Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Based on the Animal Breeding Ordinance;
Based on the Veterinary Ordinance; Based on Directive No. 34/2005/CT-TTg dated October 15, 2005 of the Prime Minister on concentrating efforts to implement synchronously and effectively the emergency action plan for avian influenza (H5N1) prevention and control measures and human influenza pandemic preparedness;
