DECREE

DECISION NO. 3 OF APRIL 4, 1946 BY THE MINISTER OF SOCIAL AFFAIRS ON THE ORGANIZATION OF THE CENTRAL LABOR DEPARTMENT

THE MINISTER OF SOCIAL AFFAIRS

Pursuant to Decree No. 36 dated March 27, 1946 organizing the Ministry of Social Affairs;

Pursuant to Decree No. 37 dated March 27, 1946 appointing directors for the Central Health Department, Relief Department, and Labor Department;

Following the proposal of the Director of the Central Labor Department,

DECREE

ARTICLE 1.

The Central Labor Department consists of two administrative offices, each headed by a chief, and an inspection board under the direction of a labor inspector or control officer.

ARTICLE 2.

- The Personnel and Accounting Office is responsible for:

- Receiving, distributing, and sending correspondence;

- Supervising and maintaining personnel files of the department and its subordinate agencies;

- Processing salaries for staff members;

- Managing the department's permanent fund and purchasing necessary equipment and supplies;

- Overseeing the library and other property of the department.

ARTICLE 3.

- The Administrative and Control Office has the duty to:

- Draft and submit to the Minister of Social Affairs legislative projects, decrees, regulations, and circulars concerning labor issues;

- Collecting materials on laws and organizational methods of labor from foreign countries;

- Compiling labor statistics;

- Investigating and proposing solutions to labor problems.

Article 4.

- The Inspection Board is tasked with:

- Monitoring the enforcement of labor laws;

- Receiving and reviewing reports from local labor inspectors;

- Conducting investigations or mediating disputes at the scene as assigned by the Minister of Social Affairs or the Director of the Central Labor Department.

ARTICLE 5.

- The Director of the Central Labor Department and the Secretary-General of the Ministry of Social Affairs are authorized to implement this Decree.
