Regulations on functions, tasks, powers, and organizational structureof the Cultural Arts Magazine

MINISTER OF CULTURE, SPORTS AND TOURISM

Pursuant to the Press Law dated February 28, 1989, and the Law Amending and Supplementing Certain Articles of the Press Law dated June 12, 1999;

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Article 1. Other types of artistic performances

Considering the proposal of the Editor-in-Chief of the Cultural Arts Magazine and the Director of the Cadre and Civil Servant Affairs Department,

DECISION:

Article 1. Position and Functions

The Cultural Arts Magazine is a state-owned enterprise under the Ministry of Culture, Sports and Tourism, with the function of researching and disseminating theoretical information on culture and arts; promoting and disseminating the Party's policies and the State's laws in the field of culture and arts.

The Cultural Arts Magazine has its own seal and is entitled to open an account at the National Treasury.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

1. Submit to the Minister for approval the development plan and annual activity plans of the unit, and implement them after approval.

2. Organize editing, publishing, and distributing the magazine and other publications according to the operating license and the laws on press.

3. Provide information and promote the Party's guidelines and policies, the State's laws, and the Minister's directives on cultural and artistic affairs management and activities.

4. Provide information and promote research work, academic studies, and practical activities in the field of culture and arts both domestically and internationally.

5. Reflect and guide public opinion and disseminate knowledge about culture and arts; implement the right to freedom of speech of the people.

6. Research, introduce, compile, translate, and publish works of research, collection, and criticism on culture and arts from Vietnam and abroad according to the law.

7. Carry out international cooperation activities in accordance with the conditions of the unit and the law.

8. Organize cultural and artistic service activities and other social activities in accordance with the law and the Minister's regulations.

9. Implement administrative reform tasks according to the Ministry's administrative reform program.

10. Manage organization, staffing, file documentation; implement policies and systems for cadres and civil servants according to the delegated management level and the law.

11. Manage finance, assets, and other sources of income according to the law.

12. Perform other tasks assigned by the Minister.

Article 3. Organizational Structure

1. The Editor-in-Chief and Deputy Editors-in-Chief.

2. Specialized and professional departments.

a) Editorial Board;

b) Management Board;

c) Advertising and Distribution Department.

3. Subordinate organizations:

a) Representative Office in Ho Chi Minh City;

b) Representative Office in Da Nang. The Editor-in-Chief of the Cultural Arts Magazine is responsible for defining the duties and powers of the Departments, Rooms, and Representative Offices, arranging cadres and civil servants according to the job title structure and professional standards; establishing and promulgating the operational regulations of the Magazine.

Article 4. Effective date

This Decision takes effect fifteen days after its publication in the Official Gazette and replaces Decision No. 79/2004/QĐ-BVHTT dated August 24, 2004 of the Minister of Culture and Information on the functions, tasks, powers, and organizational structure of the Cultural Arts Magazine.

Article 5. Responsibilities for Implementation

The Editor-in-Chief of the Cultural Arts Magazine, the Head of the General Office, the Directors of the Cadre and Civil Servant Affairs Department and the Planning and Finance Department, the Heads of the agencies and units under the Ministry, and related organizations and individuals are responsible for implementing this Decision.
