ISSUING ECONOMIC-TECHNICAL STANDARDS FOR MAINTAINING RADIO FREQUENCY EQUIPMENT
On the basis of Law on Radio Frequency dated November 23, 2009;
Decree No. 132/2013/NĐ-CP dated October 16, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
At the proposal of the Director of the Planning-Finance Department and the Director of the Radio Frequency Management Department,
The Minister of Information and Communications issues this Circular on economic-technical standards for maintaining radio frequency equipment.
Article 1. Accompanying this Circular are the economic-technical standards for maintaining radio frequency equipment.
Article 2. This Circular shall take effect from March 1, 2015.
Article 3. The Heads of the Office, the Planning-Finance Department, the Radio Frequency Management Department. The heads of agencies and units under the Ministry of Information and Communications and organizations and individuals related to these standards shall be responsible for their implementation./.

Part I
GENERAL PROVISIONS
I. GENERAL EXPLANATION
The budgetary maintenance cost standard for radio frequency equipment is an economic-technical standard that reflects the necessary consumption levels of materials, labor, and construction machinery (referred to as construction machinery) required to complete a unit volume of maintenance work for radio frequency equipment from preparation to completion.
The budgetary maintenance cost standard for radio frequency equipment is established based on maintenance procedures for radio frequency equipment, construction standards; technical regulations on radio frequency equipment.
Each type of budgetary maintenance cost standard for radio frequency equipment is presented as a component of work, application conditions, and a table of rates with material consumption units suitable for completing a unit volume of maintenance work for radio frequency equipment.
1. Content of the budgetary maintenance cost standard for radio frequency equipment
The budgetary maintenance cost standard for radio frequency equipment includes:
1.1. Material consumption rate
It is the quantity of main and auxiliary materials directly needed to perform and complete a unit volume of maintenance work for radio frequency equipment.
The material consumption rate in this standard already includes losses during construction and transportation (if any).
1.2. Labor consumption rate
It is the number of working days of technical staff and direct workers performing the volume of maintenance work for radio frequency equipment.
The number of working days includes both primary and secondary workers to perform and complete a unit volume of construction work from preparation to completion, including site cleanup.
The level of workers and engineers listed in the standard is the average level of workers and engineers participating in a unit of maintenance work for radio frequency equipment.
1.3. Construction machinery consumption rate
It is the number of shifts using main and auxiliary machinery directly to complete a unit volume of maintenance work for radio frequency equipment.
2. Structure of the set of budgetary maintenance cost standards for radio frequency equipment
The set of budgetary maintenance cost standards for radio frequency equipment is presented by group and type of work and is uniformly coded, consisting of three chapters:
- Chapter I: Maintenance of fixed control stations
- Chapter II: Maintenance of mobile control stations
- Chapter III: Maintenance of control centers
- Chapter IV: Maintenance of individual equipment
Each type of maintenance cost standard for radio frequency equipment is summarized as a component of work, technical conditions, maintenance conditions, and maintenance measures, and is determined according to appropriate units of measurement to perform such maintenance work.
II. APPLICATION REGULATIONS
- The budgetary maintenance cost standard for radio frequency equipment is applied as a basis for determining the volume of budget estimates for management and regular maintenance of radio frequency equipment that must be carried out according to plans, serving as a basis for preparing capital plans in accordance with current regulations, and as a limit to distinguish between regular maintenance and periodic repairs and emergency repairs.
- The budgetary maintenance cost standard for radio frequency equipment is the maximum limit for preparing estimates. During the use of the standard, if the work is included in the standard but not actually performed, it should not be included in the estimate. If the work is not included in the standard but needs to be done in reality, similar standards should be applied to prepare the estimate.
In addition to the explanations and guidance provided above, the budgetary norms for certain maintenance tasks of radio frequency equipment also include specific explanations and guidance that are consistent with technical requirements, conditions, and maintenance measures for such equipment.
