Decision No. 30/2004/QĐ-BNV on issuing the training program for administrative knowledge and state management for commune-level officials in the Central Highlands provinces

REGARDING THE ADOPTION OF THE PROGRAM FOR ADMINISTRATIVE KNOWLEDGE ENHANCEMENT AND STATE MANAGEMENT FOR RURAL OFFICIALS IN THE WESTERN HIGHLANDS PROVINCES

MINISTER OF HOME AFFAIRS

Pursuant to Decree No. 45/2003/ND-CP dated May 9, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

Pursuant to Decision No. 161/2003/QĐ-TTg dated August 4, 2003 of the Prime Minister on the issuance of the Regulation on Training and Capacity Building for Civil Servants;

Pursuant to Decision No. 253/QĐ-TTg dated March 5, 2003 of the Prime Minister approving the Project "Some Measures to Consolidate and Improve Local Administration in the Western Highlands from 2002 to 2010";

In accordance with the proposal of the Chairman of the Program Review Board at the meeting minutes of April 8, 2004, and the Director of the Civil Servant Training and Capacity Building Department and the Director of the National Academy of Public Administration,

DECISION:

Article 1. The Program for Administrative Knowledge Enhancement and State Management for Rural Officials in the Western Highlands Provinces is hereby adopted along with this Decision.

Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

The Civil Servant Training and Capacity Building Department shall take the lead and coordinate with the National Academy of Public Administration to organize the development of materials for Administrative Knowledge Enhancement and State Management for Rural Officials in the Western Highlands Provinces according to the content of the program issued together with this Decision.

Article 3. Chairmen of People's Committees of the Western Highlands Provinces, Director of the National Academy of Public Administration, Head of the Office, Director of the Civil Servant Training and Capacity Building Department, Heads of relevant units under the Ministry of Home Affairs, and Directors of Provincial Departments of Home Affairs are responsible for implementing this Decision.
