DIRECTIVE
On ensuring the safety of bridges currently in use on national routes
Pursuant to Directive No. 09/1999/CT-TTg dated April 17, 1999 of the Prime Minister on ensuring the safety of bridges currently in use on national routes (both road and railway), the Ministry of Transport issues instructions to the Vietnam Highway Administration, the Vietnam Railway Association, and all provincial Departments of Transportation and Civil Aviation throughout the country:
1. With the assigned management functions, it is necessary to strengthen guidance and direct subordinate units directly managing bridges to take measures for inspection, regular maintenance, especially weak bridges and suspension bridges, to promptly identify damages, report timely, and repair quickly to prevent bridge collapse accidents, ensuring safety for people and vehicles passing through.
2. There must be specialized departments managing bridge operation. Engineers and workers must be organized for training and guidance to understand the technical nature and safety requirements of each type of bridge. Immediately end the situation where managers lack understanding of the technical nature and preservation requirements of the bridge. Managers must have schedules and contents for regular and periodic inspections.
3. Develop plans for investigation, statistics, and appropriate solutions for each specific project, report to the Ministry, and strictly implement according to the plan and solutions already established as well as the directives of the Ministry.
4. Coordinate with local authorities and relevant agencies to effectively protect and promptly prevent acts of infringement, decisively handle such cases without allowing intentional infringements on the works and bridge protection zones to persist.
Ensuring the safety of bridge structures during exploitation and use, particularly during rainy and flood seasons, is extremely important. Therefore, along with this Directive, the Ministry requests that management units at various levels strictly implement the Prime Minister's Directive and other Directives issued by the Ministry of Transport.
