CIRCULAR
Technical regulations for the operation of automatic meteorological and hydrological stations Automatic meteorological and hydrological stations
Pursuant to the Law on Meteorology and Hydrology dated November 23, 2015;
Pursuant to Decree No. 38/2016/NĐ-CP dated May 15, 2016 of the Government detailing certain provisions of the Law on Meteorology and Hydrology;
Pursuant to Decree No. 48/2020/NĐ-CP dated April 15, 2020 of the Government amending and supplementing certain provisions of Decree No. 38/2016/NĐ-CP dated May 15, 2016 of the Government detailing certain provisions of the Law on Meteorology and Hydrology;
Pursuant to Decree No. 68/2022/NĐ-CP dated September 22, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
At the proposal of the Director General of the National Centre for Hydro-Meteorological Forecasting and the Director of the Department of Science and Technology;
The Minister of Natural Resources and Environment promulgates this Circular prescribing technical regulations for the operation of automatic meteorological and hydrological stations.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular prescribes technical regulations for the operation of automatic meteorological and hydrological stations.
Article 2. Applicability
This Circular applies to agencies, organizations, and individuals related to the operation of automatic meteorological and hydrological stations within the national network of meteorological and hydrological stations and specialized automatic meteorological and hydrological stations belonging to works required to monitor meteorological and hydrological conditions as stipulated in Clause 1, Article 1 of Decree No. 48/2020/NĐ-CP dated April 15, 2020 of the Government amending and supplementing certain provisions of Decree No. 38/2016/NĐ-CP dated May 15, 2016 of the Government detailing certain provisions of the Law on Meteorology and Hydrology (hereinafter referred to as Decree No. 48/2020/NĐ-CP).
Article 3. Explanation of Terms
Strategic multi-purpose hydropower plant
1. Automatic meteorological and hydrological station is a location selected for constructing and installing one or more automatic meteorological and hydrological measuring facilities; automatic meteorological and hydrological stations include: surface automatic meteorological stations, upper-air automatic meteorological stations, weather radar stations, automatic hydrological stations, automatic marine stations, automatic rain gauges, lightning location stations, and other specialized automatic stations.
2. Automatic meteorological and hydrological measuring equipment is technical equipment including: measuring devices and tools; devices and tools with measuring functions; measurement systems to automatically perform measurements of meteorological and hydrological factors.
3. Sensor assembly is an electronic device that perceives physical, chemical, or biological states or processes in the environment to be measured and converts them into signals to collect information and data about those states or processes.
4. Technical inspection of facilities and measuring equipment is the inspection of the operational status of facilities and measuring equipment according to technical conditions prescribed by law.
5. Maintenance of facilities and measuring equipment includes activities carried out regularly and periodically to maintain facilities and measuring equipment in normal operating condition.
Chapter II
TECHNICAL REGULATIONS
Article 4. Selection of Location for Automatic Meteorological and Hydrological Stations
1. For automatic stations within the national network of meteorological and hydrological stations, the location selection shall comply with the national standards for meteorological and hydrological observation facilities:
a) Surface automatic meteorological stations in accordance with TCVN 12635-1:2019 Meteorological and Hydrological Observation Facilities - Part 1: Location, facilities for surface meteorological stations;
b) Upper-air automatic meteorological stations in accordance with TCVN 12635-4:2021 Meteorological and Hydrological Observation Facilities - Part 4: Location, facilities for upper-air meteorological stations, ozone-ultraviolet radiation and weather radar;
c) Weather radar stations in accordance with TCVN 12635-4:2021 Meteorological and Hydrological Observation Facilities - Part 4: Location, facilities for upper-air meteorological stations, ozone-ultraviolet radiation and weather radar;
d) Automatic hydrological stations in accordance with TCVN 12635-2:2019 Meteorological and Hydrological Observation Facilities - Part 2: Location, facilities for hydrological stations;
đ) Automatic marine stations in accordance with TCVN 12635-3:2019 Meteorological and Hydrological Observation Facilities - Part 3: Location, facilities for marine stations;
e) Automatic rain gauges in accordance with TCVN 12635-1:2019 Meteorological and Hydrological Observation Facilities - Part 1: Location, facilities for surface meteorological stations;
g) Lightning location stations in accordance with technical regulations for thunderstorm and lightning monitoring;
h) Automatic radiation stations in accordance with TCVN 12636-4:2020 Meteorological and Hydrological Observation - Part 4: Solar Radiation Monitoring;
i) Automatic salinity stations in accordance with Clause 1, Article 7 of Circular No. 39/2016/TT-BTNMT dated December 19, 2016 of the Minister of Natural Resources and Environment prescribing technical regulations for monitoring and surveying saltwater intrusion;
k) Automatic reference meteorological stations, automatic reference hydrological stations, and automatic reference marine stations: Shall be implemented in accordance with the regulations for surface meteorological stations, hydrological stations, and marine stations chosen as reference stations.
2. For specialized automatic stations belonging to works required to monitor meteorological and hydrological conditions as stipulated in Clause 1, Article 1 of Decree No. 48/2020/NĐ-CP:
Shall be implemented in accordance with Clause 2, Article 1 of Decree No. 48/2020/NĐ-CP and Clause 2, Article 8 of Circular No. 13/2023/TT-BTNMT dated October 16, 2023 of the Minister of Natural Resources and Environment prescribing technical regulations for monitoring and providing meteorological and hydrological information and data for specialized automatic meteorological and hydrological stations.
Article 5. Installation of Automatic Meteorological and Hydrological Measurement Instruments
1. Requirements:
a) Automatic meteorological and hydrological measurement instruments must be inspected and calibrated before being put into use; the inspection and calibration of automatic meteorological and hydrological measurement instruments shall comply with the provisions of Article 19 of the Law on Meteorology and Hydrology;
b) Measurement instruments and auxiliary equipment at automatic meteorological and hydrological stations belonging to the national network of meteorological and hydrological stations must have characteristics and technical specifications as stipulated in Appendix I of this Circular and must be maintained stably throughout their usage period;
c) The observation tower (pole) for installing automatic meteorological and hydrological measurement instruments must ensure verticality, stability, and wind resistance at all levels; the installation of measurement instruments must follow the manufacturer's instructions, technical standards, and ensure stability without being affected by surrounding obstructions;
2. Installation of Automatic Meteorological and Hydrological Measurement Instruments at Stations Belonging to the National Network of Meteorological and Hydrological Stations:
a) Automatic Surface Meteorological Station:
The wind direction and speed sensors are installed on the observation tower (pole) at a height of from 10 meters to 12 meters above ground level; the north direction of the sensor must align with true north;
The air temperature and humidity sensors are installed on the observation tower (pole) at a height of from 1.4 meters to 1.5 meters above ground level; they must be protected from direct rain and sunlight;
The atmospheric pressure sensor is installed on the observation tower (pole) at a minimum height of 1.5 meters above ground level; the position of the atmospheric pressure sensor must be referenced to the national absolute elevation;
The rainfall sensor is installed on an arm with a length of from 0.7 meters to 1.0 meters attached to the observation tower (pole); the rainwater collection mouth must be horizontal and at least 1.5 meters above ground level;
The ground temperature sensor is placed on the ground surface; the deep soil temperature sensors are placed at depths of 5 centimeters, 10 centimeters, 15 centimeters, and 20 centimeters below ground level, ensuring good contact with the soil layers;
The sunshine duration sensor is installed on the observation tower (pole) at a minimum height of 1.5 meters above ground level, with the axis of the sensor aligned north-south; the angle between the axis of the sensor and the horizontal plane must equal the latitude value where the sensor is located; it must be protected from direct sunlight during the day;
The visibility sensor is installed on the observation tower (pole) at a height of from 1.5 meters to 2.0 meters above ground level, ensuring no obstruction within the operational range of the sensor;
The evaporation sensor is connected to the evaporation pan through a plastic or stainless steel pipe to guide water; the evaporation pan must be placed horizontally and the distance from the water collection mouth to the ground surface must be 27 centimeters;
b) Upper Air Station:
Follow the provisions set out in Part 2 of the National Technical Regulation on Meteorological Observation QCVN 46:2022/BTNMT issued by Circular No. 14/2022/TT-BTNMT dated October 27, 2022, promulgated by the Minister of Natural Resources and Environment regarding National Technical Regulations on Meteorological Observation;
c) Weather Radar and Ozone-Ultraviolet Radiation Station:
Follow the provisions set out in Circular No. 15/2022/TT-BTNMT dated October 27, 2022, promulgated by the Minister of Natural Resources and Environment regarding Technical Specifications for Weather Radar and Ozone-Ultraviolet Radiation Observation;
d) Automatic Hydrological Station:
Water Level Sensor: For non-contact water level sensors, they must be fixed at a position higher than the highest water level previously observed by at least 1.0 meter; for contact water level sensors, they must be fixed at a position lower than the lowest historical water level by at least 20 centimeters and not buried by silt; the reference point for determining water level must be referenced to the national absolute elevation;
Flow Rate Sensor: Contact flow rate sensors must be securely installed on boats, ships, canoes, or structures, ensuring the measurement of the entire cross-sectional flow of the river at various water levels; non-contact flow rate sensors must be fixed at a position higher than the highest water level previously observed by at least 1.0 meter;
Suspended Sediment Sensor: Depending on the features and measurement principles of each type of suspended sediment measuring instrument, the installation of the sensor must follow the user manual and technical requirements;
e) Automatic Marine Station:
Wind Direction and Speed Sensor: Installed according to the regulations for the automatic surface meteorological station;
Sea Level Sensor: For non-contact sea level sensors, they must be fixed at a position higher than the highest wave height previously observed by at least 1.0 meter; for contact sea level sensors, they must be installed at a position lower than the lowest historical sea level by at least 20 centimeters and not buried by sand; the reference point for determining sea level must be referenced to the national absolute elevation;
Contact Wave Height Sensor must be securely installed at a depth three times the highest wave height at the measurement location;
Sea Temperature and Salinity Sensors must be installed or fixed on structures at a height lower than the lowest historical water level by at least 50 centimeters;
f) Automatic Rainfall Station: The rainfall sensor is installed on the observation pole, with the rainwater collection mouth placed horizontally and at least 1.5 meters above ground level or the base surface;
g) Lightning location stations in accordance with technical regulations for thunderstorm and lightning monitoring;
g) Automatic Radiation Station: The sensor is installed at a minimum height of 0.6 meters above ground level;
h) Automatic Salinity Station: Install the measurement instruments according to the user manual for each type of instrument;
i) Automatic Reference Meteorological Station, Automatic Reference Hydrological Station, Automatic Reference Marine Station: Follow the regulations for the selected reference meteorological, hydrological, and marine stations;
3. Automatic Meteorological and Hydrological Stations that Must Conduct Meteorological and Hydrological Observations as Specified in Clause 1, Article 1 of Decree No. 48/2020/NĐ-CP:
Based on the purpose, need for using meteorological and hydrological information and data, characteristics of the construction works, appropriate installation techniques for measurement devices shall be selected and technical clearance must be ensured; it may also choose to apply the provisions of Clause 2 of this Article.
Article 6. Management and operation of automatic meteorological and hydrological stations
1. Operation schedule:
a) Continuous operation for 24 hours;
b) Measurement frequency depending on the need for information and data usage.
2. Content of management and operation of the station includes:
a) Technical inspection of construction works and measurement devices;
b) Maintenance of construction works and measurement devices, repair, replacement, and storage of spare parts and measurement devices;
c) Control and evaluation of information and data;
d) Transmission, reception, and storage of information and data.
3. Detailed implementation of management and operation of automatic meteorological and hydrological stations according to the provisions of Articles 7, 8, 9, and 10 of this Circular.
Article 7. Technical Inspection of Construction Works and Measurement Devices for Automatic Meteorological and Hydrological Stations
1. Inspection content:
a) Height marks, reference points of the station, height positions of measurement devices;
b) Installation structures of measurement devices;
c) Power supply system for the station;
d) Lightning protection system;
đ) Sensor units;
e) Data logger (storage and transmission device);
g) Communication system.
2. Inspection schedule:
a) Regular inspections conducted every six months: Inspect all contents stipulated in Clause 1 of this Article;
b) Unscheduled inspections: When signs of malfunction are detected in measurement devices, communication systems, or power supply systems for the automatic station;
c) Record inspection reports and file them according to the model specified in Appendix II of this Circular and report to the managing unit.
3. Inspection methods:
a) Station height marks, height positions of measurement devices: Conduct inspections according to the provisions of Clause 3 of Article 23 of the National Technical Regulation on Building the Height Network QCVN 11:2008/BTNMT issued by Decision No. 11/2008/QĐ-BTNMT dated December 18, 2008 of the Minister of Natural Resources and Environment;
b) Installation structures of measurement devices: Check functionality, stability, and technical clearance according to the technical standards for meteorological and hydrological measurement structures;
c) Power supply system for the station: Check parameters, voltage levels maintained for station operation, and electrical safety systems;
d) Lightning protection system: Conduct inspections and maintenance of lightning protection systems for construction works according to the provisions of TCVN 9385:2012 Lightning Protection for Construction Works - Design, Inspection, and Maintenance Guidelines;
đ) Sensor units: Select inspection methods based on the features of each type of sensor unit. It is encouraged to conduct regular sensor unit inspections through comparative testing with independent measurement results at the automatic meteorological and hydrological station location;
e) Data logger: Check storage capacity, signals received from sensor units, and communication settings;
g) Communication system: Check security, safety, latency, and bandwidth of the communication network.
Article 8. Maintenance of Construction Works and Measurement Devices and Repair, Replacement, and Storage of Spare Parts and Measurement Devices for Automatic Meteorological and Hydrological Stations
1. Maintenance of construction works and measurement devices:
a) The construction works and measurement devices that require maintenance include: Installation structures of measurement devices; sensor units; power supply systems; lightning protection systems; communication systems; data loggers for automatic meteorological and hydrological stations;
b) Maintenance schedule:
Annual maintenance for installation structures of measurement devices once a year, and for measurement devices every six months; for coastal and island automatic stations, maintenance is carried out every three months;
Unscheduled maintenance is performed when installation structures of measurement devices or measurement devices of automatic stations encounter malfunctions, immediately conducting inspection, maintenance, or repairs upon discovery of faults or measurement errors;
c) Methods of maintaining construction works and measurement devices include:
Preliminary assessment of current conditions before maintenance; turning off the power supply to the entire station system; removing measurement devices to the ground or lifting them ashore if they are underwater; performing maintenance, repairs, or replacements (if necessary); checking the condition of equipment after maintenance (including operational status, stability, continuity, and measurement products); recording inspection and maintenance reports and filing them according to the model specified in Appendix II of this Circular and reporting to the managing unit.
2. Repair, Replacement, and Storage of Spare Parts and Measurement Devices:
a) Repair and replacement of spare parts and measurement devices are based on regular and unscheduled inspection records;
b) Repaired and replaced devices must meet technical requirements; after repair and replacement, they must undergo verification and calibration;
c) Record repair and replacement reports and file them according to the model specified in Appendix II of this Circular and report to the managing unit;
d) Measurement devices and spare parts (if available) are stored in environments according to technical guidance documents. Equipment must be stored under normal operating environmental conditions (temperature and humidity) during downtime for repairs or other reasons; a periodic check every three months is required to understand the technical condition of the equipment.
Article 9. Control and Evaluation of Information and Data from Automatic Meteorological and Hydrological Stations
1. Content of information and data control:
a) Quantity of information and data transmitted to the receiving location;
b) Time of information and data transmission to the receiving location;
c) Interruption time of information and data transmission to the receiving location compared to regulations.
2. Content of information and data evaluation:
a) Quantity of information and data transmitted to the receiving agency compared to the quantity specified for the station;
b) Comparison of the time of information and data transmission to the receiving location with the time of information transmission from the station according to regulations;
c) Quality of information and data including completeness, timeliness, and accuracy of observed information and data at the station transmitted to the receiving agency.
3. Evaluation regime: Information and data must be evaluated daily once at the end of the observation day.
4. The management and operation units of the stations shall conduct daily evaluations of observed information and data in accordance with the contents stipulated in Appendix III of this Circular.
Article 10. Transmission, Reception, and Storage of Automatic Meteorological and Hydrological Information and Data
1. Information and data are transmitted in real-time immediately after completing the prescribed observation cycle.
2. Information and data transmitted to the receiving location must ensure:
a) The content of information and data must include complete information: station code, station name, station address, station position (coordinates); observed or calculated data and units of measurement for elements at the automatic meteorological and hydrological station;
b) Structure and format of information and data:
For stations within the national meteorological and hydrological network: Implement according to the provisions in Appendices 01, 02, and 03 issued together with Circular No. 40/2017/TT-BTNMT dated October 23, 2017, of the Minister of Natural Resources and Environment on technical standards for observational, surveying, and monitoring meteorological, hydrological, marine, air, and water quality data, and Appendix IV of this Circular.
For stations within projects required to monitor meteorological and hydrological conditions under Clause 1, Article 1 of Decree No. 48/2020/NĐ-CP: Implement according to Circular No. 13/2023/TT-BTNMT.
3. Storage of observed information and data (raw data):
a) Observed information and data at the station must be stored fully in the Datalogger for at least the most recent 60 days of data;
b) Information and data stored in the receiving unit's database must ensure long-term security, safety, and meet requirements for exploitation, use, and verification when requested.
4. Units operating the system must ensure and be responsible for the confidentiality and integrity of information, data, server access accounts, and static IP addresses where data is transmitted.
Chapter III
IMPLEMENTING PROVISIONS
Article 11. Effective Date
This Circular takes effect from February 15, 2024, and replaces Circular No. 70/2015/TT-BTNMT dated December 23, 2015, of the Minister of Natural Resources and Environment on technical standards for the operation of automatic meteorological and hydrological stations (hereinafter referred to as Circular No. 70/2015/TT-BTNMT).
Article 12. Transitional Provisions
Programs, specialized tasks, projects of automatic meteorological and hydrological stations approved before the effective date of this Circular shall continue to be implemented according to Circular No. 70/2015/TT-BTNMT.
Article 13. Implementation Organization
1. The General Department of Meteorology and Hydrology is responsible for assisting the Minister of Natural Resources and Environment in supervising and inspecting the implementation of this Circular.
2. The Minister, Heads of Ministries equivalent to Ministries, Heads of Government agencies, Chairpersons of People's Committees at all levels, and organizations and individuals related to this matter shall be responsible for implementing this Circular.
3. During the implementation of this Circular, if there are difficulties or obstacles, agencies, organizations, and individuals are advised to report to the Ministry of Natural Resources and Environment (through the General Department of Meteorology and Hydrology) for timely consideration and resolution./.

Appendix I
TECHNICAL CHARACTERISTICS AND SPECIFICATIONS OF MEASURING DEVICES AND EQUIPMENT ASSISTING AUTOMATIC METEOROLOGICAL AND HYDROLOGICAL STATIONS

I. TECHNICAL CHARACTERISTICS AND SPECIFICATIONS OF MEASURING DEVICES
1. Automatic Surface Meteorological Station
As stipulated in Table 7 of the National Technical Regulation on Meteorological Observation, Code QCVN 46:2022/BTNMT issued by Circular No. 14/2022/TT-BTNMT dated October 27, 2022, of the Minister of Natural Resources and Environment issuing the National Technical Regulation on Meteorological Observation (hereinafter referred to as Circular No. 14/2022/TT-BTNMT).
Specifically, for air temperature measuring devices used in radio-sounding stations, the measurement range is from -80°C to +50°C.°Up to plus fifty degrees Celsius.°Celsius.
2. Upper Air Meteorological Station
As stipulated in Section 2, Part 2 of the National Technical Regulation on Meteorological Observation, Code QCVN 46:2022/BTNMT issued by Circular No. 14/2022/TT-BTNMT.
3. Weather Radar Station
As stipulated in Circular No. 15/2022/TT-BTNMT dated October 27, 2022, of the Minister of Natural Resources and Environment on technical standards for weather radar and ozone-ultraviolet radiation observation.
