Issuing National Technical Regulations on Safety of mini-cylinders for Liquefied Petroleum Gas (LPG)

Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;

Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions

At the proposal of the Director of the Industrial Technical Safety and Environmental Protection Department,

The Minister of Industry and Trade issues the National Technical Regulations on Safety of mini-cylinders for Liquefied Petroleum Gas (LPG).

Article 1. Accompanying this Circular are the National Technical Regulations on Safety of mini-cylinders for Liquefied Petroleum Gas (LPG).

Article 2. This Circular and the National Technical Regulations on Safety of mini-cylinders for Liquefied Petroleum Gas (LPG) shall take effect from January 1, 2019.

Article 3. National Technical Regulation on Safety of mini-cylinders for Liquefied Petroleum Gas (LPG)

 

PART I

GENERAL PROVISIONS

 

Article 1. Scope of Regulation

The National Technical Regulations on Safety of mini-cylinders for Liquefied Petroleum Gas (LPG) stipulate technical safety requirements for design, manufacturing, importation, testing, refilling, storage, transportation, and use of mini-cylinders with a maximum capacity of 1 liter.

Article 2. Applicability

These regulations apply to organizations and individuals involved in designing, manufacturing, importing, testing, receiving, transporting, refilling, using mini-cylinders, and other related parties.

Article 3. Explanation of Terms

In this regulation, the following terms are understood as follows:

1. Liquefied Petroleum Gas (LPG) (LPG) is a hydrocarbon product derived from petroleum with a main component being propane (C3H8) or a mixture of both types. At normal temperature and pressure, these hydrocarbons are in gaseous form, but when compressed to a certain pressure or cooled to an appropriate temperature, they become liquid.3H8) or butane (C4H10Mini-cylinders for Liquefied Petroleum Gas (LPG)

2. (hereinafter referred to as mini-LPG cylinders or cylinders) are cylinders with a maximum capacity of 1 liter that meet the technical requirements of these regulations. LPG in mini-cylinders

3. refers to LPG filled into mini-LPG cylinders in a specific quantity. Cylinder manufacturer

4. is a production facility that meets the conditions specified for producing mini-LPG cylinders. Mini-LPG cylinders must comply with technical requirements for design, manufacture, importation, testing, refilling, storage, transportation, and use as set forth in these regulations and applicable Vietnamese standards for specific types of mini-LPG cylinders.

Article 4. General Provisions for LPG Mini-Cylinders

Mini-LPG cylinders are divided into two types:

Article 5. Classification of LPG Mini-Cylinders

Type that can only be filled once, and cannot be refilled for reuse after initial use.

1. One-time Refillable LPG Mini-Cylinder

Type that can be refilled for reuse.

2. Reusable LPG Mini-Cylinder

All cylinders must have labels affixed to their outer surfaces.

Article 6. Labeling Requirements

2. Labeling requirements for one-time refillable mini-LPG cylinders

a) Name or logo of the cylinder manufacturer.

b) Type of LPG.

c) Capacity (symbol: V, unit: mL)

d) Weight of LPG (unit: g).

đ) Date of manufacture.

e) Batch number.

g) Instructions (or warnings) for transportation, storage, and installation.

h) Warning during use.

i) The phrase "ONE-TIME REFILL ONLY, PROHIBITED FROM RE-FILLING IN ANY FORM" in uppercase letters with easily distinguishable color contrast between text and background, minimum letter height of 4 mm.

k) Hazardous goods symbol. 3. Labeling requirements for reusable mini-LPG cylinders b) Type of LPG to be refilled.

c) Date of manufacture.

d) Expiry date (not exceeding 10 years from the date of manufacture).

b) Type of LPG.

đ) Batch number of cylinders.

e) Capacity (symbol: V, unit: mL).

g) Weight of the cylinder shell (including valve) (symbol: W, unit: g).

h) Weight of LPG (unit: g).

i) Warning during use.

k) Date of valve installation, identification mark of the installation facility.

TECHNICAL REQUIREMENTS

Materials for manufacturing cylinders must be steel sheets, aluminum alloys, or carbon steels with suitable thicknesses having carbon, phosphorus, and sulfur contents not exceeding 0.33%, 0.04%, and 0.05%, respectively.

a) Materials for manufacturing cylinder shells must be SUS 304 or corrosion-resistant materials with equivalent mechanical properties and chemical composition to ensure the safety of the cylinders. Valve gasket materials must withstand LPG.

 

Chapter II

b) Welding materials must produce welds with a tensile strength no less than that of the base material used to manufacture the cylinders.

 

Article 7. Material Requirements

1. One-time Refillable LPG Mini-Cylinder

a) Certificate of metal composition analysis and mechanical properties of materials used to manufacture cylinder shells.

2. Reusable LPG Mini-Cylinder

b) Certificate of material origin for cylinders, including information such as material identification code, serial number or batch number of cylinder production (ensuring traceability of material origin for cylinder manufacturing).

b) Welding materials must create a weld with a minimum tensile strength not less than the tensile strength of the basic material used to manufacture the bottle.

3. Material Documentation

a) Certificate of metal composition analysis and mechanical properties of the material used to manufacture the bottle shell.

b) Material origin identification form used to manufacture the bottle, including information: material identification mark, serial number or production batch number of the bottles (ensuring traceability of the material source used to manufacture the bottle).

Article 8. Design Requirements

1. General Provisions

Mini LPG cylinders must be designed to ensure safe operation with LPG contained in the cylinder at the maximum allowable propane ratio and environmental temperature ranging from -20°C to 50°C.°C to 50°C. °C.

2. Thickness Requirements

a) For disposable mini LPG cylinders

The thickness of the cylinder shall not be less than 0.125 mm.

b) For mini LPG refill bottles

- The thickness of the bottle body and head shall not be less than the value according to the following formula:

D: Inner diameter of the bottle body, or major axis for an elliptical head (mm)

V: Shape factor for an elliptical head

(m: ratio between the major and minor axes of the ellipse)

η: Weld joint strength factor

S: Allowable stress, S= x tensile strength of the material (N/mm2)

- In the case where the bottom plate withstands pressure on the convex surface, the plate thickness shall not be less than 1.67 times the value according to formula (1) above.

3. Structural Requirements

a) Components must ensure sufficient durability, no leakage, cracking, or deformation.

b) Component joints must meet technical requirements; smooth and even (except for the part guiding the bottle installation with the mini gas stove).

c) The bottle structure must ensure that LPG exits the bottle in gaseous state during use.

d) The bottle structure must prevent LPG from escaping when not in use.

đ) There must be a protective cap for the bottle valve.

e) The structure of the mini refillable LPG bottle must ensure the ability to replace the bottle valve.

4. Size Requirements

The size of the mini LPG bottle must ensure safety and interchangeability. To ensure interchangeability, the dimensions of the mini LPG bottle are as follows:

H1: Height from the bottom of the bottle to the top of the valve, H1 = 185.0±1.5 mm

H2: Height of the outlet pipe from the valve, H2 = 6.7 ± 1.0 mm

D1: Outer diameter of the bottle, D1 = 65.9 ± 0.3 mm

D2: Outer diameter of the base of the bottle, D2 = 68.3 ± 0.4 mm

D3: Inner diameter of the valve neck, D3 = 24.6 ± 0.3 mm

D4: Diameter of the outlet pipe cluster, D4 = 10.5 ÷ 10.8 mm

D5: Outer diameter of the outlet pipe from the bottle, D5 = 4.0 ± 0.05 mm

Article 9. Manufacturing Requirements

1. General Provisions

a) The manufacturer of the bottle must have suitable technical staff. Welders must comply with the provisions of TCVN 6700-1:2000 - Acceptance Testing of Welders, Fusion Welding.

b) The manufacturer of the bottle must issue complete manufacturing processes, quality inspection procedures, and safety regulations.

2. Manufacturing Equipment Requirements

The manufacturer of the bottle must have all necessary equipment to produce mini LPG bottles.

a) For disposable mini LPG cylinders

- Steel sheet cutting equipment.

- Equipment for bending and shaping steel sheets.

- Welding or joining equipment.

- Cleaning equipment.

- Coating, anti-corrosion, or tank printing equipment.

- Drying equipment.

- Valve assembly equipment.

- Other necessary equipment for bottle production.

b) For mini LPG refill bottles

- Steel sheet cutting equipment.

- Equipment for bending and shaping steel sheets.

- Automatic welding equipment.

- Cleaning equipment.

- Valve removal and installation equipment.

- Equipment for drying and creating a vacuum inside the bottle.

- Other necessary equipment for bottle production.

3. Testing Equipment Requirements

The manufacturer of the bottle must have equipment to test the quality of the bottle shell, at least including the following:

a) Pressure testing equipment.

b) Leak testing equipment.

c) Wall thickness measuring equipment.

d) Scale.

đ) Internal pressure testing equipment.

e) Temperature-controlled bath with temperature gauge.

g) Mechanical property testing equipment.

4. Welded and Joined Surface Requirements

The surface of the welds and joints must be smooth and free of sharp edges.

5. Coating Requirements

Bottles must be coated with anti-corrosion paint (except for bottles made of corrosion-resistant materials).

Article 10. Inspection and Testing Methods for One-Time Refillable LPG Mini-Cylinders

1. External Inspection

External inspection is conducted to determine if the bottle has been corroded, deformed, cracked, or wrinkled.

2. Leak Test

Bottles filled with LPG are subjected to a leak test by immersing them in a water bath at a temperature of 55 ± 2°C.°C.

3. Pressure Test

a) Pressure test to determine the bottle's pressure resistance capability.

b) A pressure test meets the requirement if it satisfies either of the following conditions:

- When tested at a pressure equal to 1.5 times the maximum allowable propane pressure at 50°C, the bottle does not deform; when tested at a pressure equal to 1.8 times the maximum allowable propane pressure at 50°C, the bottle does not crack.°C the bottle does not crack.°- When the pressure is increased at a rate of 0.1 MPa/s to 1.3 MPa and maintained for 30 seconds, the bottle does not leak or deform; at a test pressure of 1.5 MPa, the bottle does not crack.

4. Inspection of the Valve Head Travel Distance When Compressed

The travel distance of the valve head when compressed from its initial position must not be less than 1.7 mm. When the valve head is compressed slowly, this distance must not exceed 1.5 mm when bubbles appear.

5. Inspection of the Valve's Reliable Operation (Cycle Performance)

The bottle valve meets the requirement when:

a) The valve ensures sealing and the spring shows no abnormalities when the valve head is compressed down by at least 1 mm, repeated 100 times at a speed of 1 cycle per second.

b) When the valve head is compressed down by 1.5 mm, repeated 5 times as specified in point a of this clause, the average spring force measured must be between 7.9 N and 19.6 N.

6. Vibration Test

a) Bottles are packaged in boxes and placed on vibration testing equipment.

b) The vibration frequency is 600 cycles per minute and the test amplitude is 5 mm.

c) The test duration is 30 minutes for each up-down and left-right direction.

The bottle passes the test if there is no leakage.

7. Impact Test

a) The bottle is dropped vertically with the valve facing upwards.

b) The test height is 30 cm.

The bottle passes the test if there is no deformation.

1. Design Stage Inspection

Article 11. Inspection and Testing Methods for Reusable LPG Mini-Cylinders

a) Valve Opening and Closing Cycle Test

- Test procedure:

(1) Take 10 butane-filled bottles, perform the valve opening and closing cycle test 1,000 times. Inspect the structure, dimensions, and exterior of the bottles.

(2) The 10 bottles are then immersed in water at a temperature of 55 ± 2°C for a minimum of 110 seconds. Check for leaks.

If deformation or leakage occurs, steps (1) and (2) are repeated 20 times.°The bottles pass the test if they show no deformation, no leakage, and maintain the dimensions shown in Figure 1 of this Standard.

b) Full Stroke Valve Cycle Test

(1) Take sample bottles filled with butane, compress the valve to move through its full stroke 30,000 times. Inspect the structure, dimensions, and exterior.

(2) Immerse the bottles in water at a temperature of 55 ± 2°C for a minimum of 110 seconds. Check for leaks.

(1) Take 10 butane-filled bottles, perform the valve opening and closing cycle test 1,000 times. Inspect the structure, dimensions, and exterior of the bottles.

c) Valve Removal and Installation Cycle Test

(1) Take 10 bottles, perform the valve removal and installation cycle test 25 times. Inspect the structure, dimensions, and exterior of the bottles.°(2) The 10 bottles are then filled with butane and immersed in water at a temperature of 55 ± 2°C.

(1) Take sample bottles filled with butane, compress the valve to move through its full stroke 30,000 times. Inspect the structure, dimensions, and exterior.

d) Pressure Test

(1) Take 10 butane-filled bottles, perform the valve opening and closing cycle test 1,000 times. Inspect the structure, dimensions, and exterior of the bottles.

- Test pressure: Minimum 2.5 MPa.

The bottles pass the test if they show no deformation or cracking.°The bottles pass the test if they show no deformation, no leakage, and maintain the dimensions shown in Figure 1 of this Standard.

(1) Take sample bottles filled with butane, compress the valve to move through its full stroke 30,000 times. Inspect the structure, dimensions, and exterior.

đ) Flow Rate Through Valve Test

(1) Take 10 butane-filled bottles, compress the valve through its full stroke 1,000 times. Then connect the bottle valve to a flow tester with a compressed air pressure of 0.2 MPa in front of the valve. Press the valve down 1.5 mm and measure the flow rate through the valve.

(2) Repeat (1) 20 times.

The valve passes the test if the flow rate through the valve is not less than 8L/min.

(1) Take 10 butane-filled bottles, perform the valve opening and closing cycle test 1,000 times. Inspect the structure, dimensions, and exterior of the bottles.

e) Test for Compatibility with Gas Stove

(2) Repeat (1) twenty times.

- The valve meets requirements when the gas flow rate through the valve is not less than 8L/min.

e) Test for disassembly and assembly with a gas stove.

(1) Take 10 butane-filled bottles, perform the valve opening and closing cycle test 1,000 times. Inspect the structure, dimensions, and exterior of the bottles.

(1) Take 10 bottles filled with butane, conduct 30,000 disassembly and assembly tests with a gas stove, then perform structural inspection, size measurement, and external inspection.

The bottles pass the test if they show no deformation or cracking.°The bottles pass the test if they show no deformation, no leakage, and maintain the dimensions shown in Figure 1 of this Standard.

(1) Take sample bottles filled with butane, compress the valve to move through its full stroke 30,000 times. Inspect the structure, dimensions, and exterior.

g) Test for compatibility with LPG

(1) Take 20 rubber or synthetic plastic parts samples used in the bottles.

(2) 10 samples are immersed in LPG containing butane not less than 95% at a temperature not exceeding -10°C for 24 hours and then removed.°(3) The remaining 10 samples are immersed in LPG containing butane not less than 95% at a temperature not lower than 40°C.

The change in mass of each sample is calculated according to the following formula:°(3) The remaining 10 samples are immersed in LPG containing butane not less than 95% at a temperature not lower than 40°C.

- Bottles meet requirements when: ΔM ≤ 10% and the test sample does not deform.

h) Test for temperature response

(1) Take 10 bottles filled with butane, perform 50 cycles of temperature change from -10°C to 40°C as shown in Figure 2 of this Standard.

(1) Take 10 butane-filled bottles, perform the valve opening and closing cycle test 1,000 times. Inspect the structure, dimensions, and exterior of the bottles.

(1) Place 10 bottles in a salt spray chamber with the following specifications:

+ Salt spray chamber temperature: 35 ± 2°C

+ pH level of the spray solution: 6.5 to 7.2 (neutralized)

(1) Take 10 butane-filled bottles, perform the valve opening and closing cycle test 1,000 times. Inspect the structure, dimensions, and exterior of the bottles.

+ Concentration of salt in the spray solution (at 35°C): 5 ± 1%

+ Volume of spray solution: 1.25 to 2.5 mL/(100 cm².h)°C

Continuous spraying of 5% salt water for 8 hours, followed by a 16-hour pause.

Repeat the test 10 times; total time is 240 hours.°(2) After the bottles have been tested according to (1), inspect for corrosion on the body, valve, joints, etc...

(3) Conduct a pressure test as specified in point c, Clause 2, Article 11 of this Standard.2- Bottles meet requirements when: There is no corrosion, deformation, or leakage.

k) Bottles that comply with all inspection and testing requirements from point a to point i, Clause 1, Article 11 of this Standard are considered to meet requirements.

2. Manufacturing stage inspection

a) Structural inspection

Bottles and valves with structures meeting Clause 3, Article 8 of this Standard are considered to meet requirements.

b) External inspection

Bottles meet external inspection requirements when they have a smooth surface without corrosion, cracks, or wrinkles.

c) Pressure test

The pressure test value must be not less than 0.7 MPa.

Bottles meet requirements when there is no leakage.

The pressure test value must be not less than 2.5 MPa. Bottles meet requirements when there is no deformation.

đ) Inspection of valve head travel distance when compressed

e) Material test

- Tensile test

+ Take one of the two test samples with dimensions as shown in Figure 3 of this Standard. The test samples must not be heat treated.

đ) Flow Rate Through Valve Test

+ All bottles in a batch meet requirements when the tensile strength or yield limit of the test sample is not less than the calculated value at point b, Clause 2, Article 8 of this Standard and the value in Table 1 of this Standard.

- Bottles are packed in boxes and placed on vibration testing equipment.

- Vibration frequency is 600 times/min and test amplitude is 5 mm.

a) The valve ensures sealing and the spring shows no abnormalities when the valve head is compressed down by at least 1 mm, repeated 100 times at a speed of 1 cycle per second.

- Testing duration is 30 min for each direction up-down and left-right.

One-time refillable LPG mini-bottles are inspected and tested according to the following contents:

a) Manufacturing stage inspection as stipulated in Articles 6, 7, 8, 9, and 13 of this Standard. Inspections and tests specified in Clause 2, Clause 3, Article 8, Clause 5, Article 9, and Article 6 of this Standard are carried out with the number of test samples according to Table 2 and Table 3 of this Standard.

- Conduct the inspections and tests as prescribed in Clause 2 of Article 11 of this Standard.

Article 13. Manufacturer Documentation

Quality certificates and origin certificates for each batch of mini LPG bottles.

Article 14. Safety in Refilling, Circulation, Storage, Transportation, and Use of LPG Mini-Cylinders

1. Mini LPG bottles may only be circulated after quality inspection has been carried out and requirements of this Standard have been met.

2. The butane component loaded into mini LPG bottles must be at least 90%.

3.  Do not stack more than 12 pallets of bottles when storing or transporting.

4. It is prohibited to sell or distribute bottles and valves that have exceeded their usage period.

5. Provisions for refilled mini LPG bottles

a) The production date and lifespan of the bottle must be clearly marked on the body of the bottle.

b) The installation date and facility of the valve must be marked on the valve.

c) After replacing the valve, a leak test must be conducted.

d) Valves can only be replaced at manufacturing facilities that meet the conditions for producing and repairing bottles as stipulated.

6. Refilling facilities providing mini LPG bottles to the market shall be responsible for returning bottles to qualified manufacturers for valve replacement.

Article 15. Usage Period Requirements

1. One-time Refillable LPG Mini-Cylinder

One-time filling.

2. Reusable LPG Mini-Cylinder

a) Bottle body: 10 years.

b) Valve: 2 years.

Article 16. Disposal and Destruction Requirements for LPG Mini-Cylinders

1. Removal of bottles

a) One-time filled mini LPG bottles:

- Bottles must be destroyed after the LPG inside is completely used up.

- Manufacturers must implement measures to remove defective bottles at the place of production.

b) Refillable mini LPG bottles

- After 10 years from the date of manufacture.

- Bottles with any of the following defects: cuts or scratches, corrosion, dents exceeding permissible limits affecting the durability of the bottle.

- Bottles with damage caused by fire or electric sparks.

2. Destruction

a) One-time filled mini LPG bottles: Destroyed after the LPG inside is completely used up.

b) Refillable mini LPG bottles:

- Destroy the valve: After 02 years from the date of installation on the bottle.

- Destroy the bottle body: After 10 years from the date of manufacture.

c) Before destruction, measures must be taken to recover LPG in the bottle.

d) Destruction must be carried out by drilling holes in the bottle body in a manner ensuring safety so that it cannot be restored to its original form and cannot be reused.

đ) In cases where multiple bottles need to be destroyed simultaneously, a safe destruction plan must be established. The destruction area must be isolated and ensure safety during destruction.

e) Bottle manufacturers must implement measures to remove used and defective bottles at the place of production.

 

Chapter III

MANAGEMENT PROVISIONS

 

Article 17. Conformity Certification Requirements

Mini LPG bottles must be declared compliant with this Standard based on the results of conformity assessment by certified organizations meeting the stipulated conditions or foreign certification organizations recognized under international treaties to which the Socialist Republic of Vietnam is a party or international agreements concluded by authorized agencies of the Socialist Republic of Vietnam.

The declaration of compliance and affixing of the compliance mark (CR) for mini LPG bottles shall be carried out in accordance with the regulations of the Ministry of Science and Technology and the quality management regulations for products and goods group 2 under the jurisdiction of the Ministry of Industry and Trade.

Article 18. Compliance Assessment Requirements

Conformity assessment for mini LPG bottles shall be carried out according to one of the following methods:

1. Method 5: Typical sample testing and production process evaluation; monitoring through sampling testing at the place of production or on the market combined with production process evaluation.

2. Method 7: Product or goods batch testing and evaluation.

Specific inspection and testing contents shall be carried out in accordance with Clause 1 of Article 12 for one-time filled mini LPG bottles, Point b, Clause 2 of Article 12 for refillable mini LPG bottles, and relevant conformity assessment regulations of the Ministry of Industry and Trade.

Testing for compliance declaration shall be conducted at testing organizations registered for their field of activity or recognized in accordance with the law.

 

Chapter IV

RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS AND IMPLEMENTATION PROVISIONS

 

Article 19. Responsibilities of State Management Agencies

1. The Department of Industrial Safety and Environmental Technology shall take the lead and coordinate with relevant agencies and units to guide and inspect the implementation of this Standard.

Based on management requirements, the Department of Industrial Safety and Environmental Protection shall recommend the Minister of Industry and Trade to amend and supplement this Standard.

2. The General Department of Market Administration shall take the lead and coordinate with related units to inspect compliance with laws governing the circulation of mini LPG bottles as stipulated in this Standard and related legal documents.

3. Provincial Departments of Industry and Trade shall inspect the implementation of this Standard's provisions within their jurisdiction.

Article 20. Responsibilities of organizations and individuals designing, manufacturing, importing, testing, delivering, transporting, refilling, and using mini LPG cylinders

1. Organizations and individuals designing, manufacturing, importing, testing, delivering, transporting, refilling, and using mini LPG cylinders, as well as other related organizations and individuals, must comply with technical safety requirements stipulated in this Standard and relevant laws on safety management in the liquefied petroleum gas sector.

2. Organizations and individuals producing mini LPG cylinders must implement quality management systems to ensure product quality meets corresponding technical standards and label products in accordance with laws on product labeling and the provisions of this Standard before marketing them.

3. Organizations and individuals producing and importing mini LPG cylinders must conduct conformity certification and declaration in compliance with the requirements set forth in this Standard, ensuring the safety of mini LPG cylinders as stated in the declaration, and fulfill responsibilities prescribed in other relevant legal documents.

4. Organizations and individuals producing, importing, and trading in mini LPG cylinders must ensure that the quality of mini LPG cylinder products complies with this Standard and current laws.

Article 21. Implementation Clauses

1. In cases where standards, regulations, or referenced documents in this Standard are amended, supplemented, or replaced, implementation shall be carried out according to the new document.

2. In cases where international treaties to which Vietnam is a party provide different provisions from those in this Standard, implementation shall be in accordance with the provisions of such international treaties./.
