The Minister of Education and Training issues this Circular on the regulations for promotion of ranks in professional titles for teachers at early childhood and primary education levels in public schools.June 2024;These regulations are attached to this Circular.
Article 1. These regulations apply to teachers and educational managers (hereinafter referred to collectively as teachers) who are currently performing teaching and educational duties in public early childhood and primary education institutions, specialized schools, or teaching regular education programs in provincial or district-level community education centers, and have been classified according to the standards for teacher professional titles and related organizations and individuals involved in the teacher promotion examination period.
Article 2. Teachers preparing for university may apply these regulations for promotion of ranks in professional titles (after being reclassified according to the code and standards for teacher professional titles for university preparatory teachers).
Article 3. This Circular takes effect from January 15, 2018.
The Director of the Office, the Director of the Department of Teachers and Educational Managers; heads of units under the Ministry of Education and Training related to this matter; Chairpersons of People's Committees of provinces and centrally-administered cities; directors of provincial Departments of Education and Training; relevant organizations and individuals are responsible for implementing this Circular./.

1. Examination Board for Promotion
a) The Minister of Education and Training decides to establish the Examination Board for Promotion of Professional Titles for secondary school teachers from Rank II to Rank I and for specialized school teachers directly under the Ministry from Rank III to Rank II, Rank II to Rank I; the Chairman of the People's Committee of provinces and centrally-administered cities decides to establish the Examination Board for Promotion of Professional Titles for early childhood and primary school teachers in public schools and specialized schools directly under the Ministry from Rank IV to Rank III, Rank III to Rank II in accordance with the provisions on division of responsibilities for organizing examinations or promotions of professional titles for civil servants;
b) The Examination Board for Promotion of Professional Titles shall be established separately for each level of education: early childhood, primary, secondary, and high school during each promotion examination period;
c) The number of members of each Examination Board for Promotion shall be carried out in accordance with Clause 1, Article 13 of Circular No. 12/2012/TT-BNV dated December 18, 2012 of the Ministry of Home Affairs on professional titles and changes in professional titles;
d) The Examination Board for Promotion operates during each promotion examination period and automatically dissolves after completing its tasks.
2. The Examination Board for Promotion may use the seal and account of the competent authority organizing the promotion examination in the activities of the Examination Board for Promotion.
3. The Chairman of the People's Committee of provinces and centrally-administered cities establishes the Examination Board for Promotion consisting of:
Chairman of the Board: The leader of the People's Committee of provinces and centrally-administered cities or the director of the provincial Department of Education and Training or the director of the provincial Department of Home Affairs authorized by the Chairman of the People's Committee of provinces and centrally-administered cities.
Vice-Chairman of the Board: The leader of the provincial Department of Education and Training or the leader of the provincial Department of Home Affairs.
Member and Secretary of the Board: The leader of the Personnel Office of the provincial Department of Education and Training.
Members of the Board: Selected from cadres and civil servants of the provincial Department of Education and Training, district-level Education and Training Offices, provincial Department of Home Affairs, district-level Home Affairs Offices; educational managers of educational institutions (principals, deputy principals); outstanding and excellent teachers holding higher ranks; educational scientists and experts; lecturers from teacher training institutions.
4. The Minister of Education and Training establishes the Examination Board for Promotion consisting of:
Chairman of the Board: The leader of the Ministry of Education and Training.
Vice-Chairman of the Board: The leader of the Bureau of Teachers and Educational Managers.
Member and Secretary of the Board: A senior specialist from the Bureau of Teachers and Educational Managers.
Members of the Board: Selected from senior specialists and chief specialists of units under the Ministry of Education and Training; outstanding and excellent teachers holding higher ranks; educational scientists and experts; lecturers from teacher training institutions.
5. The Examination Board for Promotion establishes working groups including: File Review Group, Examination Question Preparation Group, Examination Supervision Group, Examination Grading Group, and Reconsideration Group. The number and composition of each group are decided by the Chairman of the Examination Board.
6. Individuals with children, spouses, parents, siblings (of spouse), or relatives within the third degree of kinship of teachers participating in the promotion examination, or those currently undergoing disciplinary action or under investigation for disciplinary action, shall not be appointed to serve on the Examination Board and its specialized groups.
7. The duties and powers of the Examination Board for Promotion are implemented in accordance with Clause 4, Article 31 of Decree No. 29/2012/NĐ-CP dated April 12, 2012 of the Government on the recruitment, utilization, and management of civil servants.
8. Duties and powers of members of the Examination Board for Promotion
8. Duties and powers of the members of the Promotion Council
a) Duties and powers of the Chairman of the Promotion Council: Responsible for organizing the implementation of the tasks of the Promotion Council in accordance with regulations and directing the promotion examination in compliance with the promotion examination rules; assigning responsibilities to each member of the Promotion Council; organizing the development of examination content for each rank and level for each promotion examination period; selecting and preserving examination content in accordance with regulations; organizing the collection and preservation of files, conducting the examination and compiling the results of the promotion examination as prescribed; reporting to the head of the agency or unit authorized to organize the promotion examination to consider and decide on recognizing the results of the promotion examination; handling complaints and denunciations during the organization of the promotion examination period;
b) The Vice-Chairman of the Promotion Council performs the tasks assigned by the Chairman and acts on behalf of the Chairman to handle matters when authorized by the Chairman of the Promotion Council;
c) Duties and powers of the Secretary of the Promotion Council: Preparing the list of teachers participating in the promotion examination; relevant documents, materials, scoring sheets for files and examinations, summary score sheets, summary result sheets of the Promotion Council, and recording minutes of the council meetings; compiling and reporting the results of the promotion examination to the Promotion Council and performing other tasks assigned by the Chairman of the Promotion Council;
d) Members of the Promotion Council perform the tasks assigned by the Chairman of the Promotion Council.
Article 2. Announcement of Promotion Examination
1. The announcement of the promotion examination for the teaching profession title of the agency or unit authorized to conduct the promotion examination must be published at least once on one of the mass media outlets (print, radio, television) located where the main office of the agency or unit is situated; posted on the electronic information page of the agency or unit authorized to conduct the promotion examination (if available) and publicly displayed at the office premises of the agency or unit authorized to promote the teaching profession title and at preschools and primary-secondary schools thirty days before the working day from the date of receiving the application for promotion examination;
2. The content of the announcement of the promotion examination for the teaching profession title includes:
a) Standards and conditions for registering to participate in the promotion examination;
b) The number of teachers being examined according to each educational level and professional title rank;
c) Application registration form, submission deadline and location, contact phone number;
d) Form and content of the promotion examination; examination time; examination fee as prescribed by law.
Article 3. Organization of Promotion Examination
1. Preparation for the Promotion Examination
a) At least fifteen working days before the promotion examination, the Promotion Council sends a notification of the list and regulations regarding the file to teachers who meet the conditions for the promotion examination to prepare their personal files;
b) At least one day before the promotion examination, the Secretary of the Promotion Council must complete the preparation work for the examination period; preparing examination content packaged in envelopes (or bags) and sealed; preparing related forms for the organization of the promotion examination, such as: List of teachers participating in the examination with complete files as prescribed; scoring sheets; sample handover record of files; sample handover record of scoring results; summary score sheet; cards for members of the Promotion Council, service staff for the examination period. Cards of the Chairman, Vice-Chairman, and Council members print full name and position; cards of other members only print positions.
2. Organization of File Examination
a) The Chairman of the Promotion Council guides the examination rules and related contents; assigns tasks to each member;
b) Members of the Council organize the examination and scoring of each file and record scores (component scores and total scores) on the scoring sheet of each file including additional points; each member signs under the scoring sheet;
c) When scoring files, if members do not reach a consensus, the secretary reports to the Chairman of the Council to make a decision;
d) The results of the examination and scoring of each individual's file must be compiled into a general summary result sheet signed by the examining members and handed over to the Secretary of the Promotion Council.
3. Organization of Examination
a) For the survey paper format: The organization of the survey paper must ensure the arrangement of at least two invigilators in one room and each room should accommodate a maximum of twenty-five people;
b) For the interview format, the Chairman of the Council assigns interview tasks to each member of the Council, dividing them into groups based on the number of members; each interview group must have a minimum of two members.
4. Compilation of Promotion Examination Results
a) The Council member兼任秘书有责任汇总教师的晋升考试结果并向晋升考试委员会报告;
b) The Chairman of the Promotion Council reports to the authorized person to consider and decide on recognizing the results of the promotion examination.
Article 4. Supervision of the Promotion Examination Period
1. The Chairman of the People's Committee of the province or centrally governed city decides on the composition of the supervision team, including: the leader of the Department of Education and Training or the leader of the Department of Home Affairs as the head of the team; leaders and inspectors from the Department of Education and Training, representatives from the Department of Education and Training, the Department of Home Affairs, and the Office of Home Affairs; educational institution management staff (principal, deputy principal), and representatives from the provincial or centrally governed city inspectorate.
2. The composition of the supervision team of the Ministry of Education and Training is decided by the Minister of Education and Training, including: the leader of the Inspectorate of the Ministry of Education and Training as the head of the team; leaders and specialists from various Departments and Bureaus, and representatives from the Ministry of Home Affairs.
3. The content of supervision includes: the implementation of regulations regarding the organization of the promotion examination period; files; standards and conditions for candidates participating in the promotion examination; the implementation of rules and activities during the promotion examination period.
4. The location of supervision: the workplace of the Promotion Examination Council.
5. When discovering violations that require a record to be made, supervisors have the right to create a record of violations by members of the Promotion Examination Council.
6. When performing their duties, supervisors must wear identification cards and comply with internal regulations and rules.
Article 5. Review and Resolution of Appeals and Complaints
1. Review
a) Within fifteen working days from the date the Promotion Examination Council publicly announces and sends the results of the promotion examination to teachers, teachers have the right to submit a request for review of the examination results.
b) Only requests for review sent directly or through postal service to the Promotion Examination Council will be considered and resolved.
c) The Chairman of the Promotion Examination Council is responsible for organizing the review within ten working days from the receipt of the request for review.
d) Requests for review received after the deadline specified in point a, Clause 1, Article 4 (counting from the date of sending the letter according to the postmark if it is sent via postal service) will not be reviewed; interviews will not be reviewed.
đ) The Chairman of the Promotion Examination Council decides to establish a Review Board, excluding members who participated in the File Review Board and the Examination Board. The Review Board performs the task of re-evaluating files and examination papers according to the provisions of Article 3 of this Circular. In cases where the review result differs from the initial score, the Chairman of the Promotion Examination Council will arrange direct dialogue between the initial evaluators and the review evaluators (with minutes recorded) to consider and decide on the review result.
e) The review result is compiled into the overall examination result, reported to the Chairman of the Promotion Examination Council for consideration and reported to the authority with the power to recognize the examination result. The Chairman of the Promotion Examination Council informs the person who requested the review of the result.
2. The resolution of appeals and complaints before, during, and after the promotion examination period (if any) shall be organized by the authority responsible for organizing the promotion examination for teaching positions, in accordance with current regulations.
Article 6. Archiving Documents
1. Documents related to the promotion examination include: documents on the organization of the promotion examination issued by the head of the competent agency or unit, documents of the Promotion Examination Council, minutes of meetings of the Promotion Examination Council, comprehensive lists of teachers participating in the promotion examination, minutes of file handover procedures, minutes of records of rule and regulation violations during the promotion examination, summary tables of examination results, decisions recognizing examination results, minutes of reviews, conclusions on appeal and complaint resolutions, and examination content.
2. Within thirty working days from the end of the promotion examination period, the Promotion Examination Council is responsible for:
a) Handing over to the Department of Education and Training or the Education and Training Office the documents stipulated in Clause 1 of this Article for storage and management.
b) Handing over to the educational institution the entire personal file of the candidate for promotion examination.
3. Document archiving must comply with the provisions of Circular No. 27/2016/TT-BGDĐT dated December 30, 2016, of the Ministry of Education and Training on the retention period for professional documents of the education sector./.
