Pursuant to the Labor Safety Law dated June 25, 2015;
Pursuant to Decree No. 62/2013/NĐ-CP dated June 25, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;amending certain Articles of the Labor Safety Law regarding technical safety inspection activities, safety training, labor hygiene, and workplace environmental monitoring;

Article 1. 1. National Technical Regulation on Railway Traffic Signals, number QCVN 21:2025/BXD.
Article 1. Technical safety inspection procedure for tower cranes, designated as QTKĐ: 01-2016/BXD.
Article 2. Technical safety inspection procedure for hoists used in construction works, designated as QTKĐ: 02-2016/BXD.
Article 3. Technical safety inspection procedure for suspended platforms used in construction works, designated as QTKĐ: 03-2016/BXD.
Article 2. The scope and subjects of application are specified in the technical safety inspection procedures issued together with this Circular.
Article 3. Within fifteen days from the date of issuance of the Certificate of Inspection Results for machines and equipment according to the technical safety inspection procedures prescribed in Article 1 of this Circular, organizations engaged in technical safety inspection activities shall be responsible for sending copies of the Certificate of Inspection Results to the National Construction Quality Inspection Agency for consolidation and monitoring.
Article 4. This Circular takes effect from February 15, 2017.
Article 5. Implementation
Article 1. The National Construction Quality Inspection Agency shall be responsible for implementing this Circular; consolidating and reporting to the Ministry of Construction any suggestions for amendments and supplements to each technical safety inspection procedure to align with the technological development level of machines and equipment with strict labor safety requirements under the management of the Ministry of Construction.
Article 2. Organizations engaged in technical safety inspection activities and enterprises, agencies, organizations, and individuals owning, managing, and using tower cranes, hoists, and suspended platforms used in construction works shall be responsible for implementing this Circular. In case of difficulties during implementation, they are requested to report to the Ministry of Construction for research and resolution. /
