Directive No. 291/TTg on enhancing fishing, purchasing, processing, and transporting seafood to supply for officials, workers, and employees.

DIRECTIVE

ON ENFORCING THE CAPTURE, PURCHASE, PROCESSING AND TRANSPORTATION OF SEAFOOD TO SUPPLY FOR OFFICERS, WORKERS AND STAFF

To implement Resolution 26 of the Political Bureau and the Decision of the Council of Ministers on ensuring supply for the service of life for soldiers, workers, and staff, the Prime Minister requests the Ministry of Seafood and relevant ministries, sectors, and localities to perform the following tasks well.

1. From the fourth quarter of 1980, the seafood sector needs to strive to fully ensure the implementation of all planned targets and distribution standards stipulated by the Government. Supply seafood to the military, workers, and staff in large cities and concentrated industrial zones.

The Ministry of Seafood needs to immediately consolidate state-owned fishing enterprises, effectively implement the fishing cooperation plan with the Soviet Union, and strictly direct provincial seafood companies to intensify the exploitation, purchase, and processing of fresh seafood to ensure the supply of seafood for export, domestic consumption in Hanoi, Ho Chi Minh City, some major industrial zones, and the military.

For other provinces, the Ministry of Seafood needs to guide and assist provincial seafood companies to intensify fishing, purchasing, and processing to ensure supply for local demand, including central agencies stationed locally, and deliver a portion of products to the central level according to the plan. In these provinces, it is necessary to strengthen fishing and processing forces in the Quang Ninh and Hai Phong areas to ensure the fulfillment of seafood supply targets for workers and staff in local industrial zones. For Ho Chi Minh City, apart from fish and fish sauce transferred from other provinces, the Ministry of Seafood needs to help the city strengthen its local fishing force to largely meet its own demands.

2. To fulfill the above mission, the seafood sector has the responsibility to organize and manage comprehensively from the fishing stage to purchasing, processing, and transporting seafood to the most convenient railway stations and ports for the internal trade sector to distribute and retail. Specifically for the military and Hanoi, the Ministry of Seafood will base on the State's seafood distribution plan to directly sign contracts for delivery and receipt without going through the first-level internal trade sector. For scattered production areas where the seafood sector has not yet reached to purchase all products, it may entrust local commerce agencies to purchase and process to serve local needs.

3. To concentrate and unify management of materials and unified procurement to grasp seafood sources, the seafood sector is tasked with directly managing and distributing all necessary materials for the fishing industry such as fuel, ropes, nets, marine engines, engine parts, wood for building and repairing fishing vessels, sails, etc. Annually and quarterly, the Ministry of Seafood will develop material plans in conjunction with fishing, purchasing, processing, and transportation plans for the entire sector. Based on the planned indicators assigned by the State, related sectors have the responsibility to supply various types of materials to the Ministry of Seafood for distribution according to the plan to state-owned enterprises, central and local seafood companies to supply cooperatives, production groups, and individual fishermen under bilateral contracts, ensuring the recovery of an equivalent amount of products corresponding to the materials distributed by the State.

Regarding the supply of foodstuffs and other consumer goods for fishermen, the seafood sector will base on the State's policy and standards, as well as bilateral contracts, to build supply plan indicators for review by the Government. Based on the State's distribution plan indicators, the seafood sector will proactively coordinate with food and internal trade sectors to organize the supply of goods well for state-owned enterprises as well as collective production units and individual fishermen with bilateral contracts with the State at each locality.

4. The Ministry of Seafood needs to plan investment for the entire sector regarding the construction of technical infrastructure for material supply organizations, purchasing, processing, and transportation of seafood. Starting from 1981, the Ministry of Seafood needs to plan the main transport force of the sector including both mechanical and manual means (boats, rafts) to soon take over the transportation of a large part of fish and fish sauce from the south to the north. In the short term, the Ministry of Seafood needs to coordinate with the Ministry of Transport and the Ministry of Internal Trade to transport seafood from the south to supply for the military, workers, and staff in Hanoi and northern industrial zones.

The Ministry of Seafood, the Ministry of Internal Trade, and relevant ministries, sectors, and localities have the responsibility to implement this Directive.
