Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Law on Dikes dated November 9, 1989;
Pursuant to Decree No. 168/HĐBT dated May 19, 1990 of the Council of Ministers (now the Government) stipulating the organization and tasks of the Central Steering Committee for Flood and Storm Prevention and Control;
At the proposal of the Minister and Chairman of the Central Steering Committee for Flood and Storm Prevention and Control,
DECISION:
Article 1. The Central Steering Committee for Flood and Storm Prevention and Control is hereby established with the following members:
- Mr. Nguyen Canh Dinh, Minister and Chairman of the Mekong Delta Management Board, Chairperson,
- Mr. Vu Trong Hong, Deputy Minister of Agriculture and Rural Development, Vice-Chairperson in charge,
- Mr. Lai Van Cu, Deputy Director of the Government Office, Vice-Chairperson,
- Mr. Nguyen Huy Hieu, Lieutenant General, Deputy Chief of the General Staff of the Vietnam People's Army, Vice-Chairperson,
- Mr. Phan Thanh Xuan, Deputy Director of the National Ethnic Minorities Commission, Vice-Chairperson,
- Mr. Tao Huu Phung, Deputy Minister of Finance, Vice-Chairperson,

Article 2. The Central Steering Committee for Flood and Storm Prevention and Control shall assist the Government.
- Urging and inspecting relevant sectors and localities to develop and implement annual plans and schemes for flood and storm prevention and control.
- Issuing orders to mobilize human resources and means to promptly address emergency situations exceeding the capacity of sectors and localities.
- Directing localities to organize the restoration of damages caused by floods and storms.
- Organizing summaries of flood and storm prevention and control work, disseminating experiences and scientific and technological advancements in such work to sectors and localities.
Article 3. The tasks of the Vice-Chairpersons and members of the Committee shall be assigned by the Chairperson of the Central Steering Committee for Flood and Storm Prevention and Control.
Article 4.- This Decision takes effect from the date of signing, replacing Decision No. 349/TTg dated June 10, 1995 on supplementing members of the Central Steering Committee for Flood and Storm Prevention and Control.
Article 5. The Chairperson of the Central Steering Committee for Flood and Storm Prevention and Control, Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial People's Committees directly under the central government, and members of the Central Steering Committee for Flood and Storm Prevention and Control are responsible for implementing this Decision.
