Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 554/QĐ-TTg dated May 4, 2009 of the Prime Minister approving the Project on Promotion and Dissemination of Laws for Rural Residents and Ethnic Minorities from 2009 to 2012;
Pursuant to Decision No. 2364/QĐ-BNN-PC dated August 20, 2009 of the Ministry of Agriculture and Rural Development on issuing the Plan to Implement Sub-project 1 "Promotion and Dissemination of Laws on Agriculture and Rural Development to Rural Residents" from 2009 to 2012;
Pursuant to Decision No. 2816/QĐ-BNN-TC dated November 17, 2011 of the Ministry of Agriculture and Rural Development on approving the adjustment of the budget for Sub-project 1 "Promotion and Dissemination of Laws on Agriculture and Rural Development to Rural Residents" in 2011;
Considering the proposal of the Director of the Legal Department,
DECISION:
Article 1. This Decision hereby promulgates the Supplementary Plan for Activities to Implement Sub-project 1 "Promotion and Dissemination of Laws on Agriculture and Rural Development to Rural Residents" in 2011.
Article 2. The funding for the activities of Sub-project 1 in 2011 shall be implemented according to Decision No. 2816/QĐ-BNN-TC dated November 17, 2011 of the Ministry of Agriculture and Rural Development on approving the adjustment of the budget for Sub-project 1 "Promotion and Dissemination of Laws on Agriculture and Rural Development to Rural Residents" in 2011.
Article 3. This Decision takes effect from the date of signature.
Article 4. The Director of the Office of the Ministry, Heads of Departments, and Heads of relevant units are responsible for implementing this Decision.

I. OBJECTIVES AND REQUIREMENTS
1. Objective
Assign tasks to implement the activities approved in Decision No. 2816/QĐ-BNN-TC dated November 17, 2011 of the Ministry of Agriculture and Rural Development on approving the adjustment of the budget for Sub-project 1 "Promotion and Dissemination of Laws on Agriculture and Rural Development to Rural Residents" in 2011, aiming to achieve the set objectives of Sub-project 1.
2. Requirements
The activities shall be carried out accurately, fully, and integrated with other projects and programs with similar content that have been and are being implemented by ministries, sectors, and localities.

III. IMPLEMENTATION
1. Legal Affairs Department
Guide and urge subordinate units under the Ministry to implement assigned activities; inspect and supervise the implementation of Sub-project 1; report periodically to the Steering Committee and the Ministry on the results of implementing Sub-project 1.
2. Department of Finance
Guide the Department of Legal Affairs and subordinate units under the Ministry to prepare the budget for implementing Sub-project 1 based on the activities determined in Sub-project 1; Ensure sufficient funding for the activities determined in the Implementation Plan of Sub-project 1 approved by the competent authority.
3. Office of the Ministry
Guide the settlement and finalization of the implementation expenses of Sub-Project 1 in accordance with the provisions of the law.
4. Units Under the Ministry
Coordinate with the Department of Legal Affairs and the Office of the Ministry to develop plans and organize the implementation of assigned activities./.
