct surveys, planning, and accelerate exploitation of hydropower potential on rivers and streams within the province; establish mechanisms and policies to attract investors to build medium and small hydropower plants;
- Develop construction materials production: ensure supply to meet increasing demand within the province; innovate technology, increase cement production volume and quality; organize efficient extraction of available materials such as stone for construction and raw materials for cement production; develop local production of bricks, tiles, sand, gravel, etc.;
- Construct the De Tham Industrial Zone, gradually form the Chu Trinh and Phuc Hoa Industrial Zones; intensify domestic and foreign investment promotion activities to develop industry; develop satellite industrial clusters, processing industries, and small handicraft industries serving agriculture and rural areas;
- Preserve and develop traditional crafts, revive traditional villages producing consumer goods to serve tourism development, export, and job creation, contributing to increased income for agricultural and rural laborers;
c) Trade - services
- Strengthen infrastructure investment in market areas within cities and future towns, border economic zones; prioritize Ta Lung Border Gate and comprehensive trade and service centers to attract investment and promote commodity circulation between Cao Bang and the rest of the country and Chinese markets;
- Build central village markets, town markets, trading stations, and agricultural product collection centers to facilitate rural and highland residents' exchanges, stimulate production development, and meet essential commodity demands, stabilizing market prices;
- Plan production of key export products to stabilize the market and export goods with competitive capabilities, penetrating new markets;
- Develop cultural historical tourism, ecological tourism, and scenic tourism;
- Establish and implement some mechanisms and policies to encourage various economic sectors, both domestic and foreign enterprises to invest in developing entertainment, sports, dining, hotel, restaurant services to meet tourism development needs;
- Revive and organize traditional festivals, properly introduce historical sites to tourists;
- Encourage various economic sectors to participate in transportation service development; strive to double transportation capacity by 2010 and triple it by 2020 compared to current levels;
- Plan the development of postal and telecommunications networks in the province, accelerate information technology application (including Internet) to meet increasing demands and improve service quality; achieve 18 phones per 100 people by 2010 and 30 phones per 100 people by 2020;
- Further promote financial, banking, and insurance activities to boost production and business development in the province;
d) Social fields
- Population development: continue to vigorously promote family planning and reproductive health care to improve population quality; by 2010, the population should be around 540 thousand people with an average annual growth rate of 1.05%; by 2020, it should be around 600 thousand people with an average annual growth rate of 1.0%; urban population ratio should reach about 18% by 2010 and nearly 30% by 2020;
- Education and training: promote socialization of education and training; emphasize cooperation and linkage with domestic universities and Guangxi University (China); complete the construction of the Provincial Vocational School, establish a regional vocational center and vocational facilities in counties; upgrade the Provincial Boarding School's infrastructure, build boarding and half-day boarding schools in counties, providing more opportunities for ethnic minority children to attend school; establish Cao Bang University based on the Teacher College, Health College, and Agriculture-Forestry College; focus on training human resources for international economic integration; particularly emphasize improving teaching and learning quality in the new situation; complete junior secondary education universalization by 2008; achieve national standards for senior secondary education universalization by 2020; the labor force with training should reach 26% by 2010 and 38% by 2020;
- Health and public health care: upgrade and expand the healthcare network from province to district and commune levels based on the principle of prevention over cure; focus on upgrading the district, commune, and village levels; quickly complete the upgrade of the provincial general hospital; urgently implement the construction of the western region general hospital (Bao Lac district). Strive to have 9 doctors and 25 beds per 10,000 people by 2010; 12 doctors and 30 beds per 10,000 people by 2020, with 30% of communes meeting national health standards; ensure environmental hygiene and food safety; prevent and control drug addiction, HIV/AIDS transmission, and other dangerous epidemics within the community.
- Social culture: build and upgrade communal cultural houses, focusing on border villages, remote areas; foster healthy cultural lifestyles; preserve and promote the ethnic cultural identity of various ethnic groups in the Province; enhance radio and television coverage, increase broadcasting time in ethnic minority languages; upgrade the provincial library and district libraries; strengthen communal libraries; intensify the distribution of publications, books, and newspapers containing legal knowledge, science, and technology for farmers.
- Physical education and sports: complete the construction of the Provincial Sports Center; invest in developing technical infrastructure for sports in towns and district centers. Focus on training and nurturing athletes in sports disciplines with high achievement potential, particularly traditional ethnic martial arts; regularly launch mass physical education and sports movements. Strive to have athletes competing at the national level by 2010.
- Eradicating poverty and employment: continue implementing Program 135 Phase II, investing in 106 particularly difficult communes to escape poverty during the 2006-2010 period; implement Decision No. 134/2004/QĐ-TTg of the Prime Minister, supporting households to repair dilapidated houses, allocate production and residential land for all households lacking such resources, especially those of ethnic minorities living in border, remote, and mountainous areas. Continue effectively implementing poverty reduction programs and projects; promote agricultural, forestry, and fishery extension services; strive to reduce the poverty rate to 29.5% by 2010 and below 10% by 2020; promote vocational training and new industries to facilitate labor migration from agriculture to industry and services; improve the quality of vocational training to meet export requirements; strive to provide employment for 10,000 to 14,000 workers annually on average.
d) National defense and security
- Strengthen national defense, security, and social order to ensure national sovereignty and political stability for economic and social development. Build a people's national defense system combined with a people's security posture. Ensure political security, social order, and safety, prevent crimes that threaten national security, curb social evils, and control traffic accidents.
- Regularly organize combat training, conduct provincial defensive area exercises, prepare all conditions to be ready for any situation to firmly defend the country's border.
- Build a peaceful and friendly Vietnam-China border; expand external relations and cooperation in economy, science and technology, education, and training with China to develop the economy and society.
e) Infrastructure development:
- Accelerate the progress of renovating and upgrading National Highway 3, National Highway 4A, National Highway 34, National Highway 4C, complete the connection road between National Highway 3 and National Highway 4A (the bypass of Cao Bang city), urgently construct the Ho Chi Minh Road (section passing through Cao Bang territory). Prioritize investment in upgrading roads leading to border gates, tourist areas, and border ring roads. Gradually upgrade provincial roads, open new roads serving national defense and security, combining economic and social development. Improve the quality of inter-commune roads, ensuring accessibility throughout the year. Develop village roads using a mechanism involving both the state and the people; launch a nationwide movement to build village roads with state support for materials and technology.
- After 2010, depending on actual circumstances and transportation needs of the Province, consider and decide on researching and establishing projects for the Ha Quang - Ta Lung Border Gate railway line (connecting with the Thuy Khau - Song Ta railway line in China) and the Cao Bang airport project.
- Continue to invest in building water supply systems for future cities, industrial zones, and water supply facilities in towns and marketplaces, prioritizing highland areas. Strive to achieve 95% urban population and 85% rural population using clean water by 2010, and 100% urban population and 90% rural population by 2020.
- Construct the 110KV power transmission line from Lang Son to Cao Bang; continue developing rural power grids. The proportion of households using electricity should reach 85% by 2010 and 100% by 2020.
- Prioritize building essential infrastructure to serve the resettlement and stabilization of residents in border communes, especially villages and hamlets near the border according to planning, without leaving the border uninhabited.
- Vigorously implement the program of reinforcing irrigation channels; build additional water conservancy works, prioritizing hydropower, water supply, and aquaculture projects, focusing on border areas, creating conditions for the people to develop production, stabilize their lives, and firmly hold onto the country's borders.
- Continue researching, surveying, and establishing projects for riverbank protection against erosion along the border and urban areas, ensuring the safety of the border, production, and the livelihoods of the people.
4. Territorial Development Orientation
a) Economic Region Development
- The Plain Area (including Cao Bang city and part of Hoa An district) with Cao Bang city as the center, accelerate the development of urban infrastructure, including two industrial zones, service areas, and intensive cultivation zones for rice, tobacco, soybeans, peanuts, corn; vegetable and flower cultivation zones adjacent to Cao Bang city.
- The rocky mountain area (7 districts) includes the urban area of Ta Lung, border economic zones (Ta Lung, Tra Linh, Soc Giang) with relatively developed infrastructure systems, mining areas, industrial clusters, tourist areas, and rice-growing, soybean, and tobacco cultivation sub-regions (Trung Khanh); sugarcane cultivation sub-region (Phuc Hoa) and protective forest and special-use forest sub-regions;
- The soil mountain area (4 districts) includes 4 towns with upgraded infrastructure systems, mining areas, industrial clusters; small-scale industries and specialized bamboo shoot and bitter tea production forest sub-regions; headwater and special-use forest sub-regions, and rice, corn, soybean, and taro cultivation sub-regions;
b) Urban and rural development
- Expand and develop Caobang city to become a provincial city when conditions permit; upgrade the Ta Lung border gate to an international border gate and the Tra Linh and Soc Giang border gates to national border gates. Develop and promote the town of Ta Lung to become a fourth-class urban area; invest in building new towns: Dam Thuy, Truong Ha, Phia Den; develop market towns and border markets;
- Manage and utilize land according to planning, especially urban land along transportation axes, towns, market towns, border economic zones, and tourist sites;
5. Main solutions for implementing the planning;
a) Mobilizing investment capital;
Maximize domestic and foreign capital sources for socio-economic development:
- Domestic capital plays the most important role, particularly central government funds for developing economic and technical infrastructure, consolidating defense and security, poverty reduction; the central budget will support local budgets in accordance with Resolution No. 37/NQ-TW dated July 1, 2004 of the Politburo;
- Strengthen investment promotion, introduce and promote Caobang to attract investment in key sectors such as mineral extraction and processing; develop certain crops and livestock; facilitate businesses in obtaining credit for investment to develop production and business activities in accordance with regulations;
- Actively mobilize Official Development Assistance (ODA) funds for socio-economic infrastructure development, poverty reduction; establish and implement mechanisms and policies to attract direct foreign investment (FDI), focusing on Chinese investors to develop key products of high quality, export products, and industrial and urban infrastructure;
b) Regarding mechanisms and policies;
- Continue to review and supplement appropriate mechanisms and policies in accordance with laws and propose new policies to the Government to prioritize investment and development for Caobang;
- Vigorously reform administrative procedures and implement the one-stop service mechanism; modernize the headquarters of all levels of government, especially at the commune level. - Implement decentralization while strengthening inspection and supervision, focusing on land management, mineral extraction and processing, investment licensing, basic construction, exports, and imports;
c) Science and technology;
- Prioritize the application of advanced technology in industrial production, crop and livestock breeding; standardize the production processes of key goods, establish product standards that meet national and international standards, have credibility, and competitiveness in the market;
- Focus on training and improving the expertise of staff involved in science and technology related to crop and livestock breeding, and industrial processing to achieve positive progress in productivity, quality, and cost reduction of products;
d) Human resource development;
- Emphasize professional training, state administration management knowledge, gradually improve language proficiency and information technology skills in various fields for the cadre and civil servants of the province; build a cadre and civil servant team with qualities and capabilities to meet the requirements of socio-economic development in the new era;
- Continue to implement restructuring and transformation of enterprises, further enhance the management capacity and operational efficiency of provincial enterprises, ready to participate in regional and global economic integration; train and instruct technical and management skills for farmstead owners and households to aim towards each farmstead owner and household becoming a strong economic cell producing competitive goods for both domestic and international markets;
- Collaborate with some universities in China, particularly in Guangxi Province, to train a high-level expert team, creating breakthroughs in human resource development for the province;
- Do a good job in vocational guidance, actively promote vocational training, create skilled labor sources to meet the needs of various socio-economic fields in the province and for export;
đ) Implementation and monitoring of the Planning;
- Organize the publication and dissemination of the Planning after approval; specifically outline the Planning goals through five-year and annual plans for implementation. Promote investment activities, introduce and promote priority projects, invite investors to invest in production and business in Caobang;
- All levels of Party committees, governments, departments, mass organizations, and people in the province have the responsibility to monitor and implement the Planning; evaluate the implementation of the Planning, review, and adjust the Planning when it is no longer suitable;
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThis Planning serves as a guideline and basis for formulating, approving, and implementing specialized planning and investment projects in the province as stipulated;
Article 3. The People's Committee of Caobang Province shall, based on the socio-economic development goals and tasks set out in this Planning, take the lead and coordinate with relevant ministries and sectors to direct the formulation and approval submission by the beginning of 2007 and implement according to regulations:
1. Strategic environmental impact assessment report.
2. Planning for the development of the economy and society of districts and towns, planning for the development of the urban system and residential areas, construction planning, land use planning, plans for the development of industries and sectors to ensure comprehensive and synchronized development.
3. Studying the establishment and issuance or submitting to competent state agencies for issuance of certain mechanisms and policies suitable for the development requirements of the Province and national laws at each stage with the aim of attracting and mobilizing resources to implement the Plan.
4. Establishing long-term, medium-term, and short-term plans; key development programs and specific projects for focused investment or phased prioritized allocation.
5. Submitting to the Prime Minister for consideration and decision on timely adjustments and supplements to the Plan in accordance with the economic and social development situation of the Province, the Region, and the country at each stage of the Plan.
Article 4. Assigning relevant ministries and sectors within their functions, tasks, and authorities to support the People's Committee of Cao Bang Province in researching and establishing the aforementioned plans; simultaneously studying the establishment and submission to competent state agencies for issuance of certain mechanisms and policies suitable for the economic and social development requirements of the Province at each stage to effectively mobilize and utilize resources, encourage and attract investment... to implement the Plan; accelerating the investment and implementation of projects and works of regional scale and importance to the development of the Province that have been decided to be invested; researching and considering adjustments and supplements to industry development plans and investment plans for related projects proposed in the Plan.
Article 5.This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 6.The Chairman of the People's Committee of Cao Bang Province and the Ministers, Heads of ministerial-level agencies, and Heads of government agencies are responsible for implementing this Decision./.
