Pursuant to Decision No. 2520/QĐ-CT dated August 9, 2004 of the Chairman of the People's Committee of Thanh Hoa Province on the functions, tasks, powers, and organizational structure of specialized agencies assisting the People's Committees at all levels in managing labor - social affairs and population within the province of Thanh Hoa;
Pursuant to Decision No. 102/2006/QĐ-TTg dated May 15, 2006 of the Prime Minister on the establishment and issuance of regulations governing the operation of the Nghi Son Economic Zone;
Pursuant to Decision No. 1414/1997/QĐ-BLĐTBXH dated November 17, 1997 of the Minister of Labor - Invalids and Social Affairs on delegating some labor management tasks to the Management Boards of industrial parks, export processing zones, and high-tech zones under central cities and provinces;
Pursuant to Circular No. 1009/BQLKKTN&LĐ-DN dated December 6, 2008 of the Management Board of the Nghi Son Economic Zone on delegating the issuance of work permits for foreigners working in industrial parks;
Considering the proposal of the Director of the Office and the Head of the Employment and Occupational Safety Department of the Department of Labor - Invalids and Social Affairs of Thanh Hoa Province,

Article 1. DELEGATES the Management Board of the Nghi Son Economic Zone of Thanh Hoa Province to implement the issuance of work permits, extension of work permits, and reissuance of work permits for foreigners working in enterprises located in the Le Mon Industrial Park and the Bim Son Industrial Park.
Article 2. The Management Board of the Nghi Son Economic Zone shall be responsible for coordinating with state agencies managing labor in inspecting and investigating labor accidents occurring in enterprises under its jurisdiction upon request.
Regularly monitors and reports every six months and annually, as well as ad hoc, on the situation regarding the management and utilization of foreign labor under its jurisdiction to the Department of Labor - Invalids and Social Affairs of Thanh Hoa Province.
Article 3. This Decision takes effect from the date of signing. Any previous regulatory documents that conflict with this Decision are hereby abolished.
Article The Director of the Management Board of the Nghi Son Economic Zone and the Directors of enterprises under the jurisdiction of the Nghi Son Economic Zone are responsible for implementing this Decision./.
