THE MINISTER OF TRANSPORTATION
Based on the Road Traffic Law No. 26/2001/QH10 dated June 29, 2001;
Based on the Storm and Flood Prevention Ordinance dated March 8, 1993;
Based on the Government Decree No. 22/CP dated March 22, 1994 regarding the tasks, powers, functions, state management responsibilities, and organizational structure of the Ministry of Transport;
Based on the Government Decree No. 32/CP dated May 20, 1996 detailing the implementation of the Storm and Flood Prevention Ordinance;
Based on the Decision No. 1808/QĐ-BGTVT dated July 22, 1999 of the Minister of Transport establishing the storm and flood prevention committee under the Minister of Transport;
To strengthen state management in the prevention, control, and mitigation of typhoon and flood consequences in the Road Transport Sector;
Considering the proposal of the Head of the Storm and Flood Prevention Committee of the Ministry of Transport, the Director of the Vietnam Road Administration Bureau, and the Director of the Legal Affairs and Transportation Department;

Article 1. This Decision hereby promulgates the "Regulation on Prevention, Control, and Mitigation of Typhoon and Flood Consequences in the Road Transport Sector" attached hereto.
Article 2. This Decision shall take effect fifteen days from the date of signature and shall replace Decision No. 593/1998/QĐ-GTVT dated March 28, 1998.
Article 4. The Heads of the Ministry's Inspectorate, Directors of Bureaus, Department Heads, Chairpersons of Committees, Directors of Provincial Departments of Transport, and Heads of related agencies and units are responsible for implementing this Decision.
