CIRCULAR

Supplementing the Table of State Budget

Pursuant to the State Budget Law No. 01/2002/QH11 dated December 16, 2002;

Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Implementing Decision No. 2331/QD-TTg dated December 20, 2010 of the Prime Minister promulgating the List of National Target Programs for 2011;

To meet the requirements of state budget management, the Ministry of Finance supplements the code numbers of the National Target Programs that have been issued in Appendix No. 04 promulgated by Decision No. 33/2008/QD-BTC dated June 2, 2008 of the Minister of Finance and Article 4 of Circular No. 26/2010/TT-BTC dated February 25, 2010 of the Ministry of Finance, which will be implemented from the 2011 fiscal year. The components of projects and programs assigned codes in this Circular must be accounted for according to the corresponding project or program codes stipulated in this Circular. Specifically as follows:

Article 1. Supplementing the project code of the National Target Program on Poverty Reduction (Code 0010):

Supplementing Code 0018: Project to support capacity building for poverty reduction, communication, and monitoring and evaluation of the program.

Article 2. Supplementing the project codes of the National Target Program on Population and Family Planning (Code 0030):

1. Supplementing Code 0038: Project to ensure logistics and provide family planning services.

2. For the project "Behavior Change Communication," it shall be accounted for under Code 0031.

3. For the project "Capacity Building for Program Implementation," it shall be accounted for under Code 0034.

4. For the project "Improving Genetic Quality," it shall be accounted for under Code 0036.

Article 3. Supplementing the project codes of the National Target Program on Clean Water and Environmental Sanitation in Rural Areas (Code 0070):

1. Supplementing Code 0073: Rural sanitation project.

2. Supplementing Code 0074: Rural environmental improvement project.

3. Supplementing Code 0075: Project to enhance awareness, strengthen capacity, institutional development, and technology advancement for rural water supply and sanitation.

4. For the project "Rural Domestic Water Supply," it shall be accounted for under Code 0071.

Article 4. Supplementing the project codes of the National Target Program on Culture (Code 0090):

1. Supplementing Code 0102: Project to strengthen investment in construction and development of cultural and sports facilities in mountainous districts, remote areas, border regions, and islands.

2. Supplementing Code 0103: Project to support film development.

3. For the project "Preservation of Representative Villages and Traditional Festivals of Ethnic Minorities," it shall be accounted for under Code 0092.

Article 5. Supplementing the project codes of the National Target Program on Education and Training (Code 0110):

1. Supplementing Code 0118: Project to support universal preschool education, eradication of illiteracy and prevention of re-illiteracy, maintenance of primary education achievements, implementation of compulsory secondary education at appropriate age, and support for universal secondary education.

2. Supplementing Code 0121: Project to enhance foreign language teaching and learning in the national education system.

3. Supplementing Code 0122: Project to enhance training capacity of educational institutions.

4. For the project "Training Information Technology Human Resources and Application of Information Technology in Education," it shall be accounted for under Code 0113.

Article 6. Supplementing the project codes of the National Target Program on Crime Prevention and Control (Code 0130):

1. Supplementing Code 0132: Project on information dissemination and public mobilization for crime prevention, detection, reporting, and rehabilitation and education of offenders within families and communities.

2. Supplementing Code 0133: Project on combating organized crimes, dangerous criminal activities, and international crimes.

3. Supplementing Code 0134: Project on combating crimes against children and juvenile delinquency.

4. Supplementing Code 0135: Project on combating high-tech crimes.

5. Supplementing Code 0136: Project on establishing a crime information center.

6. Supplementing Code 0137: Project on enhancing the capacity of management agencies and investigation units at all levels in investigating economic and social order crimes.

7. Supplementing Code 0138: Project on enhancing the capacity of environmental crime prevention and control police forces.

Article 7. Supplementing the project code of the National Target Program on Drug Prevention and Control (Code 0150):

Supplementing Code 0162: Project on information dissemination and public mobilization for drug prevention and control, strengthening international cooperation, and managing and supervising the implementation of the program.

Article 8. Supplementing the project codes of the National Target Program on Food Safety (Code 0170):

1. Supplementing Code 0177: Project to enhance the capacity of food safety testing systems.

2. Supplementing Code 0178: Project on preventing food poisoning and foodborne diseases.

3. Supplementing Code 0181: Project to ensure food safety in agricultural, forestry, and aquatic product production.

4. Supplementing Code 0182: Project to ensure food safety in industrial food production and trade.

Article 9. Supplementing the project codes of the National Target Program on Energy Efficiency and Rational Use (Code 0190):

1. Supplementing Code 0204: Project to enhance education, publicity, and information dissemination to promote community awareness and encourage energy-efficient and environmentally friendly practices.

2. Supplementing Code 0205: Project to develop and disseminate high-efficiency, energy-saving equipment, gradually phasing out low-efficiency equipment.

3. Supplementing Code 0206: Project on energy-efficient and rational use in industrial enterprises.

4. Supplementing Code 0207: Project on energy-efficient and rational use in buildings.

5. Supplementing Code 0208: Project to promote energy savings in transportation.

Article 10. Supplementing the project codes of the National Target Program on Employment (Code 0250):

1. Supplementing Code 0255: Project on vocational education reform and development.

2. Supplementing Code 0256: Project on vocational training for rural laborers.

3. Supplementing Code 0257: Project to support sending workers abroad under contracts.

4. Supplementing Code 0258: Project on capacity building, communication, and program monitoring and evaluation.

Article 11. Supplementing the project codes of the National Target Program on Climate Change Response (Code 0350):

1. Supplement Code Number 0352: Project to assess the degree of climate change, develop climate change scenarios and rising sea levels.

2. Supplement Code Number 0353: Project to establish and implement a scientific and technological program on climate change.

3. Supplement Code Number 0354: Project to enhance capacity for cross-sectoral activities related to climate change.

4. Supplement Code Number 0355: Project to raise awareness and train human resources.

5. Supplement Code Number 0356: Project to establish and implement action plans to respond to climate change.

Article 12. Supplement the Code Number of the National Target Program on Health and the Code Numbers of projects under the National Target Program on Health:

1. Supplement Code Number 0370: National Target Program on Health.

2. Supplement Code Number 0371: Project to prevent and control infectious diseases (tuberculosis, leprosy, malaria, dengue fever).

3. Supplement Code Number 0372: Project to prevent and control non-communicable diseases (cancer, hypertension, diabetes, community mental health protection, chronic obstructive pulmonary disease).

4. Supplement Code Number 0373: Expanded immunization project under the National Target Program on Health.

(The expanded immunization project under the National Target Program on Health shall not be accounted for under Code Number 0055 of the National Target Program on Prevention and Control of Certain Social Diseases, Dangerous Epidemics, and HIV/AIDS).

5. Supplement Code Number 0374: Project for reproductive health care and improvement of children's nutrition status.

6. Supplement Code Number 0375: Military-civilian medical cooperation project.

(The military-civilian medical cooperation project under the National Target Program on Health shall not be accounted for under Code Number 0058 of the National Target Program on Prevention and Control of Certain Social Diseases, Dangerous Epidemics, and HIV/AIDS).

7. Supplement Code Number 0376: School health project.

8. Supplement Code Number 0377: Blood safety project.

Article 13. Supplement the Code Number of the National Target Program on New Rural Development:

1. Supplement Code Number 0390: National Target Program on New Rural Development.

2. Supplement Code Number 0391: Projects for new rural development.

Article 14. Supplement the Code Number of the National Target Program on HIV/AIDS Prevention and Control and the Code Numbers of projects under the National Target Program on HIV/AIDS Prevention and Control:

1. Supplement Code Number 0410: National Target Program on HIV/AIDS Prevention and Control.

2. Supplement Code Number 0411: Project for information education and communication to change behavior to prevent HIV/AIDS.

3. Supplement Code Number 0412: Project for HIV/AIDS surveillance and intervention to reduce harm and prevent HIV transmission.

4. Supplement Code Number 0413: Project to support HIV/AIDS treatment and prevent mother-to-child HIV transmission.

5. Supplement Code Number 0414: Project to enhance capacity for HIV/AIDS prevention and control centers.

Article 15. Supplement the Code Number of the National Target Program on Bringing Information to Mountainous Areas, Remote Areas, Border Regions, and Islands and the Code Numbers of projects under the National Target Program on Bringing Information to Mountainous Areas, Remote Areas, Border Regions, and Islands:

1. Supplement Code Number 0430: National Target Program on Bringing Information to Mountainous Areas, Remote Areas, Border Regions, and Islands.

2. Supplement Code Number 0431: Project to enhance the capacity of grassroots information and communication officers.

3. Supplement Code Number 0432: Project to enhance material infrastructure for the grassroots information and communication system.

4. Supplement Code Number 0433: Project to enhance information and communication content about mountainous areas, remote areas, border regions, and islands.

Article 16. Implementation organization:

1. This Circular takes effect from April 16, 2011.

2. During implementation, if there are any difficulties, agencies, organizations, and individuals are requested to promptly report to the Ministry of Finance for further study and specific guidance./.
