CIRCULAR

REGULATIONS ON THE ENGLISH SUBJECT CURRICULUM FOR VOCATIONAL STUDENTS AT THE COLLEGE AND UNIVERSITY LEVELS

Pursuant to the Vocational Training Law dated November 29, 2006;
Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - War Invalids and Social Affairs;
Pursuant to Decision No. 58/2008/QĐ-BLDTBXH dated June 9, 2008 of the Minister of Labor - War Invalids and Social Affairs promulgating regulations on the framework curriculum for intermediate vocational education and the framework curriculum for higher vocational education;
Pursuant to the results of the appraisal council's review and the recommendation of the Vocational Training General Department regarding the issuance of the English subject curriculum for vocational students at the intermediate and higher levels;
The Ministry of Labor - War Invalids and Social Affairs hereby stipulates the English subject curriculum for use in teaching vocational students at the intermediate and higher levels as follows:

Article 1. Scope of Regulation and Applicability

This Circular stipulates the English subject curriculum for application in intermediate vocational schools, higher vocational schools, intermediate specialized schools, colleges, and universities that have registered to conduct vocational training at the intermediate and higher levels using English as the language of instruction for general foreign language courses pursuant to Decision No. 58/2008/QĐ-BLDTBXH dated June 9, 2008 of the Minister of Labor - War Invalids and Social Affairs (the contents of the Curriculum are attached hereto).

Article 2. Implementation

1. The Vocational Training General Department shall be responsible for the following:

a) Organizing the compilation of textbooks, exercise books, and teaching guides for nationwide use;

b) Organizing training sessions on teaching methods for the English subject;

c) Guiding the implementation of the English subject curriculum for vocational students at the intermediate and higher levels.

2. Intermediate vocational schools, higher vocational schools, intermediate specialized schools, colleges, and universities that have registered to conduct vocational training at the intermediate and higher levels shall be responsible for the following:

a) Ensuring conditions related to infrastructure, faculty, textbooks, and other teaching materials to implement the curriculum;

b) Organizing training sessions or sending teachers to participate in training courses on English teaching methods;

c) Organizing extracurricular English classes for students who do not meet the proficiency level required by the curriculum for intermediate and higher levels;

d) Organizing advanced English courses for students according to the levels specified in the curriculum based on their learning needs and market labor demands.

Article 3. Implementation Provisions

1. This Circular shall take effect 45 days from the date of signature.

2. Ministries, ministerial-level agencies, government agencies, political-social organizations, provincial People's Committees, the Vocational Training General Department, higher vocational schools, intermediate vocational schools, intermediate specialized schools, colleges, and universities that have registered to conduct vocational training, and relevant units shall be responsible for implementing this Circular./.
