DECISION OF THE GOVERNOR OF THE STATE BANK
Regarding: amending the policy handbook of the Rural Development Fund

Pursuant to the Law on the State Bank of Vietnam No. 01/1997/QH10 and the Law on Credit Organizations No. 02/1997/QH10 dated December 12, 1997;
Pursuant to the Credit Agreement for Development No. 2855-VN dated July 19, 1996 between the Socialist Republic of Vietnam and the International Development Association, World Bank;
Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities of state management of ministries and ministerial-level agencies;
Pursuant to Document No. 5551/QHQT dated October 2, 1995 of the Government on the State Bank implementing wholesale banking functions of the Rural Finance Project funded by the World Bank;
Pursuant to Decision No. 25/QĐ-NH21 dated January 31, 1997 of the Governor of the State Bank approving the application of the Rural Development Fund Policy Handbook of the Rural Finance Project funded by the World Bank;
Pursuant to Decision No. 47/QĐ-NH21 dated February 28, 1997 of the Governor of the State Bank promulgating the "Regulations on Management and Use of the Rural Development Fund";
Pursuant to the approval of the World Bank dated May 15, 1999 regarding the self-determination threshold applicable to the Vietnam Investment and Development Bank;
At the proposal of the Director of the International Credit Projects Management Board,
DECISION:
Article 1: Now, supplementing at the end of Section 2, Part F: "Loan Terms" in the Rural Development Fund Policy Handbook approved for application by the Governor of the State Bank in Decision No. 25/QĐ-NH21 dated January 31, 1997 of the Governor of the State Bank with the following content:
"Specifically, for the Vietnam Agricultural and Rural Development Banks and the Vietnam Investment and Development Bank, they are exempted from reviewing and approving the appraisal reports of sub-projects for loan disbursements up to US$100,000 (one hundred thousand US dollars)";
Article 2: This Decision takes effect 15 days from the date of signature and replaces Decision No. 382/1997/QĐ-NHNN21 of the Governor of the State Bank dated November 13, 1997 on amending the Rural Development Fund Policy Handbook.
Article 3: The Heads of the Office, the Director of the International Credit Projects Management Board, the Heads of relevant units of the State Bank, the Directors of the State Bank Branches in provinces and cities, the General Directors of the Vietnam Agricultural and Rural Development Bank, and the Vietnam Investment and Development Bank are responsible for implementing this Decision./.
