Circular No. 292/BXD-HĐXD Regarding comments on the Investment Project for Construction of Zone C Command Post of the Ministry of National Defense (Project No. 7-678)

            The Ministry of Construction has received document No. 400/BQP-VP dated January 22, 2009 from your ministry regarding comments on the Investment Project for constructing the C Command Post - Headquarters of the Ministry of National Defence. After studying, the Ministry of Construction offers the following opinions:

1.     Regarding the investment policy:

            According to the content of the aforementioned document, the Investment Project for constructing the C Command Post - Headquarters of the Ministry of National Defence is included in the Plan for Implementing the Development of the Command Post - Headquarters of the Ministry of National Defence issued with Decision No. 353/QĐ-TTg dated March 29, 1999 by the Prime Minister. Therefore, the Ministry of Construction agrees to invest in this project.

            2. Regarding the content of the project

As the Project No. 7-678 is stored at the Project Evaluation Office under the Ministry of National Defence and managed according to confidential regulations, the Ministry of Construction does not have sufficient time to access and study the project's documents. Therefore, it cannot provide comments on aspects such as area, planning, construction scale; economic and technical solutions; total investment amount, and other related contents within its regulatory functions.

It is suggested that the Ministry of National Defence base its actions on the purpose, requirements for using the facility, and other conditions according to the approved project development task to establish and approve the project in accordance with the provisions of the Construction Law and guiding documents.

                         The above are some opinions of the Ministry of Construction, requesting the Ministry of National Defence to study and consolidate for submission to the competent authority for examination and approval.
