Pursuant to the Enterprise Law No. 59/2020/QH14 which has been supplemented with certain articles under Law No. 03/2022/QH15; the Law Amending and Supplementing Certain Articles of the Enterprise Law amended, No. 76/2025/QH15; Pursuant to the Fire Prevention, Firefighting, and Rescue Law No. 55/2024/QH15;

Pursuant to the Law on Electronic Transactions No. 20/2023/QH15;

The Government issues this Decree regulating the implementation of electronic linkage for a group of administrative procedures: Registration of establishment of business households - issuance of Certificate of Eligibility for Security and Public Order Conditions - issuance of Certificate of Permission for Eligibility to Operate Karaoke Services.

At the proposal of the Minister of Culture, Sports and Tourism;

Article 1. Scope of Regulation This Decree regulates the implementation of electronic linkage for a group of administrative procedures: Registration of establishment of business households - issuance of Certificate of Eligibility for Security and Public Order Conditions - issuance of Certificate of Permission for Eligibility to Operate Karaoke Services (hereinafter referred to as the Electronic Linkage Administrative Procedure for Issuance of Certificate of Permission for Eligibility to Operate Karaoke Services); responsibilities of agencies, organizations, business households, and individuals in implementing administrative procedures. This Decree applies to agencies, organizations, business households, and individuals related to the implementation of the electronic linkage procedure for a group of administrative procedures: Registration of establishment of business households - issuance of Certificate of Eligibility for Security and Public Order Conditions - issuance of Certificate of Permission for Eligibility to Operate Karaoke Services. Article 3. Principles of Implementation of the Electronic Linkage Procedure

 PART I

GENERAL PROVISIONS

1. The organization of receiving and processing administrative procedures electronically shall be carried out through the National Public Service Portal via the Linked Public Service Software, ensuring requirements for exploitation and restructuring of business processes towards integration and coordinated resolution, enhancing the quality of administrative services provided by relevant state agencies, facilitating business households, individuals, and related agencies and organizations in receiving and processing administrative procedures.

2. The implementation of the electronic linkage administrative procedure has legal validity equivalent to other forms prescribed by law; it does not increase costs for individuals and organizations.

Article 2. Applicability

3. The results of the electronic linkage administrative procedure are automatically shared with the competent authority according to regulations.

4. The process of handling administrative procedures is urged, inspected, monitored, and evaluated through methods such as: collecting, summarizing, analyzing electronic data, soliciting online evaluations and feedback from organizations, business households, and individuals based on the promotion of information technology applications, and involving organizations and individuals.

5. In cases where the dossier is received on the National Public Service Portal after 17:00 daily or on holidays and public holidays as stipulated, the deadline for issuing the result of the registration of establishment of business households as prescribed in this Decree shall be calculated from 08:00 on the next working day following the date of receipt of the dossier.

6. Electronic dossiers and forms of each procedure will be automatically separated and transferred to the competent authorities for resolution according to regulations by the Linked Public Service Software. Information in the electronic declaration form prescribed in this Decree that already exists in the National Population Database, the National Business Registration Database, and related information systems will be automatically updated by the Linked Public Service Software.

7. For data managed by the agency implementing the administrative procedure or already available for sharing by another government agency as stipulated in Government Decree No. 118/2025/NĐ-CP dated June 9, 2025, concerning the implementation of administrative procedures under the one-stop-shop mechanism at the One-Stop Shop and the National Public Service Portal.

Chapter II

FILE, PROCEDURE FOR RECEIVING, RESOLVING

AND PROVIDING THE RESULTS OF IMPLEMENTATION ELECTRONIC INTERCONNECTION

GROUP ADMINISTRATIVE PROCEDURES 

Article 4. Documents for Implementing Electronic Interconnection Procedures

1. Electronic application form (Form No. 01 attached to this Decree). In cases of authorization, there must be a power of attorney in accordance with the provisions of the law.

2. Approval document on fire prevention and fighting inspection results issued by the Public Security agency or inspection document on fire prevention and fighting issued by the project investor or owner in accordance with the specialized laws.

3. Criminal record sheet of the person responsible for security and public order.

Article 5. Submission of Documents for Implementing Electronic Interconnection Procedures

The person submitting the documents is the legitimate representative using the electronic identity account of the organization, business household, or individual to log in to the National Public Service Portal (at dichvucong.gov.vn), select the "Electronic Interconnection Administrative Procedures for Issuing Business Operation Permit for Karaoke Services" section to declare, submit the documents online, and pay fees as prescribed.

Article 6Receiving Documents and Processing Time Limit

1. Documents are interconnected from the National Public Service Portal through the Interconnected Public Service Software to the Business Registration Information System, the Ministry of Public Security's Administrative Procedure Resolution Information System, and the Provincial Administrative Procedure Resolution Information System for receiving and processing as follows:

a) The competent authority issuing the Business Registration Certificate examines the documents and issues the Business Registration Certificate on the Business Registration Information System. The result of issuing the Business Registration Certificate is synchronized back to the National Public Service Portal.

b) The Business Registration Certificate and the documents are synchronized to the Ministry of Public Security's Administrative Procedure Resolution Information System for processing. The Public Security agency examines the documents and issues the Certificate of Adequate Conditions for Security and Public Order on the Ministry of Public Security's Professional Software System. The result of issuing the Certificate of Adequate Conditions for Security and Public Order is synchronized back to the National Public Service Portal.

c) The Business Registration Certificate and the Certificate of Adequate Conditions for Security and Public Order are synchronized from the Business Registration Information System and the Ministry of Public Security's Administrative Procedure Resolution Information System to the Provincial Administrative Procedure Resolution Information System. The People's Committee at the provincial level implements the process of issuing the Business Operation Permit for Karaoke Services and returns the result to the Provincial Administrative Procedure Resolution Information System to synchronize back to the National Public Service Portal.

2. The time limit for processing the electronic interconnection procedures for issuing the Business Operation Permit for Karaoke Services shall not exceed 16 working days from the date when the competent authorities receive all documents and pay the fees as prescribed, as follows:

a) Issuance of the Business Registration Certificate shall not exceed 3 working days;

b) Issuance of the Certificate of Adequate Conditions for Security and Public Order shall not exceed 3 working days;

c) Issuance of the Business Operation Permit for Karaoke Services shall not exceed 10 working days.

3. If the documents are received on the National Public Service Portal within one hour before the end of administrative hours on a working day, the deadline for delivering the results of the electronic interconnection procedures as stipulated in this Decree shall be calculated from the next working day following the receipt of the documents.

4. For documents submitted online on the National Public Service Portal, the Interconnected Public Service Software automatically responds to the National Public Service Portal to notify organizations and individuals about the successful submission of the documents and automatically separates and transfers the documents to the Business Registration Information System, the Ministry of Public Security's Administrative Procedure Resolution Information System, and the Provincial Administrative Procedure Resolution Information System for receiving and processing according to regulations.

Within two working hours from the time the National Public Service Portal notifies organizations and individuals, the Administrative Procedure Resolution Information System will inform the staff at the One-Stop Service Center to review and check the accuracy and completeness of the documents.

a) In case the documents are incomplete or inaccurate according to the regulations, the staff at the One-Stop Service Center will officially notify the organizations and individuals about the receipt and request them to correct and supplement the documents no later than eight working hours from the time the National Public Service Portal receives the documents; specifying the content, reasons, and detailed guidance in one notification for the organizations and individuals to complete the documents accurately. The notification will be sent to the organization or individual's account on the National Public Service Portal or via an automatic SMS message from the National Public Service Portal. The processing time limit will be recalculated from the start after receiving the complete documents as prescribed. After fifteen working days from the notification or within the time limit prescribed by the specialized laws, if the organizations and individuals fail to complete the documents, the staff will close the documents on the Administrative Procedure Resolution Information System.

b) In case the documents are complete and accurate according to the regulations, the staff at the One-Stop Service Center will transfer the documents of the organizations and individuals to the competent authority for resolution according to Article 7 of this Decree.

5. Upon expiration of the result delivery deadline without any results, the competent authority handling the administrative procedures will send an apology letter, clearly stating the reason for the delay and rescheduling the result delivery date, to the document submitter via the National Public Service Portal and SMS. The rescheduling of the result delivery date can only be done once.

Article 7. Resolution of Documents for Implementing Electronic Interconnection Procedures for Issuing Business Operation Permit for Karaoke Services

After receiving the documents as prescribed in Article 4 of this Decree, the competent authorities issuing the Business Registration Certificate, the Certificate of Adequate Conditions for Security and Public Order, and the Business Operation Permit for Karaoke Services will assess the documents and implement the administrative procedure resolution process as follows:

1. Issuance of the Business Registration Certificate

a) In case the application file is complete as prescribed: the competent authority shall issue the Business Registration Certificate and transfer the result to the National Public Service Portal immediately after issuance for subsequent procedures.

b) In case the application file is incomplete as prescribed: the competent authority shall send a notification through the National Public Service Portal and SMS message to inform the applicant to amend, supplement, and complete the application file. The applicant logs into the National Public Service Portal and SMS messages to receive feedback on the processing result of the application file and to complete the application file.

c) In case the Business Registration Certificate is not issued: the competent authority must respond in writing and specify the reasons through the National Public Service Portal and SMS message.

2. Issuance of Certificate of Compliance with Security and Order Conditions

After receiving the electronic result of the Business Registration Certificate transferred from the Administrative Procedure Information System of the Ministry of Public Security, the authority issuing the Certificate of Compliance with Security and Order Conditions shall implement the administrative procedure process as follows:

a) In case the application file is complete as prescribed: the competent authority shall issue the Certificate of Compliance with Security and Order Conditions and transfer the result to the National Public Service Portal immediately after issuance for subsequent procedures.

b) In case the application file is incomplete as prescribed: the competent authority shall send a notification through the National Public Service Portal and SMS message to inform the applicant to amend, supplement, and complete the application file. The applicant logs into the National Public Service Portal and SMS messages to receive feedback on the processing result of the application file and to complete the application file.

c) In case the Certificate of Compliance with Security and Order Conditions is not issued: the competent authority must respond in writing and specify the reasons through the National Public Service Portal and SMS message.

3. Issuance of Permit for Compliance with Conditions for Operating Karaoke Services

After receiving the electronic results of the Business Registration Certificate and the Certificate of Compliance with Security and Order Conditions transferred from the Interconnected Public Service Software, the competent authority issuing the Permit for Compliance with Conditions for Operating Karaoke Services shall implement the administrative procedure process as follows:

a) In case the application file is complete as prescribed: within three working days from the date of receipt of the complete application file, the competent authority shall review the application file, establish an inspection team to conduct an on-site inspection at the business location in accordance with the specialized laws.

Within four working days from the date of establishment, the inspection team shall organize the inspection and issue the inspection result.

Within three working days from the date of the inspection result, the competent authority has the responsibility to issue the Permit for Compliance with Conditions for Operating Karaoke Services or not to issue the Permit for Compliance with Conditions for Operating Karaoke Services.

b) In case the application file is incomplete as prescribed: the competent authority shall send a notification through the National Public Service Portal and SMS message to inform the applicant to amend, supplement, and complete the application file. The applicant logs into the National Public Service Portal and SMS messages to receive feedback on the processing result of the application file and to complete the application file.

c) In case the Permit for Compliance with Conditions for Operating Karaoke Services is not issued: the competent authority must respond in writing and specify the reasons on the National Public Service Portal and SMS message.

Article 8. Delivering Results

1. Electronic Result Delivery

a) The results of the electronic interlinked administrative procedure for issuing a Business Operation Permit for Karaoke Services include: Business Registration Certificate; Certificate of Compliance with Security and Public Order Conditions; Business Operation Permit for Karaoke Services.

b) The electronic versions of the documents that are the results of the interlinked administrative procedures for issuing a Business Operation Permit for Karaoke Services will be automatically sent to the data repository of organizations, individuals, or business households on the National Public Service Portal, via SMS messages, and the provincial administrative procedure resolution information system where the karaoke service business household is located.

2. Paper copies of the Business Registration Certificate, Certificate of Compliance with Security and Public Order Conditions, and Business Operation Permit for Karaoke Services shall be delivered directly or through postal services upon request of the implementing entity.

Article 9. Payment Methods

1. The applicant pays the fees for the application package for the electronic interlinked administrative procedure for issuing a Business Operation Permit for Karaoke Services at the time of submitting the application according to the notification on the National Public Service Portal and SMS messages using the following methods:

a) Transferring to the account of the competent authority.

b) Online through the payment function of the National Public Service Portal and other legitimate payment platforms.

2. The registration fee for the group of interlinked administrative procedures shall not be refunded to the applicant if the business household does not obtain the Business Operation Permit.

Chapter III

RESPONSIBILITIES FOR IMPLEMENTING ELECTRONIC INTERLINKAGE

GROUP ADMINISTRATIVE PROCEDURES

Article 10. Responsibilities of the Ministry of Public Security

1. To take the lead and coordinate with the Government Office, relevant ministries, sectors, and localities in investing in and building the Interlinked Public Service Software, managing and operating technical systems to ensure the safety and security of information on the National Public Service Portal based on the National Data Center infrastructure; ensuring smooth connectivity between the business software of related ministries and agencies; functions for submitting applications, updating, and supplementing applications; separating fields of information to transfer into the business software of relevant ministries and sectors; updating and synchronizing the status of applications to the National Public Service Portal.

2. To upgrade and improve the administrative procedure resolution information system of the Ministry of Public Security to ensure smooth and effective processing of applications for Certificates of Compliance with Security and Public Order Conditions.

Article 11. Responsibilities of the Government Office

To coordinate with the Ministry of Public Security and relevant agencies to connect, integrate, and provide interlinked electronic public services for issuing a Business Operation Permit for Karaoke Services on the National Public Service Portal.

Article 12. Responsibilities of the Ministry of Finance

1. To connect, share, and adjust the electronic interlinkage process for issuing a Business Registration Certificate in accordance with the sequence of resolving the group of interlinked administrative procedures stipulated in this Decree.

2. To upgrade and improve the Business Registration Information System to ensure smooth and effective operation.

Article 13. Responsibilities of the Ministry of Culture, Sports and Tourism

1. To announce and disclose the interlinked electronic administrative procedures as prescribed. Coordinate with the Ministry of Public Security and the Ministry of Finance to urge and guide the implementation of interlinked electronic administrative procedures for issuing a Business Operation Permit for Karaoke Services at the single-window units of localities.

2. To compile difficulties and obstacles encountered by ministries, sectors, and localities and propose amendments and supplements to this Decree.

Article 14. Responsibilities of People's Committees at all levels

1. Responsibilities of the Provincial People's Committee

a) Upgrading and perfecting the provincial administrative procedure information system to ensure the implementation of interlinked electronic administrative procedures for issuing business licenses for karaoke services.

b) Connecting and sharing data with the interlinked public service software in accordance with the guidelines of the Ministry of Public Security.

c) Developing plans, organizing training, capacity building, and allocating sufficient human resources to implement interlinked electronic administrative procedures in compliance with this Decree.

d) Allocating funds and physical infrastructure to meet the requirements for implementing interlinked electronic public services at the local level.

đ) Organizing inspections, investigations, handling complaints, accusations, and enforcing violations of laws within their authority.

2. Responsibilities of the Commune People's Committee

a) Effectively implementing interlinked electronic administrative procedures for issuing business licenses for karaoke services in accordance with this Decree.

b) Organizing information dissemination and propaganda on policies and laws regarding the implementation of interlinked electronic administrative procedures for issuing business licenses for karaoke services..

Chapter IV

IMPLEMENTING PROVISIONS

Article 15. Effective Date

This Decree takes effect from November 17, 2025.

Article 16. Responsibility for Implementation

The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of People's Committees of provinces and centrally governed cities, and related agencies, units, organizations, business households, and individuals shall be responsible for implementing this Decree..
