Pursuant to Decree No. 54/2003/NĐ-CP dated May 19, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology, and Decree No. 28/2004/NĐ-CP dated January 16, 2004 of the Government amending and supplementing certain articles of Decree No. 54/2003/NĐ-CP;

Pursuant to Decision No. 67/2006/QĐ-TTg dated March 21, 2006 of the Prime Minister approving the orientation, goals, tasks of science and technology for the period 2006-2010;

Pursuant to Decision No. 18/2006/QĐ-BKHCN dated September 15, 2006 on the issuance of the Regulation on the organization and management of activities of national key science and technology programs for the period 2006-2010 and Decision No. 23/2006/QĐ-BKHCN dated November 23, 2006 of the Minister of Science and Technology amending and supplementing certain articles of the Regulation on the organization and management of activities of national key science and technology programs for the period 2006-2010;

In accordance with the proposal of the Heads of the Department of Planning and Finance, the Directors of Program Offices,

DECISION:

Article 1. The "Model research and technology development contract" and the "Periodic report model" attached hereto shall be used to implement scientific and technological projects under national key science and technology programs.

Article 2. This Decision takes effect from the date of signature.

Article 3. State management agencies for science and technology under Ministries, ministerial-level agencies, government agencies, provinces, centrally governed cities shall apply these Model contracts and Model reports to develop Model contracts and Model reports for scientific and technological tasks within their jurisdiction.

Article 4. The Heads of the Department of Planning and Finance, the Directors of Program Offices, the Program Directors, the Heads of Offices, the Heads of units under the Ministry, and the Heads of related agencies and organizations are responsible for implementing this Decision./.
