MINISTER OF CULTURE, SPORTS AND TOURISM

Pursuant to Decree No. 178/2007/QĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Article 1. Other types of artistic performances

Considering the proposal of the Head of the Department of Science, Technology, and Environment and the Head of the Department of Organization and Cadres,

DECISION:

Article 1. Position and Functions

 

The Department of Science, Technology, and Environment is an agency under the Ministry of Culture, Sports, and Tourism with the function of advising the Minister on state management in the fields of science, technology, and environment within the scope of the Ministry's state management.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

1. Submit to the Minister strategic plans, planning, and research programs on scientific research, application of technological progress, development of technology, and environmental protection in the cultural, sports, and tourism sectors, and organize their implementation after approval.

2. Draft legal regulatory documents concerning activities in the fields of science, technology, and environment, standards, technical regulations, economic-technical norms, and product quality in the cultural, family, physical education, sports, and tourism sectors; organize and guide the implementation of legal regulatory documents concerning activities in the fields of science, technology, and environment within the scope of the Ministry's management.

3. Take the lead in organizing the implementation of the Ministry’s state management functions in the fields of science, technology, and environment; conduct research and apply new science and technology in the cultural, family, physical education, sports, and tourism sectors.

4. Manage and allocate financial resources for projects and funding for activities in the fields of science, technology, and environment.

5. Participate in building schemes for restructuring the science and technology system, training plans, and personnel development and utilization in the field of science; coordinate in training and enhancing knowledge in scientific research, technology development, and environmental protection for units both within and outside the sector under the Ministry's management.

6. Serve as the permanent member of the Ministry's Science and Technology Council, participate in the Ministry's and inter-ministerial Science and Technology Awards Councils.

7. Lead, guide the implementation, organize the acceptance, evaluation of programs, projects, topics, and tasks in the fields of science, technology, and environment within the scope of the Ministry's management; participate in reviewing, inspecting, and evaluating national and related programs, projects; propose rewards for scientific, technological, and environmental activities.

8. Participate in assessing environmental impact and warning about environmental issues in the cultural, family, physical education, sports, and tourism sectors; propose solutions for sustainable conservation and development in these sectors.

9. Lead, guide, and supervise the implementation, transfer, and application of scientific and technological research results into practice; provide information, archive, and publish scientific, technological, and environmental documents within the scope of the Department's management; exchange domestic and international scientific, technological, and environmental information according to the law; organize and coordinate the organization of forums, conferences, and seminars on science, technology, and environment in the cultural, family, physical education, sports, and tourism sectors as assigned by the Minister.

10. Manage and confirm the scientific curriculum vitae for the Ministry's cadre staff; participate in reviewing scientific titles for cadres, civil servants, and employees of agencies and units under the Ministry.

11. Coordinate with the International Cooperation Department to manage international cooperation activities in the fields of science, technology, and environment in the cultural, sports, and tourism sectors as assigned by the Minister; serve as the focal point for organizing the implementation of the Ministry of Culture, Sports, and Tourism's Notification and Inquiry Point on Technical Barriers to Trade (TBT) within the scope of the Ministry's management.

12. Implement administrative reform contents according to the program, plan, and assignment of the Minister.

13. Manage staffing, implement policies and systems for cadres and civil servants in the Department; manage assets and other resources allocated according to the law.

14. Perform other tasks assigned by the Minister.

Article 3. Organizational Structure

1. The Head and Deputy Heads of the Department.

2. Specialized and professional divisions:

a) Division of Scientific Research Management;

b) Division of Technological Development Management;

c) Division of Environmental Protection Management.

The Head of the Department of Science, Technology, and Environment is responsible for arranging civil servants according to the position structure and professional standards; establish and promulgate the operational regulations of the Department.

Article 4. Effectiveness

This Decision takes effect fifteen days from the date of publication in the Official Gazette. Previous provisions contrary to this Decision are abolished.  

Article 5. Responsibility for Implementation

The Head of the Department of Science, Technology, and Environment, the Director of the Office, the Head of the Department of Organization and Cadres, the Head of the Department of Planning, Finance, and the Heads of agencies and units under the Ministry and relevant organizations and individuals are responsible for implementing this Decision./.
