DECISION OF THE PRIME MINISTER
Regarding the establishment of the National Committee for the Decade of Education for Sustainable Development in Vietnam (2005-2014)
Considering the proposal of the Chairman of the National Committee of UNESCO of Vietnam,
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
The National Committee for the Decade of Education for Sustainable Development in Vietnam (referred to as the Committee) is established to assist the Prime Minister in directing activities of Vietnam within the framework of the United Nations' Decade of Education for Sustainable Development (2005-2014).
DECISION:
Article 1. The Committee has the following functions and responsibilities:
Article 2. - Studying and advising the Prime Minister on issues related to strategies, policies, and programs for implementing education for sustainable development.
- Promoting cooperation programs between Vietnam and UNESCO and coordinating activities of educational, cultural, scientific, information, environmental sectors within the framework of the United Nations' Decade of Education for Sustainable Development (2005-2014).
- Coordinating with relevant Ministries and agencies to organize propaganda, research, training, and provide information related to activities of education for sustainable development.
Summarizing and periodically reporting to the Prime Minister on the situation of activities and cooperation within the framework of the United Nations' Decade of Education for Sustainable Development (2005-2014).
Members of the Committee include:
Article 3. 1. A Deputy Prime Minister responsible for socio-cultural affairs, serving as the Chair of the Committee.
2. The Chairman of the National Committee of UNESCO of Vietnam, serving as the Vice-Chairman in charge.
3. The Vice-Chairmen are Deputy Ministers of the Ministries of Education and Training, Science and Technology, Natural Resources and Environment, Culture, Sports and Tourism.
4. The members are representatives from the leaders of the following Ministries and agencies: Ministry of Agriculture and Rural Development, Ministry of Planning and Investment, Ministry of Home Affairs, Ministry of Finance, Government Office, National Assembly's Committee on Science, Technology and Environment, National Committee of UNESCO of Vietnam, Institute of Social Sciences of Vietnam, Institute of Science and Technology of Vietnam, Educational Technology Center (Ministry of Education and Training), Institute of Education Strategy and Curriculum (Ministry of Education and Training), and some leading experts in education, culture, information, and environment.
Appointments of Committee members are made by the Chairman of the Committee upon proposals from relevant Ministries and agencies.
Article 4. The Secretariat of the Committee is a subordinate body of the National Committee of UNESCO of Vietnam, tasked with assisting the Committee, under the direct leadership of the Chairman and Vice-Chairman in charge of the Committee, the list of the Secretariat is decided by the Chairman of the Committee.
Article 5. The operational regulations of the Committee are stipulated by the Chairman of the Committee.
Article 6. The Committee has its own seal. The operating budget of the Committee is guaranteed by the state budget, included in the budget allocated to the Ministry of Foreign Affairs. All activities related to the Committee's budget must comply with the provisions of the State Budget Law.
Article 7. The Ministers of the Ministries of Foreign Affairs, Education and Training, Science and Technology, Natural Resources and Environment, Agriculture and Rural Development, Planning and Investment, Home Affairs, Finance, Culture, Sports and Tourism; the named members in Article 3, the Chairmen of the People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
Article 8. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 9. The Ministers of Foreign Affairs, Education and Training, Science and Technology, Natural Resources and Environment, Agriculture and Rural Development, Planning and Investment, Home Affairs, Finance, Culture, Sports and Tourism; the members named in Article 3, and the Chairpersons of the People's Committees of the provinces and centrally governed cities are responsible for implementing this Decision./.
