PRIME MINISTER

 Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Construction Law dated November 26, 2003 and Decree No. 08/2005/NĐ-CP dated January 24, 2005 of the Government on Planning;

Considering the proposal of the Minister of Construction at document No. 43/TTr-BXD dated August 9, 2006 regarding the approval of the adjustment of the Master Plan for the construction of the new urban area of Nhon Trach until 2020.

DECISION:

Article 1. Approve the adjustment of the Master Plan for the construction of the new urban area of Nhon Trach until 2020 with the following main contents:

1. Scope of planning:

The scope of planning includes the entire administrative boundary of Nhon Trach district with an area of 41,089.1 hectares.

2. Nature:

- One of the industrial, commercial-service, tourism, education-training, and science-technology centers of Dong Nai province and the southern key economic region, aiming to meet the criteria of a second-class city;

- An important node in the transportation network of the southern key economic region;

- Of significant importance in terms of security and defense in the southern key economic region.

3. Population scale:

a) Forecast population by 2010: approximately 265,000 people, including about 150,000 people in the urban area;

b) Forecast population by 2020: approximately 600,000 people, including about 450,000 people in the urban area.

4. Land construction scale:

a) By 2010: land for urban construction is approximately 10,000 hectares, including residential land of about 4,200 hectares, with a standard of 160 square meters per person;

b) By 2020: land for urban construction is approximately 22,700 hectares, including residential land of about 9,200 hectares, with a standard of 155 square meters per person.

5. Orientation for spatial development and urban landscape architecture:

a) Urban development direction: the land surrounded by Route 25A and Highway 19, adjacent to the Dong Nai River and Lung Tau River, connecting with District 2 and District 9 of Ho Chi Minh City; along the following main directions:

- Existing central area of the county: develop concentrated urban areas, urban centers, and commercial-service centers;

- Northwest along the Dong Nai River: develop urban-service-tourism areas and university zones;

- Southwest: develop urban areas, rural residential areas, ports, and industries linked to the port along the Lung Tau River;

- East: develop concentrated industrial zones and rural residential areas;

- South and Southeast along the Dong Tran River and Thi Vai River, bordering Can Gio District of Ho Chi Minh City and the new urban area of Phu My (Ba Ria-Vung Tau Province) is a natural wetland conservation forest area.

b) Functional zones:

- Urban residential areas (approximately 5,930 hectares), including:

+ Northern residential area adjacent to Route 25C, southwest adjacent to the expressway ring road, southeast adjacent to the road leading to Okheo Industrial Zone (area of about 1,500 hectares, population of about 150,000 people);

+ Residential area along both sides of Route 25B, north of Route 25C (area of about 1,500 hectares, population of about 150,000 people);

+ Southern residential area adjacent to Nhon Trach Industrial Zone (area of about 1,700 hectares, population of about 160,000 people);

+ Northern residential area adjacent to the Dong Nai River, along the expressway from District 9 of Ho Chi Minh City to Nhon Trach (area of about 950 hectares, population of about 80,000 people);

+ Dong Mu Ruua residential area located at the intersection of the ring road and National Highway 51 and the road to Phuoc An Port (area of about 150 hectares, population of about 15,000 people);

+ Hiep Phuoc residential area located at the eastern gateway of the new urban area (area of about 130 hectares, population of about 15,000 people);

+ Phu Huu residential area located west of the new urban area (area of about 200 hectares, population of about 15,000 people).

- Industrial zones and clusters (approximately 3,600 hectares), including:

+ Nhon Trach Industrial Zone (approximately 2,700 hectares);

+ Okheo Industrial Zone (approximately 800 hectares);

+ Local industrial cluster in the south of Tuy Ha Town (approximately 100 hectares).

- System of urban centers, including:

+ New Nhon Trach Urban Center (approximately 600 hectares), including: parks, squares, administrative buildings, theaters, libraries, museums, shopping centers, financial transaction centers, banks;

+ Northern urban center of the new urban area (approximately 80 hectares), including: administrative offices, post office, cultural house, health facilities, commercial-service facilities;

+ Southeastern urban center of the new urban area (approximately 90 hectares), including: administrative offices, post office, cultural house, health facilities, commercial-service facilities;

+ Public centers at the district level including: administrative offices, schools, kindergartens, health clinics, cultural houses, markets, commercial facilities, flower gardens, sports fields, entertainment areas... arranged within residential areas.

- Specialized centers:

+ Education and training center (approximately 350 hectares) including universities, located in the northern part of the new urban area, adjacent to the Dong Nai River, between the Dong Mon River and the Ho Chi Minh City - Long Thanh - Dau Giay Expressway;

+ Commercial center of the new urban area: located in three areas, including the northern area adjacent to the Dong Nai River, belonging to Long Tan Commune (approximately 85 hectares); the eastern area adjacent to National Highway 51, on Route 25B (approximately 35 hectares); the southeastern area, on the road to Phuoc An Port (approximately 35 hectares);

+ Sports center (approximately 150 hectares): located near the intersection of the ring road with Route 25C and the road from Cat Lai ferry;

+ Sports areas combined with urban residential park areas, each area approximately 50 hectares;

+ Medical center including: upgrading the existing district hospital; a southern urban area hospital located in Phuoc An residential area (approximately 5 hectares); a new urban area hospital located in Vinh Thanh Commune (approximately 15 hectares);

Additionally, a system of clinics, health stations, and specialized hospitals will be set up in residential areas, within university zones, and sports complexes to provide daily healthcare services directly to the people.

- Green space, water surface, and park systems (approximately 6,165 hectares), including:

+ New urban park, residential area parks, housing areas (approximately 645 hectares);

+ Riverside green spaces along the Dong Nai River, Dong Mon River, and Okheo River with widths ranging from 100 meters to 150 meters;

+ Other parks: World of Childhood, Water Park, Cultural Park;

+ Forest park isolating industrial zones and urban residential areas with a width from 150m to 200m;

- Ecotourism areas (approximately 2,000 hectares), including:

+ Cu Lao Ong Cong Ecotourism Urban Area (approximately 750 hectares);

+ Mr. Keo Tourist Area (approximately 250 hectares);

+ Dai Phuoc Commune Tourist Area adjacent to River Cai (approximately 400 hectares);

+ Historical Site Giong Ong San Tourist Area in Phu Dong Commune (approximately 150 hectares);

+ Orphan Hill Ecotourism Area in Phu Hoi Commune (approximately 100 hectares);

+ Long Tan Commune Tourist Area along River Cai and Ring Road from District 9 of Ho Chi Minh City to Nhon Trach (approximately 400 hectares);

+ Long Tan Commune Tourist Area between Dong Nai River and the Northern University Area (approximately 200 hectares).

- Suburban area, including:

+ Rural residential area of Dai Phuoc and Phu Dong communes, located in the northwest of the new urban area (area approximately 600 hectares, population scale approximately 30,000 - 40,000 people);

+ Vinh Thanh Commune Residential Area (area approximately 800 hectares, population scale approximately 40,000 - 50,000 people);

+ Phuoc Khanh Commune Residential Area, located in the west of the new urban area (area approximately 320 hectares, population scale approximately 20,000 people);

+ Long Tan and Phu Hoi Commune Residential Areas, located in the north of the new urban area (area approximately 600 hectares, population scale approximately 30,000 - 35,000 people);

+ Phuoc Thien Commune Residential Area, located in the north of the new urban area (area approximately 950 hectares, population scale approximately 40,000 - 45,000 people).

c) Regarding urban architecture and landscape:

- Landscape area: construction shall not be allowed to preserve nature and ecology, including southern and southeastern urban wetland ecological areas adjacent to Dong Tran River and Thi Vai River;

- New development area: modern high-rise architectural development in the central urban area;

- Riverside landscape area along Dong Nai River, Nha Be River, River Cai, Dong Mon River: organize green spaces, open water areas, develop low-rise architectural forms, combine with some high-rise architectural structures to create focal points for the city.

6. Orientation for planning the development of technical infrastructure:

a) Transportation:

- Main indicators:

+ Land for transportation approximately 2,430 hectares, of which land for external transportation approximately 1,400 hectares; land for internal urban transportation approximately 1,030 hectares;

+ Ratio of urban transportation land: 11.2%, of which static transportation land 1.7%;

+ Density of main urban roads 2.5 - 3 km/km2;

+ Urban transportation land indicator: 22.8 m2/person.

- External transportation:

+ Road transportation: Ho Chi Minh - Vung Tau expressway located east of the new urban area of Nhon Trach; Ho Chi Minh City Ring Road 2 from District 9 through Can Gio District towards southwest of the new urban area; inter-regional expressway connecting Ho Chi Minh City Ring Road 2 with Ho Chi Minh - Vung Tau expressway;

+ Waterway: build Phuoc An cargo port on Thi Vai River, tourist ports on Dong Tran River, Dong Nai River, and other ports developed according to Group 5 Port Master Plan approved by the Prime Minister;

+ Railways: reserve land for the railway south of the inter-regional expressway;

+ Reserve land for the development of service facilities connected to Long Thanh International Airport.

Internal transportation:

+ Main urban axes are arranged with distances between roads from 1,000 m to 1,200 m; main road network in the form of a semi-circular cross-axis;

+ At intersections between external traffic axes, expressways, railways, and main city roads, construct multi-level intersections to ensure speed and traffic safety. At intersections between main city streets: widen co-planar intersections, design central green islands and directional islands;

+ Parking lots and bus stations: parking lots are arranged at public buildings of the city; industrial zones have separate parking lots. The northeastern bus station of the city is located at the intersection of National Highway 51 and Route 25B; the western bus station is located at the intersection of Route 25C and Ho Chi Minh City Ring Road 2; the southeastern bus station is located at the intersection of the road from the Nhon Trach Industrial Zone to Phuoc An Port and the southern ring road of the new urban area (each station has a scale of approximately 3 ha - 5 ha).

b) Technical land preparation:

- Ground leveling solution:

+ Construction elevation greater than or equal to 2.3 m. Minimum slope is 0.4%;

+ For the new urban area, leveling and filling will be carried out in accordance with controlled elevations, combined with the utilization of natural terrain; retain rivers and canals to support drainage and create urban scenery.

- Drainage solution:

+ System: choose separate stormwater drainage system;

+ Watershed: according to small watersheds following river and canal systems such as Myau Canal, Ong Huong Canal, Dong Mon River, Dong Nai River, Cai Sinh Canal, Cay Giang Canal, Ba Ky Channel, Xom Thuoc Stream, Bau Bong Stream, Ong Keo Stream, La Canal, Nhom Canal, Chay Canal, La Canal, Ong Mai Canal, Cau Trai River, Cau Tau River, and other small channels and canals;

+ Riverbank protection buffer zone ensuring according to water boundary management regulations.

c) Water supply:

- Water supply indicators:

+ Domestic water: urban area 150 liters/person/day; suburban area 120 liters/person/day;

+ Industrial water: 50 m3/ha/day;

- Water demand: total water supply for domestic and industrial use by 2020 approximately 350,000 m3/day;

- Water source:

+ Use Dong Nai River water supplied to Thi An 2 Water Plant through Nhon Trach Pumping Station with capacity of 260,000 m3/day; in the future, the capacity will be increased to about 300,000 - 350,000 m3/day;

+ Water Plant uses underground water of Nhon Trach I Industrial Zone (capacity 8,000 m3/day);

+ Water Plant uses underground water of Dong Nai Water Supply Construction Company (capacity 20,000 m3/day).

d) Electricity supply:

- Electricity supply indicators:

+ Domestic electricity (by 2020) urban area: 1,500 kWh/person/year; suburban area: 700 kWh/person/year;

+ Public facility electricity supply within the urban area: equivalent to 40% of domestic electricity consumption;

+ Industrial zone electricity supply: 250 kW/ha.

- Electricity load by 2020: approximately 1,307,090 kW;

- Power source: national power grid through 220 kV high-voltage transmission line from Phu My Power Plant; Formosa Power Plant (300 MW); gas-fired power plant (3,000 MW) at the confluence of Dong Tran River and Long Tau River (in the Ong Keo Industrial Zone).

d) Wastewater discharge, environmental sanitation:

- Wastewater discharge criteria: domestic wastewater at 80% of water supply standards; industrial wastewater at 40 m3/ha;

- Domestic wastewater:

+ Total volume of domestic wastewater by 2020 approximately 80,000 m3/day;

+ Total volume of industrial wastewater by 2020 approximately 144,000 m3/day;

+ Central area: collect wastewater to treatment plant number 1 located in Phước An commune (capacity 65,000 m3/day); treated wastewater discharged into Bàu Bong stream flowing into Bà Hào river;

+ Long Thọ commune and Đồng Mu Rùa area: collect wastewater to pump station with capacity 5,000 m3/day near the ring road to pump to treatment plant number 1;

+ Long Tân and Phú Hội communes: collect wastewater to treatment plant number 2 located at the foot of the bridge over Đồng Nai river (capacity 5,000 m3/day);

+ Hiệp Phước commune: collect wastewater to treatment plant number 3 north of the urban residential area (capacity 5,000 m3/day); treated wastewater discharged into Bà Kỵ canal;

+ Đại Phước commune and part of Vĩnh Thanh commune adjacent to Ông Kèo canal: collect wastewater to treatment plant number 4 located near Cầu Trai river (capacity 4,000 m3/day);

+ Other watersheds outside Ông Kèo canal in Phú Hữu and Phước Khánh communes, areas outside Đồng Môn river in Phước Thiền commune: treat locally;

- Industrial wastewater:

+ Wastewater from factories and enterprises within the urban area must be treated locally to meet standard B before discharging into the urban drainage system. Concentrated industrial zones must construct centralized treatment facilities. Each factory's wastewater is treated locally and then processed at the centralized cleaning plant. After treatment, wastewater must meet standard A before being discharged into the environment;

+ Hospital wastewater: must be treated locally and disinfected before discharging into the urban drainage system;

- Environmental sanitation:

+ Solid waste: temporarily arrange a 10 ha landfill at Đồng Mu Rùa - Phước An commune, outside the inner ring road. In the future, plan a provincial landfill at Bàu Cạn commune, Long Thành district, with a scale of 100 ha. Hazardous industrial waste will be transported to the Giang Điền landfill of the province;

+ Cemeteries: temporarily use the cemetery in Long Thọ commune with an area of 20 ha. In the future, move it outside the city, 20-30 km away;

7. Measures for environmental protection and landscape preservation along rivers and canals:

- Strictly control domestic and industrial wastewater before discharging into rivers and canals;

- Plant and protect green belts along rivers and canals, creating open spaces for the new urban area;

- Control the exploitation of various forms of eco-tourism along rivers and islands;

8. Initial construction planning and priority investment programs and projects:

- Invest in technical infrastructure for Nhơn Trạch Industrial Zone covering 2,700 ha;

- Invest in urban housing and public service facilities;

- Invest in specialized centers for sports, education, healthcare, and commerce;

- Invest in tourist areas and green parks, especially along the Đồng Nai, Đồng Môn, Nhà Bè, and Cái rivers;

Article 2. The People's Committee of Đồng Nai Province:

1. Announce the adjustment of the General Urban Planning for the new urban area of Nhơn Trach until 2020 for organizations and individuals to know and implement; organize the implementation of the planning according to current laws;

2. Issue Construction Management Regulations according to the General Urban Planning for the new urban area of Nhơn Trach;

3. Organize the preparation, approval of general planning, detailed planning, and investment projects in the new urban area of Nhơn Trach according to the law;

4. Coordinate with the Ministry of Transport to determine the location, direction, and scale of external transportation works in the new urban area of Nhơn Trach;

5. Strictly manage the construction land fund, have plans for land use suitable with capital sources and capabilities of investors, prevent land occupation and misuse, ensure effective development of urban land;

Article 3. This Decision takes effect 15 days after its publication in the Official Gazette;

The Chairman of the People's Committee of Đồng Nai Province, the Minister of Construction, and other Ministers, Heads of agencies equivalent to Ministries, Heads of agencies under the Government, and related organizations and individuals are responsible for implementing this Decision./.
