Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Directive No. 13/1999/CT-TTg dated May 12, 1999 of the Prime Minister on rectifying and organizing tobacco production and business activities;
Pursuant to Decision No. 175/1999/QD-TTg dated August 25, 1999 of the Prime Minister on affixing domestic tobacco product stamps;
Pursuant to Decision No. 211/QD-BTC dated January 27, 2010 of the Minister of Finance on adopting the stamp model and regulations on printing, distribution, management, and use of domestic tobacco product stamps with barcodes;
Pursuant to the plan for using tobacco product stamps of Vietnam Tobacco Corporation and the Vietnam Tobacco Association;

Article 1. Amending Article 1 of the Printing, Distribution, Management, and Use Regulations for Domestic Tobacco Product Stamps issued together with Decision No. 211/QD-BTC dated January 27, 2010 of the Minister of Finance as follows:
"Article 1. Adopting the model of domestic tobacco product stamps with multi-dimensional barcodes to be affixed to domestic tobacco products that meet the required standards and circulate in the market. The tobacco product stamp has dimensions of 2.2cm x 4.5cm, printed on special paper with watermarked patterns, weighing 65g/m2. The tobacco product stamp is printed using special protective techniques, featuring multi-dimensional barcodes, which can be verified for authenticity using a 2D barcode reader. The tobacco product stamp bears serial numbers from 00.000.001 to 20.000.000."
Article 2. This Decision takes effect from the date of issuance and applies to the printing of tobacco product stamps from 2011. The Director of the General Department of Taxation and relevant organizations and units involved in the printing, distribution, management, and use of domestic tobacco product stamps shall be responsible for implementing this Decision.
