CIRCULAR
REGARDING THE CHARGES FOR CONNECTION BETWEEN INTERNATIONAL FIXED TELECOMMUNICATION NETWORKS AND DOMESTIC FIXED TELECOMMUNICATION NETWORKS
MINISTER OF INFORMATION AND COMMUNICATIONS
BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;
BASED ON THE DECISION NO. 39/2007/QD-TTg dated March 21, 2007 OF THE PRIME MINISTER ON MANAGEMENT OF PRICES FOR POST AND TELECOMMUNICATION SERVICES;
AT THE PROPOSAL OF THE HEAD OF THE TELECOMMUNICATION DEPARTMENT,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
Article 1. THE CHARGES FOR CONNECTION BETWEEN INTERNATIONAL FIXED TELECOMMUNICATION NETWORKS (HEREINAFTER REFERRED TO AS INTERNATIONAL NETWORK) AND DOMESTIC FIXED TELECOMMUNICATION NETWORKS (HEREINAFTER REFERRED TO AS DOMESTIC NETWORK) ARE ESTABLISHED AS FOLLOWS:
1. IN CASE THE INTERNATIONAL NETWORK AND THE DOMESTIC NETWORK CONNECT DIRECTLY WITH EACH OTHER, THE INTERNATIONAL NETWORK SHALL PAY THE DOMESTIC NETWORK A CONNECTION CHARGE OF 550 DONG PER MINUTE FOR INITIATING OR TERMINATING THE CALL.
2. IN CASE THE INTERNATIONAL NETWORK AND THE DOMESTIC NETWORK CONNECT THROUGH THE NATIONAL LONG DISTANCE NETWORK, THE INTERNATIONAL NETWORK SHALL PAY THE DOMESTIC NETWORK A CONNECTION CHARGE FOR INITIATING OR TERMINATING THE CALL IN ACCORDANCE WITH CLAUSE 1 OF THIS ARTICLE AND SHALL ALSO PAY THE NATIONAL LONG DISTANCE NETWORK A CONNECTION CHARGE FOR TRANSFERRING THE CALL IN ACCORDANCE WITH THE REGULATIONS ON CONNECTION CHARGES FOR TRANSFERS THROUGH THE NATIONAL LONG DISTANCE NETWORK.
Article 2. THE CONNECTION CHARGES SET OUT IN THIS CIRCULAR DO NOT DIFFERENTIATE BETWEEN NORMAL HOURS, LOW-TRAFFIC HOURS, AND PEAK HOURS.
Article 3. THE CONNECTION CHARGES SET OUT IN THIS CIRCULAR DO NOT INCLUDE VALUE ADDED TAX.
Article 4. THIS CIRCULAR SHALL TAKE EFFECT FROM JANUARY 15, 2010. ALL PRIOR PROVISIONS CONTRARY TO THE PROVISIONS OF THIS CIRCULAR SHALL BE ABROGATED.
Article 5. THE DIRECTOR OF THE OFFICE, THE HEAD OF THE TELECOMMUNICATION DEPARTMENT, THE HEADS OF THE UNITS UNDER THE MINISTRY OF INFORMATION AND COMMUNICATION, THE GENERAL DIRECTORS, AND THE DIRECTORS OF TELECOMMUNICATION COMPANIES SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
