issues this Decision regarding the establishment VIOLATION of Quảng Ninh. of the coastal standards economic zone of Quảng Yên, Quảng Article 1. Establishment of the Coastal Economic Zone of Quảng Yên, Quảng Ninh Province

1. The Coastal Economic Zone of Quảng Yên, Quảng Ninh Province, located in the southwestern part of Quảng Ninh Province, has geographical coordinates from 20°49'1" to 21°1'36" north latitude and from 106°41'54" to 106°55'3" east longitude, with an area of 13,303 hectares, including:

a) A complex urban, industrial, and high-tech area in the city of Uông Bí and the town of Quảng Yên, covering an area of 6,403.7 hectares, with the following scope: - Uông Bí City: 2,551 hectares, located in five wards: Phương Nam, Phương Đông, Yên Thanh, Quang Trung, and Trưng Vương. - Quảng Yên Town: 3,852.7 hectares, located in eight communes and wards: Đông Mai, Minh Thành, Sông Khoai, Cộng Hòa, Hiệp Hòa, Yên Giang, Tân An, and Hoàng Tân.

b) A service port, industrial, and urban area at Đầm Nhà Mạc in Quảng Yên Town, covering an area of 6,899.3 hectares, located in seven communes and wards: Nam Hòa, Yên Hải, Phong Cốc, Phong Hải, Tiền Phong, Liên Vị, and Liên Hòa, in Quảng Yên Town.

2. The Coastal Economic Zone of Quảng Yên will have functional areas suitable for its development objectives. The scale and location of each functional area will be determined in the planning for the construction of the Coastal Economic Zone of Quảng Yên according to the approval of the competent authority.

Article 2. Main Development Objectives of the Coastal Economic Zone of Quảng Yên

1. Exploit advantages in natural conditions and location to connect economically, commercially, and service-wise with other coastal economic zones such as Vân Đồn, Đình Vũ - Cát Hải, and Thái Bình, thereby developing a group of coastal economic zones to leverage the competitive potential of each zone and build links for socio-economic development between these zones and neighboring areas. Closely integrate investment attraction and economic development with national defense and security assurance; conserve and promote the value of marine ecosystems, historical and cultural relics in the region.

2. Develop into a multi-sectoral coastal economic zone, forming a modern and smart industrial, service, port logistics, and urban center of Quảng Ninh Province and the Red River Delta region. Create a modern living environment through the synchronous development of technical infrastructure and social infrastructure; develop industries and fields with high technological content, environmentally friendly, and research and development centers.

3. Create employment opportunities, train and improve the quality of human resources, increase income for workers.

Article 3. Activities, mechanisms, policies, and management organization for the Coastal Economic Zone of Quảng Yên

Activities, mechanisms, policies, and management organization for the Coastal Economic Zone of Quảng Yên shall be carried out in accordance with laws governing industrial zones, economic zones, investment laws, and related legal documents.

Article 4. Development Roadmap and Plan

1. Stage I (from 2020 to 2021): construction of basic infrastructure to serve the project within the economic zone.

2. Stage II (from 2021 to 2025): focus on building the infrastructure system and functional areas of the economic zone.

3. Stage III (from 2026 to 2035): invest in comprehensive infrastructure for the entire Coastal Economic Zone of Quang Yen, gradually forming a smart city.

Article 5. Implementation Provisions

1. This Decision takes effect from November 15, 2020.

2. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, and the Chairman of the People's Committee of Quang Ninh Province are responsible for implementing this Decision./.
