DIRECTIVE
Regarding the training of teachers and educational management staff for the summer of 1998
The 1998-1999 academic year is the year to continue implementing the Resolution of the 8th National Party Congress, and at the same time, it is the second year of implementing the Resolution of the 2nd Plenary Session of the Central Committee of the Party (8th term).
Based on the requirements and content of the Central Resolution No. II on "Strategic Orientation for the Development of Education and Training during the Industrialization and Modernization Period and Tasks until 2000"; on the basis of summarizing experiences from one year of implementing the Central Resolution No. II and the situation in fulfilling tasks in the 1997-1998 academic year; to prepare for effectively implementing the tasks of the 1998-1999 academic year, the Ministry requests the Directors of Departments of Education and Training, Principals of Teacher Training Universities, Colleges, and Secondary Schools - Vocational Schools to implement the plan and content of teacher and educational management staff training during the summer of 1998 (annexed to this Directive) to ensure the following objectives and requirements:
1. Continue to thoroughly understand and vigorously implement the Resolution of the 8th National Party Congress, the Central Resolution No. II on Education and Training, striving to complete the education and training goals by the year 2000 for each field of study, level, and grade.
From the lessons learned in teacher training, especially the experiences summarized in the regular training for general education teachers over the past period; it is necessary to implement regular training for kindergarten teachers for the cycle of 1997-2000; intensify standardization training, and train contents according to the requirements directed by the field of study and level (subject matter, teaching methods) to continuously improve the quality and capacity of the teaching staff.
2. Continue to improve the organization and management of training classes, select practical training content, pay attention to good experiences in teaching and education; particularly emphasize training in teaching methods; appropriate training forms and building self-study and research habits; develop reasonable training plans; prepare sufficient conditions to ensure the quality of training (training materials, qualified lecturers, testing, evaluating training results...) to create conditions for teachers and management staff to rest during the summer as prescribed.
3. The Directors of Provincial Departments of Education and Training, the Principals of teacher training institutions, and secondary vocational schools need to firmly grasp the basic guiding thoughts of the Ministry regarding the requirements for teacher and educational management staff training during the summer. The training content must be selected practically; ensure sufficient training materials; prepare qualified lecturers, pay attention to classifying the levels of students to prepare suitable training content for the provisions of the Ministry and the specific part of the locality; organize comprehensive testing of all training contents. Educational management levels need to build practical summer training plans with the characteristics of the teaching staff and specific local conditions to fulfill the new academic year's tasks and contribute to improving the quality of the teaching staff.
4. Functional agencies under the Ministry that have proposed training content need to carefully prepare their assigned tasks and closely cooperate with related agencies to prepare conditions (training materials, guidance plans, evaluation methods...) to ensure that localities can effectively implement summer training tasks.
Based on this Directive and the actual education and training situation in each province, city, and school, the Departments of Education and Training, various levels of teacher training institutions, universities, colleges, and secondary vocational schools should develop the 1998 summer training plan for teachers and actively participate in teacher training tasks, ensuring compliance with the training requirements and content stipulated by the Ministry.

TRAINING OF TEACHERS AND EDUCATIONAL MANAGEMENT STAFF

I. GENERAL ISSUES FOR TEACHERS AND EDUCATIONAL MANAGEMENT STAFF
IN EDUCATION AND TRAINING.
1. Training Content.
1.1. Continue to study and thoroughly understand the Resolution of the 8th National Party Congress, the Central Resolution No. 2 (8th term), and the Resolution on implementing the Central Resolution No. 2 of the local Party Committee based on summarizing after one year of implementing the Resolution locally.
1.2. Study the speech of Comrade General Secretary Le Khac Phiêu "Persistently Strive, Fully Exploit All Creative Abilities to Advance the Education and Training Sector Vigorously" (People's Newspaper No. 15577 on February 22, 1998) at the meeting with the Ministry of Education and Training on February 21, 1998.
1.3. Study the report "Continuously Promote the Implementation of the Central Resolution No. 2, Strive to Complete the Education and Training Goals by 2000" by Minister Nguyen Minh Hien, Member of the Central Committee, Secretary of the Party Cadre and Functionary Board, presented at the meeting with the General Secretary Le Khac Phiêu at the Ministry of Education and Training on February 21, 1998 (Educational Science Research March 1998).
1.4. Study the Directive on the 1998-1999 Academic Year's Tasks issued by the Minister of Education and Training, and specific guidelines from the Ministry on implementing the academic year's tasks for each field of study and level...
2. Target Audience, Duration, and Training Materials:
Teachers, management staff, and personnel in the Education and Training sector in provinces, cities, and specialized schools.
Training materials and lecturers are handled by the Departments of Education and Training of provinces and cities, in conjunction with direct guidance from local party committees and governments.
Duration of training: 2 to 3 days.
II. CONTENT OF SUBJECT-SPECIFIC TRAINING FOR DIFFERENT LEVELS.
LEVEL OF EDUCATION.
1. For the Kindergarten Level.
1.1. Content.
1.1.1. Training on nutrition and health care for children aged 0 to 6 years old.
1.1.2. Health care and nurturing work:
Vaccination work: Introducing new vaccines needed for children aged 0 to 6 years old starting from 1998.
Measures to prevent infectious diseases and food poisoning in kindergartens.
1.1.3. Art Subject.
Basic knowledge about drawing and sculpting.
Practical skills in teaching children to draw, sculpt, tear, and paste.
Methods for organizing and guiding preschool children in shape-making activities.
The use of teachers' illustrated sets and three books titled "Children Practice Shape-Making" for small, medium, and large kindergarten children.
1.1.4. Management work in preschools - Introducing state policies in private preschools.
1.1.5. Management work in public preschools.
1.1.6. Special topic on moral education.
1.1.7. Suitable methods in play activities at preschools.
1.1.8. Training new teaching methods in preschool education.
1.2. Target group, time period.
Training content 1.1.1 for cadres responsible for nutrition and health care from the Department of Education and Training and the District Education and Training Office; key teachers from mountainous northern provinces regarding nutrition and health care. Time: July 1998.
Training content 1.1.2 for all cadres responsible for nutrition and health care from the Department of Education and Training.
Time: July 1998.
Training content 1.1.3 for preschool teachers, subject specialists from the Department of Education and Training, and kindergarten teacher training schools.
Time: July 1998.
Training content 1.1.4 for principals of private preschools.
Time: June 1998.
Training content 1.1.5 for principals and preschool teachers in rural areas.
Time: Three days in August 1998.
Training content 1.1.6 for preschool teachers and preschool teacher educators.

Training content 1.1.7 for heads of preschool departments in the Department of Education and Training (or staff members of the preschool department).

Training content 1.1.8 for preschool teachers at key schools in provinces and major cities (in collaboration with Israeli experts).
Time: From June 8 to June 28, 1998.
1.3. Implementation organization.
The Preschool Education Division will coordinate with localities to hold conferences in both the South and North regions.
Materials will be provided by the Preschool Education Division.
2. For Primary School Level. 2.1. Training Content:
Continuing training on content requirements suitable for local teacher characteristics, serving the task of improving the quality of teaching nine subjects according to the training plan, particularly focusing on primary school teaching methods.
2.2. Training Plan:
Localities select content and develop implementation plans.
3. For Secondary School Level.
3.1. Training Content.
3.1.1. - Training on the use and maintenance of teaching equipment and materials.
Training in subjects: Computer Science, Philosophy, Mathematics.
Seminars on programs and textbooks following the guidance of the level division.
3.1.2. - Training on content and methods for teaching Literature, Vietnamese, Mathematics, and English.
3.2. Training Targets.
For content 3.1.1, training for secondary school teachers.
For content 3.1.2, training for ethnic minority boarding school teachers.
3.3. Implementation Organization.
The Secondary Education Division will provide specific guidance plans.
4. For National Education.
4.1. Project Content for Combined Classes and Bilingual Classes.
4.1.1. Module 11: Educating Girls.
4.1.2. Module 12: Life Skills Education, HIV/AIDS Prevention, and Drug Abuse Prevention.
4.1.3. Module 13: Environmental Sanitation.
4.2. Target Group, Location, Time:
4.2.1. Northern Training Class: Includes 18 participating provinces: (Hoà Bình, Cao Bằng, Tuyên Quang, Hà Giang, Bắc Giang, Ninh Bình, Nghệ An, Yên Bái, Bắc Cạn, Thái Nguyên, Vĩnh Phúc, Phú Thọ, Quảng Ninh, Lai Châu, Sơn La, Thừa Thiên Huế, Lạng Sơn, Lào Cai).
Each province sends five core teachers for combined classes and bilingual classes.
Time: From June 4 to June 8, 1998. - Location: Sầm Sơn - Thanh Hoá.
4.2.2. Southern Training Class: Includes 19 participating provinces: (Bình Dương, Bình Phước, Cần Thơ, Sóc Trăng, Trà Vinh, Bạc Liêu, Cà Mau, Quảng Nam, Khánh Hoà, Lâm Đồng, Đắk Lắk, Gia Lai, Vĩnh Long, An Giang, Ninh Thuận, Bình Thuận, Đồng Tháp, Kiên Giang, Kon Tum).

Time: From June 20 to June 24, 1998.

5. For Physical Education.
5.1. Content:
5.1.1. Training in physical education.
5.1.2. Training in school dental health education, health insurance, HIV/AIDS prevention, and social evils prevention.
5.1.3. Continuing training in professional skills to improve the quality of physical education in primary, middle, and high schools in localities.
5.2. Target Group, Time, Location:
Training content 5.1.1 for physical education teachers at universities, colleges, vocational schools, and ethnic minority boarding schools.
Training content 5.1.2 and 5.1.3 for physical education teachers at various levels and teachers teaching these subjects.
5.3. Implementation Organization:
The Physical Education Division will issue specific training documents for content 5.1.1. The remaining contents will be selected by the Departments of Education and Training to suit local teacher characteristics and developed into summer implementation plans.
6. For National Defense Education.
6.1. Content.
6.1.1. Training the national defense education program for high school students.
6.1.2. Training in national defense education:
Teaching management methods.
Chapter on National Defense Education Program for University and College Students.
6.2. Object, Time, Location:
Training content 6.1.1 for core national defense education teachers at all high schools and vocational schools nationwide.
Location: Vinh University, Hanoi National University, and Ho Chi Minh City National University.
Training content 5.1.2 for management staff and national defense education teachers at universities, colleges, and vocational schools nationwide.
Location: Quang Nam, Da Nang, and Hanoi.
6.3. Plan and Training Materials:
The Department of National Defense Education will issue specific guidance documents.
7. For Political Teacher Training Work.
7.1. Content:
Studying Central Resolution 4 and 5 of the 8th Congress on the national textbook set; on new practical issues in the country's economic and social development.
Training on teaching methods for subject courses.
7.2. Object:
Staff teaching Marxist-Leninist subjects at universities and colleges.
7.3. Time and Location:
Duration of 10 days, organized in both northern and southern regions.
7.4. Plan and Training Materials.
The Department of Political Work (in coordination with the Central Party Education Commission and the Central Propaganda and Ideology Commission) will organize and provide materials for guiding professional practices and outlines for reports.
8. For Continuing Education.
8.1. Content:
8.1.1. Training the new program for Biology, History, Geography, Civic Education, and English subjects.
8.1.2. Specialized subject conferences on Literature, Mathematics, Physics, and Chemistry.
8.2. Object, Time, and Training Materials:
The Department of Continuing Education will issue specific guidance documents.
9. For Educational Inspection.
9.1. Content:
9.1.1. Studying Ministry documents on requirements for inspection work.
9.1.2. Organizing experience-sharing sessions on local inspection work.
9.1.3. Studying Ministry documents on inspection requirements and content: responsibilities and authorities of management staff and teachers in inspection work.
Re-training on guidance documents for school inspection, teacher inspection at various educational levels.
9.2. Object and Time:
Training content 9.1.1 and 9.1.2 for inspectors and part-time inspectors over two days.
Training content 9.1.3 for management staff and teachers at all levels.
9.3. Implementation Organization:
Localities will organize classes, and the Ministry Inspection Department will issue specific guidance documents.
