The Total Corporation of Posts and Telecommunications of Vietnam proposes to issue the prepaid daily GSM mobile service tariff as follows:

THE MINISTER OF POSTS AND TELECOMMUNICATIONS
Pursuant to Decree No. 90/2002/ND-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 217/2003/QĐ-TTg dated October 27, 2003 of the Prime Minister on managing service charge prices for postal and telecommunications services;
1. 1 Daily subscription fee set by the service provider shall be subject to the following conditions:
At the proposal of the Director of the Department of Planning and Finance;
DECISION:
Article 1. - Maximum rate not exceeding 2,455 dong/day.
- Minimum rate not less than 1,818 dong/day.
1. 2 Outgoing call rates within the country set by the service provider shall be subject to the following conditions:
+ Maximum rate not exceeding 1,909 dong/minute (955 dong/block of 30 seconds).
+ Minimum rate not less than 1,636 dong/minute (818 dong/block of 30 seconds).
1. 3 International call rates for prepaid daily GSM mobile services shall be calculated based on domestic mobile service information rates plus international call rates according to the current international telephone tariff table. Calculation method as follows:

1. 5 No network access fees or monthly subscription fees for prepaid daily GSM mobile service subscribers. 1. 6 Information call rates from postpaid GSM mobile subscribers of the Total Corporation, from fixed network subscribers, from mobile subscribers of Callink, Mobilenet networks, from mobile subscribers using CDMA technology of the Total Corporation, and from mobile terminal end-users calling prepaid daily GSM mobile service subscribers shall be applied according to the current postpaid GSM mobile service information rates of the Total Corporation. |
1. 7 Information call rates from prepaid daily GSM mobile service subscribers of other mobile networks calling into Total Corporation's GSM mobile service subscribers shall be applied according to the rates of those mobile networks.
1. 8 Information call rates and service call rates at public points (post offices, agents, commune post and culture centers, payphone stations) for prepaid daily GSM mobile service subscribers shall be applied according to the rates for postpaid GSM mobile service subscribers at public points.
1. 9 After adding value-added tax, the mobile prepaid daily GSM service call charges specified in Points 1.1, 1.2, 1.3, 1.4, 1.6, 1.7, and 1.8 above shall be rounded off according to the following principles: + Any fraction greater than or equal to 50 dong shall be rounded up to 100 dong. + Any fraction less than 50 dong shall be rounded down to 0 dong.
1. 10 Mobile prepaid daily service information rates shall be charged to the calling party.
The tariff levels prescribed in this Decision do not include value-added tax.
- Specify specific tariff levels within the framework prescribed in Article 1. When issuing the tariff table within its authority, the Total Corporation shall notify the Ministry of Posts and Telecommunications before the decision takes effect.
- Specify the issuance of various card denominations, card usage periods, and report to the Ministry of Posts and Telecommunications.
Article 2. - Specify the reduction in mobile service information rates for outgoing calls from prepaid daily GSM mobile service subscribers during holidays, holiday make-up days, Saturdays, Sundays, from 11 PM the previous day to 7 AM the next day for weekdays from Monday to Friday, but the maximum reduction shall not exceed 30% of the rates prescribed in Article 1.
Article 3. Vietnam Post and Telecommunications Corporation:
These provisions in this Decision apply to users of prepaid daily GSM mobile service of the Total Corporation of Posts and Telecommunications of Vietnam.
The Chief of the Office, Director of the Planning and Finance Department, Management Board, General Director of the Total Corporation of Posts and Telecommunications of Vietnam, and Heads of related units are responsible for implementing this Decision./.

Article 4. The provisions of this Decision shall apply to users of prepaid mobile services with daily subscriptions provided by Vietnam Post and Telecommunications Corporation.
Article 5. This Decision takes effect fifteen days after its publication in the Official Gazette. All previous regulations contrary to this Decision are abolished.
Article 6. The Director of the Office, the Head of the Planning and Finance Department, the Board of Directors, the General Director of Vietnam Post and Telecommunications Corporation, and the Heads of related units shall be responsible for implementing this Decision./.
