DECISION

ON THE ADOPTION OF COMPUTER APPLICATION SOFTWARE FOR "HOSPITAL REPORTING AND PATIENT RECORD MANAGEMENT"

MINISTER OF HEALTH

Pursuant to Decree No. 49/2003/NĐ-CP dated May 15, 2003 of the Government on the functions, tasks, powers and organizational structure of the Ministry of Health;
Pursuant to Decision No. 4811/QĐ-BYT dated November 19, 2001 of the Minister of Health establishing the Steering Committee for Information Technology in Administrative Management of the Ministry of Health from 2001-2005;
Pursuant to the Minutes of the Acceptance Board Meeting of the Hospital Reporting and Patient Record Management Software Project on July 24, 2004;
At the proposal of the Director of the Treatment Department and the Head of the Ministry of Health's Office.

DECISION

Article 1. To adopt with this Decision the computer application software for "Hospital Reporting and Patient Record Management," abbreviated as Medisoft 2003, comprising two subsystems:

1. Subsystem 1: Applied at state-owned hospitals, semi-public hospitals, and private hospitals.

2. Subsystem 2: Applied at the Treatment Department of the Ministry of Health, Provincial Departments of Health under centrally-administered cities, and health sectors.

Article 2.

1. The Director of the Treatment Department is responsible for guiding and supervising the implementation of Medisoft 2003 nationwide.

2. The Directors of Provincial Departments of Health under centrally-administered cities, and Heads of health sectors are responsible for urging and supervising the implementation of this Decision within their respective jurisdictions.

Article 3. This Decision takes effect fifteen days after its publication in the Official Gazette and replaces Decision No. 1999/1999/QĐ-BYT dated July 6, 1999 of the Minister of Health on the adoption of two software programs for "Information Technology Application in Hospital Reporting and Patient Record Management."

Article 4. The Heads of the Ministry's Office, Inspectorate, Treatment Department, other Departments under the Ministry of Health, Director of the Vietnam Drug Administration, Directors of the Preventive Medicine and HIV/AIDS Control Center, Food Safety and Hygiene Inspection Center, Directors of hospitals directly under the Ministry of Health, Directors of Provincial Departments of Health under centrally-administered cities, and Heads of health sectors are responsible for implementing this Decision.
