CIRCULAR
Regarding the import of used cars with tampered chassis and engine numbers

Pursuant to Decree No. 189/2007/ND-CP dated December 27, 2007, issued by the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Government Decree No. 12/2006/NĐ-CP dated January 23, 2006 detailing the implementation of the Law on Trade concerning international trade activities and foreign-related agency purchase, sale, processing, and transit of goods;
Implementing the Prime Minister's directive in Document No. 1046/TTg-KTTH dated June 21, 2010 regarding the addition of prohibited import items;
The Minister of Industry and Trade hereby stipulates the prohibition on importing used cars with tampered chassis and engine numbers as follows:
Article 1. General Provisions
It is prohibited to import all types of used cars and parts for assembling such cars that have been tampered with and resealed their chassis and engine numbers under any circumstances and in any form.
Article 2. Effective Date
This Circular takes effect from September 5, 2010./.
