Food Crop and Vegetable Research Institute

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decision No. 220/2005/QĐ-TTg dated September 9, 2005 of the Prime Minister establishing the Vietnam Academy of Agricultural Science;

Considering the proposal of the Director of the Vietnam Academy of Agricultural Science and the Head of the Personnel Department.

Article 1. Position and Functions

1. The Food Crop and Vegetable Research Institute is established according to Point d Clause 1 Article 2 of Decision No. 220/2005/QĐ-TTg dated September 9, 2005 of the Prime Minister establishing the Vietnam Academy of Agricultural Science.

2. The Food Crop and Vegetable Research Institute is a scientific public service unit under the Vietnam Academy of Agricultural Science, tasked with conducting scientific research and technology transfer in the field of food crops and vegetables, mainly rice, beans, and root crops; it simultaneously carries out scientific research and agricultural technology transfer in the Red River Delta region.

3. The Food Crop and Vegetable Research Institute is allocated operating funds, uses its seal, and opens a separate account at the State Treasury in accordance with the provisions of the law.

The international name in English for the Institute is: Food Crops Research Institute, abbreviated as FCRI.

The main office of the Institute is located in Gia Loc District, Hai Duong Province; the second base of the Institute is located in Thanh Tri District, Hanoi City.

The second base of the Food Crop and Vegetable Research Institute uses its seal and opens an account at the State Treasury according to the authorization of the Institute's Director and the provisions of the law.

Article 2. Tasks of the Institute

1. To develop long-term, five-year, and annual scientific research and technology transfer programs and plans in the fields specified in Clause 2, Article 1 of this decision, submit them to the competent authority for approval, and organize their implementation after approval.

2. To conduct scientific research and technology transfer in the following areas:

a) Biotechnology, physiology, biochemistry, and genetics of food crops and vegetables;

b) Selection, creation, and propagation of food crops and vegetables;

c) Crop structure, cultivation procedures, pest and disease control for food crops and vegetables;

d) Agricultural systems;

đ) Economics and markets for food crops and vegetables;

e) Quality testing of food grains and vegetables.

3. To carry out agricultural extension tasks in the Red River Delta region.

4. To implement international cooperation in scientific research, technology transfer, expert collaboration, and human resource training in agriculture and rural development with foreign organizations and individuals in accordance with state regulations.

5. To link and cooperate in scientific research and technological development, new technique trials, and human resource training in the assigned fields with domestic organizations in accordance with the law.

6. To engage in business operations in compliance with the law.

7. To manage and utilize human resources, funds, and assets effectively in accordance with the law.

Article 3. Organizational Structure

1. Leadership of the Institute:

Food Crop and Vegetable Research Institute includes the Director and Deputy Directors.

a) The Director is appointed by the Minister of Agriculture and Rural Development upon the recommendation of the Director of the Vietnam Academy of Agricultural Science and is responsible to the Director of the Vietnam Academy of Agricultural Science and to the law for all activities of the Institute.

b) Deputy Directors are appointed by the Director of the Vietnam Academy of Agricultural Science upon the recommendation of the Director and are responsible to the Director and to the law for the tasks assigned by the Director.

2. Departments assisting the Director in carrying out tasks:

a) Scientific Research and International Cooperation Department;

b) Organization and Administration Department;

c) Finance and Accounting Department.

Each department has a Head and Deputy Head.

3. Research departments:

a) Biotechnology Department;

b) Cultivation Department;

c) Vegetable Department;

d) Physiology, Biochemistry, and Product Quality Department;

Each department has a Head and Deputy Head.

4. Subordinate public service units of the Institute:

a) Rice Research and Development Center;

b) Legume Research and Development Center;

c) Root Crop Research and Development Center;

d) Food Crop and Vegetable Experimental Center;

đ) Agricultural System Research and Development Center.

Each center has a Director and Deputy Director, without separate seals or accounts.

5. Investment and Development Consulting Company for Food Crops and Vegetables. The company is established according to a separate decision and operates in accordance with the law.

Article 4. The Director of the Vietnam Academy of Agricultural Science is entrusted to specify detailed tasks and promulgate the Charter for the operation of the Institute; the Director of the Food Crop and Vegetable Research Institute is entrusted to define the functions, tasks, organizational structure, and operational regulations for subordinate units, and to register and conduct scientific and technological activities of the Institute with competent authorities in accordance with current state regulations.

Article 5This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 6. The Chief of the Office, Heads of the Personnel Department, Heads of relevant agencies and units under the Ministry, the Director of the Vietnam Academy of Agricultural Science, and the Director of the Food Crop and Vegetable Research Institute are responsible for implementing this Decision./.
