CIRCULAR

OF THE MINISTER OF PUBLIC SECURITY NO. 292/TT-VT-2
DATE 25 APRIL 1960 EXPLAINING AND GUIDING
IN DETAIL REGARDING THE AWARD OF MERIT FOR THE OVERALL PERFORMANCE TO FOUR
ARMED FORCES OF THE PUBLIC SECURITY SECTOR

After the Government issued Decree No. 054/SL on 2-2-1958 establishing the Military Liberation Medal "Vietnam" and the Military Liberation Badge "Vietnam," the Victory Medal and the Victory Badge for the People's Army of Vietnam. Considering the organizational nature, tasks, and combat achievements of the four armed forces of the public security sector, the Ministry of Public Security and the Ministry of National Defense discussed and reached a consensus on the policy and submitted it to the Standing Committee of the Council of Ministers for approval, which was decided at the Standing Committee meeting of the Council of Ministers on 9-12-1959 to award merit for the overall performance to the four armed forces of the public security sector like the People's Army of Vietnam.

To implement the Resolution of the Standing Committee of the Council of Ministers dated 9-12-1959 and Circular No. 179/TT/LB dated 16-3-1960 of the Joint Office of the Ministry of Public Security and the Ministry of National Defense, this Circular is issued to explain and guide in detail the application of the policy on awarding merit for the overall performance to the military to continue awarding merit for the overall performance to the four armed forces of the public security sector as follows:

 

I. MEANING AND PURPOSE OF THE AWARD

Under the wise leadership of the Party and the Government, headed by President Ho Chi Minh, with the enthusiastic support of the people, the People's Army of Vietnam has been built, fought, and achieved significant victories under extremely difficult and arduous conditions, demonstrating an indomitable fighting spirit, overcoming all difficulties and hardships, fighting alongside the people, defeating the invading enemy, achieving the historic victory at Dien Bien Phu, extinguishing the flames of war in Indochina, and liberating the entire North.

For these achievements, the Party, the National Assembly, and the Government have repeatedly commended and awarded many units and individuals. These were only awards for outstanding achievements. However, this comprehensive award from the Party and the Government recognizes the overall and comprehensive achievements of the army, aiming to commend a large number of officers and soldiers, to record the glorious history of the army from its establishment to its victorious resistance, while also highlighting the honor of victory and the continuous growth of this glorious force of the State and the people under the wise leadership of the Party.

In the same extremely difficult and arduous revolutionary struggle conditions and circumstances faced by the entire Party, the entire people, and the entire army, the armed forces of the public security sector were established and built by the Party and the Government to ensure heavy tasks such as "protecting the rear, specifically protecting the central organs of the Party and the Government from the central level to regions and provinces. Arresting, escorting, and guarding detention centers. Engaging in dispersed armed activities behind enemy lines, disrupting, eliminating, and depleting the enemy, armed propaganda to build bases. Suppressing bandits and evil-doers, maintaining public order and security among the people. Cooperating with the army, militia, and self-defense forces to fight and resist enemy sweeps. Producing weapons to equip the armed forces to eliminate the enemy."

Under the wise leadership of the Party and the Government, with the enthusiastic support of the people, and with the close assistance of the People's Army, in extremely difficult and arduous conditions in all aspects, the armed forces of the public security sector overcame all difficulties and hardships, demonstrated a spirit of heroic sacrifice, fought bravely against the enemy across the national battlefield, delved deep into enemy rear areas to eliminate the enemy, engaged in armed propaganda to build bases, and together with the army endured all hardships and fought bravely on the frontlines. They fulfilled their mission of protecting the rear, protecting the central organs of the Party and the Government. They contributed significantly to the joint efforts of the entire army and the entire people in defeating the invading enemy, achieving great victories, restoring peace in Indochina, and liberating the entire North.

For these achievements, they received commendations and medals from the Party and the Government for many individuals and units. However, these were only awards for outstanding achievements. Now, the Party and the Government have issued Decree No. 054/SL on 2-2-1958 to award merit for the overall performance to the military, and considering the organizational nature and combat achievements of the armed forces of the public security sector, they have decided to award merit for the overall performance to the four armed forces of the public security sector like the military. This comprehensive award recognizes the overall and comprehensive achievements of the armed forces of the public security sector, commending a large number of officers and soldiers. This is a significant and glorious historical meaning for the public security sector, a major political encouragement from the Party and the Government, aimed at reminding all officers and soldiers in the sector to uphold the fine traditions of the People's Public Security to fulfill their mission of defending the country, protecting the Party and the Government, and safeguarding all achievements of socialist construction in the North and striving for national reunification.

 

II. OBJECTS ELIGIBLE FOR AWARD OF MERIT FOR OVERALL PERFORMANCE

All officers and soldiers in the four armed forces of the public security sector organized after the August Revolution in 1945 and during the resistance period are eligible for the award of merit for overall performance like the military and defense workers.

1. Armed Public Security Forces, or known as Guard Police, Armed Public Security, or Armed Police.

2. Guard Troops (North and Central Regions), National Guard or Protection Teams (South Region) including Protection Teams of counties in the Southeastern region.

3. Public Security Volunteers.

4. Public Security Workshops (South Region).

Speaking of the Armed Police, Armed Police, Guard, or Armed Police Force refers to the armed forces that existed before the establishment of the Guard Troops, which are the predecessors of the Guard Troops and essentially perform the duties of the Guard Troops. Other forces such as the Order Maintenance Police and Traffic Police, etc., generally do not fall within the scope of this comprehensive commendation and award.

The three armed forces mentioned in Points 1, 2, and 3 are awarded comprehensively like the military. However, the Southern Police Workshop (mentioned in Point 4) is awarded comprehensively like defense workers.

 

III. STANDARDS FOR COMPREHENSIVE COMMENDATION AND AWARD

A. GENERAL STANDARDS:

Previously, there were commendations, but they only recognized outstanding achievements to meet immediate combat and work requirements, thus awards were based on specific achievements. However, the significance of comprehensive commendation lies in summarizing achievements in a comprehensive and all-encompassing manner for widespread recognition, so the standards for award consideration must be based on the three basic criteria established by the Government and the Ministry of National Defense.

1. Position

2. Time spent in the armed forces of the police sector.

3. Not committing serious errors.

B. SPECIFIC STANDARDS:

Specific standards for comprehensive commendation for the four armed forces of the police sector shall be applied as Article 5, 6, and 7 of Decree No. 054/SL dated February 2, 1958 of the Government and Points 2, 3, and 4 of Part III in the detailed explanation and guidance for implementing Decree No. 054/SL of the Ministry of National Defense. This Circular bases itself on these provisions to explain and guide certain detailed points as follows:

1. All armed forces of the police sector were organized and built after the August Revolution in 1945 and during the resistance period, therefore, they are only eligible for the Commendation Medal "Victory" and the Victory Medal.

2. Regarding the standard of position,

Opinion it means basing the award on position as clearly stated in the detailed explanation and guidance of the Ministry of National Defense: each person's achievements are closely linked to their collective unit. Officers and soldiers, superiors and subordinates rely on close ties with each other to fully utilize their spirit and talent, thereby achieving results. However, due to different responsibilities and roles, the contributions of each level differ. Officers have heavier responsibilities and more complex tasks than soldiers, and superiors have greater responsibilities than subordinates, so generally, officers contribute more than soldiers, and superiors contribute more than subordinates. Therefore, basing the award on position does not mean lacking equality, but rather recognizing the different contributions of each level, making the award appropriate and relatively fair. However, it is also impossible to calculate precisely and demand absolute fairness, nor should rewards be given equally.

Starting from this meaning, the standard of position is specified as follows:

- In cases where officers have served the required time in the armed forces of the police or military but lack the required time in position, they usually receive a lower grade.

- Battalion officers (including battalion commanders and deputy commanders, officially appointed or assigned responsibility for battalion command by police authorities at provincial level or higher, now confirmed as equivalent to battalion commander or deputy commander positions), who have held positions for a long time (five years or more), continuously and actively worked, may be upgraded to a higher reward grade. This recognizes the contributions of those officers who have held a single position for five consecutive years, always being active and persistent, enduring and flexible in work and combat, but due to long-term specialized work or staying in enemy-held areas. This does not apply to company-level officers because company-level officers have already been rewarded at the same level as battalion officers.

During the resistance period, due to divided battlefields and independent, scattered operations, the armed forces of the police sector developed according to specific conditions and needs of each area, leading to different organizational structures and titles at various times. The deployment of officers in some armed forces and places was not clearly defined, many officers had positions without ranks. To address this situation reasonably, when considering awards for officers whose ranks and positions were not clearly defined, the following points must be considered to determine the appropriate equivalent position for each individual:

a- Assess the work experience before and during the period of assuming responsibility for each individual.

b- The actual responsibilities, capabilities, and impact of each individual during their tenure.

c- The situation and needs for officer deployment in each period and place.

Based on these three factors, consider the specifics of each individual and compare them with the general level of officers, military officers, officers of other armed forces, and staff of the police sector to accurately determine the equivalent position for each individual.

Specifically, for officers and workers of the Southern Police Workshop, they are awarded comprehensively like defense workers, meaning they are also based on the three basic criteria for award consideration, and in terms of implementation, they follow the spirit of Directive No. 1/TT/H dated April 6, 1959 of the General Political Department, which stipulates the comprehensive commendation for defense workers and staff during the resistance period as follows:

A- Only consider commendation for those officers and workers who have separated from their families and are officially registered, engaged in political work, professional technical work, and direct production and repair of weapons and machinery to serve the combat of the police sector against the enemy, including medical personnel, nursing aides, and catering staff serving the police workshops.

B- Regarding the standards, base the award on position, time served in the police workshops, and not committing serious errors, specifically as follows:

1. Officials and workers who served in armed forces of the police or military during the resistance period, or enjoyed supply systems prior to Decree No. 77/SL dated May 22, 1950, if their time serving in the armed forces of the police or military combined with their time enjoying the supply system at the police workshop is less than three years or five years, but not less than one year, and they have additional time under Decree No. 77/SL, shall be considered for award purposes as provided generally.

2. Officials and workers who fully enjoyed worker and civil servant benefits (including Decree No. 77/SL) during the resistance period shall be considered for awards based on the following time periods:

a- Officials equivalent to platoon and company level and above:

- Those who have served for four years and held positions for at least one year shall be considered for the Order of Victory.

- Those who have served for four years but held positions for less than one year, or those who have held positions for two years or more but have not served for four years, shall be considered for a lower rank than those who have served for four years and held positions for at least one year.

- Those who have served for two years or more, or less than two years but served for at least one year before July 20, 1954, and continued to work in the armed forces of the police or military departments for three years after the resumption of peace (July 20, 1954), always actively working, shall be considered for the First Class Medal of Victory.

Note: Officials equivalent to battalion and company level who have held positions for six years or more shall be considered for a higher rank than those of that level who have served for four years and held positions for at least one year.

b- For workers equivalent to squad level and soldiers:

- Those who have served for six years or more shall be considered for the Third Class Order of Victory.

- Those who have served for four years or more shall be considered for the First Class Order of Victory.

- Those who have served for two years or more, or less than two years but served for at least one year before July 20, 1954, and continued to work in the armed forces of the police or military for three years after the resumption of peace (July 20, 1954), always actively working, shall be considered for the Second Class Medal of Victory.

3. Time participating in the armed forces of the police department.

Opinion The basis for rewarding based on the time participating in the armed forces of the police department is similar to the basis for rewarding based on the time participating in the military for Orders and Medals of Victory. Because the time participating in the military or the time participating in the armed forces of the police department both reflect contributions over a certain period, they assess training, challenges, and revolutionary service spirit of each individual. The specified time should not be too long, as it would result in a large portion of personnel not being rewarded, failing to motivate a wide range of officials and soldiers. It should also not be too short, as it would not adequately represent a certain contribution during a specific period. Therefore, the criteria for rewarding Orders and Medals of Victory mentioned in points 1, 2, 3, and 4 of Article 5 in Decree No. 054/SL stipulate a minimum of three years of military service, which is approximately one-third of the time during the resistance period, as the minimum basis for assessing the combat and work history of each official and soldier.

Referring to the time participating in the armed forces, police as a basis for rewarding means the time participating in the armed forces during the resistance period (before July 20, 1954).

For officials at platoon level and above whose time participating in the armed forces of the police or military is below the minimum (less than three years), Circular No. 188/HIA dated July 17, 1958 of the General Political Department shall be implemented, specifically:

- Officials at platoon level and above who have held positions for at least one year but have not participated in the armed forces of the police or military for three years shall be considered for a lower rank reward than those who have held positions for at least one year and have participated in the armed forces of the police or military for three years.

- Officials at platoon level and above who have not held positions for at least one year but have participated in the armed forces of the police or military for at least one year, or have not participated in the armed forces of the police or military for one year during the resistance period, have actually worked and fought in the armed forces of the police or military from before July 20, 1954, and continued to serve in the armed forces of the police or military for three years after the resumption of peace (July 20, 1954), always actively working, shall be considered for the First Class Medal of Victory.

Officials at squad level and soldiers who have participated in the armed forces of the police or military for at least three years, always actively working, shall be considered for the Third Class Order of Victory.

For officials at squad level and soldiers who have not participated in the armed forces of the police or military for at least one year (point 5 of Article 5 in Decree No. 054/SL) clearly requires two additional conditions:

- Participating in combat or actual work before the end of the Dien Bien Phu campaign (May 7, 1954). Those who joined the armed forces of the police after May 7, 1954, went on rest, to hospitals, underwent training, or were sent to study immediately after May 7, 1954, and only started actual work after that date, or those who enlisted after May 7, 1954, do not meet the criteria for rewards due to insufficient contributions and training challenges.

- Continuing to serve in the armed forces of the police or military for three years after the resumption of peace.

For officials and soldiers in the armed forces of the police in the following cases, the rewards shall be considered as follows:

- For officials and soldiers who are disabled or injured due to combat as mentioned in Article 6 of the decree, those meeting the criteria shall be considered for rewards based on general provisions. If someone was injured and could not continue to serve in the armed forces or military for the required time, then the issue of exemption from the criteria of participation time in the armed forces of the police or military and holding positions in the assessment of rewards shall be raised.

- For officers and soldiers who are martyrs, they shall be considered for posthumous awarding of Orders and Medals based on their rank and position at the time of sacrifice. If the time served in the armed forces or police does not meet the general regulations, the condition of time served in the armed forces or police will also be waived as it is with disabled veterans.

- For officers and soldiers who have been demobilized and transferred to other sectors and those officers and soldiers who were granted discharge for legitimate reasons and meet the criteria specified in Article 5 of Decree No. 054/SL, they shall be considered for commendation.

- Officers and soldiers who have passed away shall be considered for posthumous awarding based on the criteria stipulated in the decree, without waiving the condition of time served in the armed forces or police, as they did not die in combat or work.

- Officers and soldiers of the People's Army transferring to the armed forces of the police sector, or officers and soldiers of the armed forces of the police sector transferring to the People's Army, the time spent in the armed forces of the police sector shall be added to the time spent in the army for commendation purposes. These individuals, if previously awarded commendations considering both periods (time in the army and time in the police armed forces), will no longer be eligible for further commendations. However, if only the time spent in the army was previously considered for commendation, now the time spent in the police armed forces will be added to the time spent in the army, recalculated according to the general regulations to reconsider commendations; if the level of Order or Medal increases upon recalculation compared to the original standard, then the appropriate Order or Medal will be awarded again. If the level remains unchanged after recalculation, no further action will be taken.

4- Method of assessing positions and calculating time.

a- Regarding positions:

For officers of the armed forces of the police sector, the highest position and the time served in the police or military before July 20, 1954 shall be the basis for awarding Orders and Medals "Victory".

In cases where demotion due to disciplinary action is not considered a serious mistake and there is a record of achievements, they may still be considered for commendation, but based on the demoted position.

However, in cases where the position is unclear, careful verification is required, and based on points a, b, and c mentioned in Point 2 of Part B, Section III, equivalent ranks and positions shall be confirmed for appropriate commendation.

b- Regarding time:

Based on the date of establishment of the armed forces of the police and the enlistment and discharge dates of each individual, the time served in the armed forces shall be calculated for each officer and soldier to determine the time served in the police or military for commendation purposes.

- In 1945, the armed forces were established:

Public Security Armed Forces or also known as Guard Force, Public Security Armed Forces or Armed Police,

National Defense Team or Southern Protection Team.

Public Security Volunteers.

- In 1946, the establishment of the Southern Public Security Workshop.

- In 1953, the establishment of the Guard Force (North and Central Regions).

Generally speaking, however, due to the characteristics of the anti-war context, not all provinces organized in those years, some organized earlier, others later. Therefore, the date of establishment of each province must be used as a reference point to calculate the time.

There is another issue with the four armed forces of the police sector, some were established and continued to exist until peace was restored. Some were established and then deemed unsuitable and disbanded. Some were completely disbanded while others were not disbanded but rather reorganized, changed in mission, name, and transformed into a new force. Therefore, when calculating the time served in the armed forces of each person, this issue must be noted to confirm accurately.

The end date of the anti-war period is July 20, 1954.

Calculation method: Since most comrades do not remember the exact date, months can be counted, from the month before to the next month counts as one month, from July 1951 to July 1954 is three full years. Absolutely no flexibility is allowed.

In cases where service in the armed forces of the police or holding positions has interruptions for legitimate reasons such as work conditions, etc., the time can be added together for commendation according to the general regulations.

Specifically, for five consecutive years in a position, it must be continuous and always active in work, meaning no idle time or abandonment of work. For squad leaders and soldiers who need to establish bases in enemy-held areas, or are reassigned for work, or are granted long-term leave due to illness, and then return to the armed forces of the police or military and have served five years in the armed forces of the police or military, they will also be considered for commendation according to the regulations.

c- Method for disabled veterans:

Article 6 of the Decree stipulates: Those who lack time to join the police or military forces due to injury shall be exempted based on their war invalid certificate and the actual conditions of time as follows:

- Brothers who joined the forces before peace from three years or more, that is, from July 1951 or earlier, and were injured such that they could not continue in the police or military forces shall be exempted from the requirement of having served for three years in the police or military forces and one year in a position, and shall be considered for awards based on the position at the time of discharge.

- Brothers who joined the forces from August 1951 or later, and were injured such that they could not continue in the police or military forces for one year and could not continue working in the police or military forces for three years after the restoration of peace shall be considered for the second-class Victory Medal.

Only exempt those:

- War invalids with permanent disabilities.

- War invalids with temporary disabilities still undergoing treatment until the ceasefire.

- War invalids during the resistance period who still have disabilities when returning to the village.

- Cadres and soldiers who joined the forces before the ceasefire, did not serve for one year in the police or military forces after the restoration of peace for less than three years, and were injured shall also be exempted for three years after the restoration of peace.

War invalids whose disabilities have expired before leaving the police or military forces shall not be exempted, as they do not meet the time requirements due to reasons other than disability as prescribed.

The method of exempting the service time and position holding time for martyrs shall be applied similarly to the exemption method for war invalids.

5. Not committing serious mistakes

Evaluating each person's contributions must be based on achievements and merits, while also considering mistakes and shortcomings during their time in the police or military forces, as well as after leaving these forces, they must always be loyal to the revolution, wholeheartedly serving the people, always prioritizing the interests of the revolution, then they deserve this honor.
- Those who have lost political integrity, lost the essence of cadres and soldiers of the police or military forces, and erased their struggle history are not worthy of this honor.

- Those who were demoted or downgraded due to non-serious mistakes, if they have achievements, may be considered for rewards, but based on the new position after demotion.

- Those with many bad thoughts and actions that have been educated multiple times without progress shall not yet be considered for rewards.

The detailed provisions below explain the above principles for application in award consideration:

a- Cases not eligible for reward:

- Engaging in betrayal, surrender, or becoming an enemy collaborator, with a concluded history of combat erased. Voluntarily joining the puppet army or government to work for the enemy or being bribed by the enemy to become a collaborator.

- Deserting home permanently, or exceeding leave limits without returning to the unit, or returning only after the ceasefire.

- Self-inflicting injuries to avoid duties, failing to return to make amends, or leaving the police or military forces due to such injuries.

- Being stripped of military status, citizenship rights, or the title of war invalid due to criminal offenses.

- Violating state laws or being expelled, dismissed, or driven out of the police or military forces due to disciplinary violations.

b- For those demoted or downgraded during any period, the final rank or position of that period shall be the basis for consideration.

For those demoted or downgraded after the restoration of peace, the nature of the mistake and attitude of the offender shall be considered for rewards, which may follow general regulations or be awarded at a lower level according to the new position.

Generally, when considering rewards in such cases, great caution must be exercised, with public opinion and the views of responsible officers or former comrades from the same unit taken into account, and decisions made by authorized bodies.

c- For those lagging behind with many negative thoughts and actions such as dissatisfaction, idleness, refusal to work, violation of discipline, disruption of order, corruption, decadence, etc., or opposing local authorities causing disorder, or self-interest violations of policy (smuggling, tax evasion, gambling, etc.):

- If the shortcoming is old, has been educated, shows signs of improvement and progress, further education should continue and rewards considered.

- If the current shortcoming is minor and temporary, efforts should be made to educate for progress, showing good behavior, preparing public opinion, and rewarding as prescribed to encourage and support.

- If the shortcoming is severe, persistent, and despite repeated education shows no progress or improvement, continued education should be pursued until real progress is achieved before considering rewards.

For retired, transferred, or discharged cadres and soldiers, rewards should also be carefully considered based on the above points.

d- For cases of unconfirmed mistakes or other mistakes:

- Mistakes identified through review and rectification but not subsequently processed shall not be included in reward considerations. If processed, the handling and other conditions shall be considered.

- Unconfirmed cases shall undergo investigation and confirmation before reward consideration. If there is no basis for investigation, rewards can proceed, and reconsideration will occur after investigation completion, adjusting rewards based on circumstances. In cases where rewards are deemed disadvantageous, higher-level directives should be sought.

Additionally, note the following:

- Those disciplined in one period but decided or processed in another period shall be considered based on the time of the mistake.

- For the lowest level of rewards, demotion rewards shall not be implemented, waiting instead for progress through education before considering rewards.

 

IV- PROCEDURES AND AUTHORITY TO REVIEW AND AWARDS

The implementation of the final awards for the four armed forces units under the Ministry of Public Security continues to enforce the award policy for the military that has been stipulated by the Government and the Ministry of National Defense. Therefore, regarding the authority to review and decide on awards, it shall be carried out according to Article 8 of Decree No. 054/SL dated February 2, 1958:

- The First-Class Victory Medal shall be proposed by the Minister of National Defense and awarded by the President of the Democratic Republic of Vietnam.

- The Second-Class and Third-Class Victory Medals and the First-Class and Second-Class Battle Merit Medals shall be proposed by the Heads of General Departments, Commanders of Military Regions, and Divisions, and awarded by the Minister of National Defense.

To implement Article 8 of Decree No. 054/SL mentioned above in the final awards for the four armed forces units under the Ministry of Public Security, Circular No. 179/TT/LB dated March 16, 1960 provided:

- Directing and guiding the implementation and reviewing of final awards for the four armed forces units under the Ministry of Public Security is the shared responsibility of the Joint Board of the Ministry of Public Security and the Ministry of National Defense. AT At the provincial, municipal, district, and commune levels, public security agencies and military agencies at these levels have the task of closely coordinating to implement, with the public security agency being responsible for leading. The direction and review of awards must seek the opinions of the Administrative Committees at all levels.

- For cadres and soldiers from the armed forces units under the Ministry of Public Security who have transferred to military units and are still serving in military units, they shall be directed and guided in the implementation and review by the General Departments, Military Regions, Corps, Brigades, and subordinate units, then reported to the Political Department for review and proposal of awards.

- For cadres and soldiers who are war invalids from the armed forces units under the Ministry of Public Security who are currently working in the public security sector or have transferred to other sectors and are working in agencies, industries, mass organizations, factories, mines, construction sites, farms, production complexes, etc., or have been demobilized and returned to their home regions, including those who were transferred to the military before being demobilized and transferred, and all cadres and soldiers who have died, the public security agencies and military agencies at the provincial, municipal, district, and commune levels shall be responsible for directing and guiding the implementation and review, then reporting to the Ministry of Public Security. After the review, the Minister of National Defense will issue a decision to award.

Based on the points mentioned above, this circular specifies the following specific issues:

1. AT In the case of provinces and cities, the Provincial Public Security Bureau together with the Military Region and City Detachment shall direct and guide the implementation and review to propose awards for cadres, soldiers, and war invalids who have transferred and are currently working in agencies, industries, mass organizations, enterprises, mines, construction sites, farms, and production complexes, etc., and all cadres, soldiers, and war invalids who have been demobilized and returned to communes, cities, and posthumous awards for martyrs and deceased comrades within their respective provinces or cities. AT In Hanoi, the Municipal Public Security Bureau and the City Detachment also bear the responsibility to direct and guide the implementation and review of awards for cadres, soldiers, and war invalids who have transferred and are currently working in central agencies, industries, mass organizations, and enterprises under central management but located within the city limits of Hanoi.

2. AT In the case of provinces, the Provincial Public Security Department together with the Provincial Military Detachment shall be responsible for directing and guiding the implementation and review to propose awards for cadres, soldiers, and war invalids who have transferred and are currently working in agencies, industries, mass organizations of counties and provinces, including enterprises, mines, construction sites, farms, and production complexes under central management but located within the province's boundaries. And all cadres, soldiers, and war invalids who have been demobilized and returned to communes, towns, and posthumous awards for martyrs and deceased comrades within their respective provinces.

3. AT In the case of districts and counties, the District Public Security Agency together with the District Military Detachment and County Detachment shall be responsible for directing and guiding the implementation and preliminary review for cadres, soldiers, and war invalids who have transferred and are currently working in agencies, industries, mass organizations of districts and counties, or have been demobilized and returned to communes, and posthumous awards for martyrs and deceased comrades within their respective districts or counties. After completion, report to the province to request review.

Generally, at all levels of provinces, municipalities, districts, and counties, while implementing and reviewing awards, they must seek the opinions of the Administrative Committees at these levels.

After completing the review, compile a statistical list (according to the model of the Ministry) and attach the file directly to the Ministry of Public Security for reporting. The Ministry of Public Security will review together with the Ministry of National Defense. After the review, the Minister of National Defense will issue a decision to award.

All cadres and soldiers in the armed forces units under the Ministry of Public Security who wish to be awarded must submit a self-report (according to the model prescribed by the Ministry of Public Security) and must be reviewed and determined regarding their position, time of service in the armed forces of the public security and whether there have been any serious mistakes both during and after leaving the armed forces or the military by authorized officials such as unit commanders from battalion level upwards, or heads and deputies of departments, or directors and deputy directors of Provincial Public Security Departments.

If there is a period of service in the military, which is not clearly stated in the self-report, it must also be certified by the unit's officials.

The explanations and detailed guidelines above are common points and common cases that have been grasped for implementation. As for cases not mentioned in this circular or where guidance is unclear, they shall be discussed by the masses and decided upon by the Party Committee. In cases of many difficulties that cannot be resolved, report to the Ministry for examination and resolution.
