Pursuant to the Plant Protection and Quarantine Law 2001;
Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 88/2003/QĐ-BNN dated September 4, 2003 of the Minister of Agriculture and Rural Development stipulating the functions, tasks, powers, and organizational structure of the Plant Protection Department;
Considering the proposal of the Director of the Plant Protection Department and the Head of the Cadre and Civil Servant Affairs Department,
DECISION:
Article 1. Position and Functions
The Northern Plant Protection Center is a plant protection public service unit under the Plant Protection Department, having legal personality, its own seal, operating funds, and bank accounts as prescribed by law. The scope of operation of the Center includes provinces from Ninh Binh northward. The headquarters of the Center is located in Trung Trac Commune, My Van District, Hung Yen Province.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
Assist the Director of the Plant Protection Department in implementing plant protection work in provinces within the area of responsibility.
1. Monitor, compile, forecast, and report on the situation of harmful and beneficial organisms affecting plant resources to the Plant Protection Department and provinces within the area of responsibility;
2. Participate in directing the prevention and control of harmful organisms affecting plant resources; verify and compile information on pest situations in the region to report to the Department;
3. Train and enhance professional skills for plant protection officers in provinces within the area;
4. Implement agricultural extension activities related to plant protection according to the assignment of the Director:
4.1. Train and enhance instructors in integrated pest management and agricultural extension methods for plant protection;
4.2. Develop, transfer, and promote models demonstrating the application of science and technology in plant protection;
5. Participate in developing standards, procedures, and implementing research projects and surveys on plant protection;
6. Cultivate beneficial organisms and biological products used in plant protection;
7. Identify and classify harmful and beneficial organisms affecting plant resources;
8. Monitor and propose the establishment and consolidation of the grassroots plant protection organization network in accordance with the provisions of the law;
9. Provide plant protection services;
10. Participate in international cooperation programs on plant protection;
11. Manage personnel, finance, assets, and other resources assigned by the Department;
12. Perform other tasks assigned by the Director of the Plant Protection Department.
Article 3. Organizational Structure
1. Leadership of the Center:
The leadership of the Center consists of the Director and Deputy Directors appointed by the Director of the Plant Protection Department in accordance with regulations;
The Director manages the operations of the Center, is responsible to the Director of the Department and to the law for the activities of the Center and the tasks assigned;
The Deputy Directors assist the Director, are responsible to the Director and to the law for the implementation of the tasks assigned to them. The number of Deputy Directors shall not exceed two persons.
2. The staff assisting the Director of the Center:
a) Administrative General Department;
b) Technical Section;
c) Forecasting and Transfer Section. The Director of the Plant Protection Department shall prescribe the operational regulations of the unit.
Article 4. Effective date
This Decision takes effect fifteen days after its publication in the Official Gazette;
This Decision replaces Decision No. 66/NN-TCCB/QĐ dated February 7, 1994 of the Minister of Agriculture and Food Industry (now the Ministry of Agriculture and Rural Development) regarding the functions, tasks, powers, and organizational structure of the Northern Plant Protection Center. Previous regulations contrary to this Decision are abolished.
Article 5. Responsibilities for Implementation
The Heads of the Office of the Ministry, the Head of the Cadre and Civil Servant Affairs Department, the Director of the Plant Protection Department, the Heads of relevant agencies and units under the Ministry, and the Director of the Northern Plant Protection Center are responsible for enforcing this Decision./.
