CIRCULAR
REGULATIONS ON INFRASTRUCTURE, EQUIPMENT AND TRAINING OF SPECIALIST STAFF FOR THE WUSHU SPORT
Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;
Pursuant to Decree No. 106/2016/NĐ-CP dated July 1, 2016 of the Government stipulating conditions for operating sports activities;
Pursuant to Decree No. 79/2017/NĐ-CP dated July 17, 2017, of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
At the proposal of the Director-General of the General Department of Physical Training and Sport;
The Minister of Culture, Sports and Tourism issues this Circular to regulate infrastructure, equipment and training of specialist staff for the Wushu sport.
Article 1. Scope of Regulation
Article 1. This Circular regulates infrastructure, equipment and training of specialist staff to meet the requirements for practicing and competing in Wushu.
Article 2. The standards for infrastructure and equipment for high-performance sports training and competition in Wushu shall be implemented in accordance with Article 43 of the Law on Physical Education and Sports.
Article 2. Applicability
This Circular applies to organizations and individuals organizing activities for practicing, competing and training specialist staff for Wushu in Vietnam.
Chapter 3. Infrastructure and Equipment for Training
Clause 1. Training and competition floors must be flat, non-slippery, with an area of at least 60 square meters for combat (Sanshou) content and 80 square meters or more for form (Taolu) content.
Clause 2. Lighting in the training and competition areas must ensure a minimum illumination of 200 lux.
Clause 3. There must be first aid kits as prescribed by the Ministry of Health.
Clause 4. There must be changing rooms, lockers, and toilets.
Clause 5. There must be a record book for tracking practitioners participating in training.
Clause 6. Training equipment must include:
a) Mats with a thickness of at least 2 cm and elasticity;
b) Martial arts uniforms, gloves, armor, hats, and kuis for combat content;
c) Martial arts uniforms and various types of simple sports weapons: swords, sabers, spears, and staffs for forms such as Sword Technique, Saber Technique, Staff Technique, Spear Technique, Southern Saber, Southern Staff, Tai Chi Sword for form content.
Registration and use of swords, sabers, spears, and staffs must comply with laws governing the management and use of weapons, explosives, and auxiliary tools.
Clause 7. There must be a bulletin board displaying key regulations including: participants in training, attire during training, training hours, and safety measures during training.
Chapter 4. Infrastructure and Equipment for Competition
Article 3. Implement the provisions of Clauses 2, 3, and 4 of Article 3 of this Circular.
Clause 1. Competition floor:
a) For Taolu content: A resilient mat measuring 18m x 12m x 0.1m;
b) For Sanshou content: A competition platform with an area of 8m x 8m, height of 0.8m, surrounded by protective padding.
Clause 2. Competition equipment:
a) Implement the provisions of Points b and c of Clause 6 of Article 3 of this Circular;
b) For Taolu content: Score announcement boards;
c) For Sanshou content: Body weight scales for athletes.
Article 5. Training Density
Clause 1. The training density on the floor must ensure a minimum of 3 square meters per athlete.
Clause 2. Each instructor may guide no more than 30 athletes per session.
Article 4. The General Department of Physical Culture and Sports, national social-professional organizations for Wushu, Departments of Culture, Sports and Tourism, Departments of Culture and Sports of provinces and centrally-administered cities shall organize specialized training for instructors of Wushu.
Clause 1. The General Department of Physical Culture and Sports is responsible for developing the content and program for specialized training of Wushu instructors to be submitted to the Minister of Culture, Sports and Tourism for approval.
Clause 2. Certificates of completion for specialized training of Wushu instructors shall be issued by the training organization. The format of the certificate is specified in the Appendix attached to this Circular.
Article 7. Implementation Organization
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
Clause 2. Cultural, Sports and Tourism inspection agencies shall conduct inspections and handle violations of this Circular within their authority.
3. The Departments of Culture, Sports and Tourism, and Departments of Culture and Sports of provinces and centrally governed cities are responsible for implementing this Circular.
Article 8. Effective Date
This Circular takes effect from November 15, 2018.
During implementation, if any issues arise, organizations and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism for research and resolution./.
