THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 2331/QD-TTg dated December 20, 2010 of the Prime Minister on the issuance of the List of National Target Programs in 2011;
Pursuant to Decision No. 196/QD-TTg dated January 30, 2011 of the Prime Minister on the allocation of budget estimates for implementing National Target Programs in 2011;
Pursuant to Circular No. 131/2011/TTLT-BTC-BKH&ĐT-BTTTT dated September 22, 2011 of the Ministry of Finance, the Ministry of Planning and Investment, and the Ministry of Information and Communications on guiding the management and use of state budget funds for implementing the National Target Program on Bringing Information to Grassroots Levels in Mountainous Areas, Remote Areas, Border Regions, and Islands in 2011;
Pursuant to the Memorandum No. 665/TTr-VP dated October 20, 2011 of the Office of the Ministry regarding the implementation of Plan No. 1228/KH-BNN-VP dated May 5, 2011 on the National Target Program on Bringing Information to Grassroots Levels in Mountainous Areas, Remote Areas, Border Regions, and Islands in 2011;
Pursuant to the Letter No. 3583/BTTTT-KHTC dated November 28, 2011 of the Ministry of Information and Communications regarding the agreement on the content of implementing Project 3 under the National Target Program on Bringing Information to Grassroots Levels in 2011;
The Minister of Industry and Trade promulgates the Circular amending and supplementing certain provisions on the delegation of administrative procedures in fields under the management of the Ministry of Industry and Trade."
DECISION:
Article 1. Establish the Steering Committee for the Project: Strengthening Content of Information and Communication to Mountainous Areas, Remote Areas, Border Regions, and Islands (hereinafter referred to as the Steering Committee for Project 3) consisting of the following individuals:
1. Chairman: Mr. Ngo Hong Giang, Deputy Director of the Office of the Ministry.
2. Vice-Chairman: Ms. Dinh Thi Phuong, Deputy Director of the Finance Department.
3. Members:
- Mr. Tran Van Quy, Deputy Director of the Legal Affairs Department.
- Mr. Trinh Ba Ninh, Deputy Editor-in-Chief of Viet Nam Agriculture Newspaper.
Article 2. The Steering Committee for Project 3 shall have the following tasks:
1. Drafting and promulgating the operational regulations of the Committee;
2. Advising the Ministry to establish the Review Board for the content of publications before implementation;
3. Directing and organizing information and communication activities to Mountainous Areas, Remote Areas, Border Regions, and Islands;
4. Guiding, urging, and inspecting the implementation of Project activities;
5. Summarizing, evaluating, and proposing specific solutions to enhance the effectiveness of Project activities for subsequent years.
Article 3. The Steering Committee for Project 3 shall have a Secretariat to assist in performing its tasks. The Secretariat shall be established and assigned duties by the Chairman of the Steering Committee for Project 3.
Article 4. The Finance Department shall be responsible for guiding the management and use of funds; reviewing detailed budgets for activities to be submitted to the Ministry for approval prior to implementation.
Article 5. The Director of the Office of the Ministry, the Director of the Finance Department, the Director of the Legal Affairs Department, the Heads of relevant units, and the individuals named in Article 1 are responsible for implementing this Decision./.
