Regulations on uniforms, insignia, rank badges, emblems, and identification cards for plant quarantine officialsorganize credit institutions, foreign bank branches are responsible for organizing the implementation of this Circular.

Pursuant to Decree No. 199/2013/NĐ-CP dated November 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
At the proposal of the Director of the Plant Protection Department;
The Minister of Agriculture and Rural Development issues this Circular on regulations regarding uniforms, insignia, emblems, identification cards for plant quarantine officials, and their issuance and use.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
1. This Circular stipulates the uniforms, insignia, emblems, identification cards for plant quarantine officials, and the issuance and use thereof.
2. This Circular applies to plant quarantine officials with specific titles and those leaders concurrently holding such titles.
Article 2. Purpose of Use
1. The plant quarantine emblem shall be printed on certain types of paper, forms, specialized working tools, commemorative items, and other symbols of the sector.
2. The plant quarantine insignia shall be affixed to the peaked cap, soft cap, and worn on the collar of the plant quarantine uniform.
3. The plant quarantine rank badge shall be attached to the shoulder of the plant quarantine uniform to distinguish the positions of leaders at various levels of authorized plant quarantine agencies and the ranks of plant quarantine officials.
4. The plant quarantine emblem shall be worn on the left chest of the plant quarantine uniform.
5. The identification card for plant quarantine officials shall be issued by the Director of the Plant Protection Department for use and presentation during the performance of duties by plant quarantine officials.
6. The plant quarantine uniform includes: trousers, shirt (spring-summer, autumn-winter), peaked cap, soft cap, tie, shoes, raincoat, document case, warm jacket, and other specified attire in Article 1 of this Circular to be used by plant quarantine officials while performing official duties.
Article 3. Budget
The budget for purchasing uniforms shall be allocated from the annual budget of the unit.
Chapter II
PLANT QUARANTINE UNIFORMS
Article 4. Uniforms
1. Spring-summer trousers and shirts: Dark navy blue trousers in a suit style; white shirts in a blouson style with a turned-down collar, short-sleeved or long-sleeved.
2. Autumn-winter trousers and shirts: Dark navy blue trousers and shirts. Trousers in a suit style; shirts in a vest style with two lapels, wider upper part of the collar, four pockets with flaps, one row of buttons matching the color of the trousers and shirts (K-82 style of the armed forces).
3. Inner shirts for autumn-winter are white, long-sleeved, with a standing collar.
4. Winter coat in dark navy blue, trench coat style with two wide lapels for wearing insignia; two diagonal pockets, one row of buttons.
5. For women, dark navy blue knee-length boots can replace trousers.
Article 5. Tie
Standard tie in dark navy blue.
Article 6. Hats
1. Peaked cap: Black brim, green band, dark navy blue body and cover.
2. Soft cap: Dark navy blue, similar to the soft cap of the armed forces.
Article 7. Shoes and Sandals
1. Black leather shoes with low cut and moderate heel suitable for both spring-summer and autumn-winter.
2. Black sandals with back strap and moderate heel suitable for spring-summer attire.
Article 8. Document Case
Black document case with lid.
Article 9. Other Attire
Other attire includes rubber boots, gloves, protective workwear, white blouse, raincoat, belt, mask, etc., provided according to regulations.
Chapter III
PLANT QUARANTINE EMBLEM, INSIGNIA, AND RANK BADGES FOR PLANT QUARANTINE
Article 10. Plant quarantine emblem (Figure 1, Appendix I attached to this Circular)
The plant quarantine emblem is circular with a bright red background. In the center of the circle is a yellow ear of rice, with the base of the ear at the bottom of the circle and the tip extending to the upper edge of the circle. A white snake wraps around the ear of rice. Behind the ear of rice and the snake is a swallowtail shape perpendicular to the axis of the ear of rice, colored light blue. Below the swallowtail is a black anchor, the anchor shaft hidden behind the ear of rice and the snake, with two anchor hooks extending out on both sides of the base of the ear of rice. At the bottom of the anchor and the base of the ear of rice, there is a green gear wheel section at the bottom of the circle. Below the bottom of the gear wheel is a flat surface bordered in gold, with a green background inside bearing the letters "KDTV" (abbreviation for plant quarantine) in black.
Article 11. Plant quarantine insignia
1. The insignia attached to the peaked cap (Figure 2, Appendix I attached to this Circular) consists of two parts. The inner part is the entire plant quarantine emblem made of metal, with a diameter of 35 mm. The outer part is two golden branches made of metal that are attached and embrace the inner circle.
2. The insignia attached to soft hats is the plant quarantine emblem worn on peaked caps, with a diameter of 30 mm but without the two golden branches embracing the outside.
3. The insignia worn on the collar (Figures 4a and 4b, Appendix I attached to this Circular): it has a parallelogram shape, with acute angles of 45 degrees and obtuse angles of 135 degrees, measuring 55 mm in length and 30 mm in height, with a dark slate blue background (Figure 4a) or a deep red background (Figure 4b). In the center is a portion of the plant quarantine emblem (Figure 3, Appendix I), consisting of a yellow ear of rice and a white snake coiling from the base to the tip of the ear of rice, with the head of the snake facing outward from the ear of rice. Behind the ear of rice and the snake is a swallowtail shape perpendicular to the axis of the ear of rice, colored light blue. Below the swallowtail is a black anchor, with the anchor shaft hidden behind the ear of rice and the snake, and two anchor hooks extending out on both sides of the base of the ear of rice.
Article 12. Issuance of plant quarantine emblems
1. The basic issuance of plant quarantine emblems (Figure 7, Appendix II attached to this Circular) is a pentagon, with a bright yellow border surrounding it. One end is flat, while the other end is pointed (constructed from a standing trapezoid with a large base of 45 mm, a small base of 40 mm, a height of 110 mm, and an isosceles triangle with a base shared with the small base of the trapezoid and a height of 10 mm). At the pointed end of the emblem is attached the button of the emblem.
The button of the emblem (Figure 5, Appendix II attached to this Circular) is a circular metal piece with a diameter of 14 mm, featuring a bright yellow background with a cluster of three dark green leaves, with the leaf stems converging on one side and the leaf tips spreading out on the opposite side.
2. Five-pointed stars on the background of the emblem (Figure 6, Appendix II attached to this Circular) are made of metal, with a bright yellow glossy background, raised design; measuring 15 mm in size and 5 mm in height. The stars are arranged in a vertical row evenly spaced in the middle of the emblem to indicate leadership positions within plant quarantine agencies at various levels.
3. Stripes of the emblem are made of shiny yellow silk, measuring 44 mm in length and 4 mm in width, attached to the lower large base of the emblem to distinguish different professional ranks among civil servants. Each stripe is spaced 2 mm apart.
Article 13. Regulations on issuing insignia for each level
1. Public officials with expertise in plant quarantine: The basic type of insignia with a dark slate blue background matching the badge worn at the collar.
2. Specialists working in plant quarantine at the Plant Protection Department: The basic type of insignia with a deep red background matching the badge worn at the collar.
3. Regulations for each rank
a) Plant Quarantine Technician Rank (Figure 8 in Appendix II issued together with this Circular): One horizontal stripe (V-shaped);
b) Plant Quarantine Officer Rank (Figure 9 in Appendix II issued together with this Circular): One horizontal stripe;
c) Senior Plant Quarantine Officer Rank (Figure 10 in Appendix II issued together with this Circular): Two horizontal stripes;
d) Principal Plant Quarantine Officer Rank (Figure 11 in Appendix II issued together with this Circular): Three horizontal stripes;
đ) Specialist Rank (Figure 12 in Appendix II issued together with this Circular): One horizontal stripe;
e) Senior Specialist Rank (Figure 13 in Appendix II issued together with this Circular): Two horizontal stripes;
g) Principal Specialist Rank (Figure 14 in Appendix II issued together with this Circular): Three horizontal stripes.
4. Regulations on issuing insignia according to position
a) Insignia for leaders of Plant Quarantine Stations under the Plant Protection Department and equivalent units: As specified in Clause 1 of this Article.
The insignia for deputy positions has one star (Figure 15 in Appendix II issued together with this Circular);
The insignia for head positions has two stars (Figure 16 in Appendix II issued together with this Circular).
b) Insignia for leaders of plant quarantine units under the Plant Protection Department and equivalent units: As specified in Clause 1 of this Article.
The insignia for deputy positions has three stars (Figure 17 in Appendix II issued together with this Circular);
The insignia for head positions has four stars (Figure 18 in Appendix II issued together with this Circular);
c) Insignia for leaders of the Plant Quarantine Division within the Plant Protection Department: As specified in Clause 2 of this Article:
The insignia for Deputy Division Heads has one star (Figure 19 in Appendix II issued together with this Circular);
The insignia for Division Heads has two stars (Figure 20 in Appendix II issued together with this Circular).
d) Insignia for leaders of the Plant Protection Department: As specified in Clause 2 of this Article.
The insignia for Deputy Directors has three stars (Figure 21 in Appendix II issued together with this Circular);
The insignia for Directors has four stars (Figure 22 in Appendix II issued together with this Circular).
Chapter IV
BADGES AND IDENTITY CARDS FOR PLANT QUARANTINE OFFICERS
Article 14. Plant Quarantine Badge
The plant quarantine badge is rectangular and made of metal (Figure 23 in Appendix III issued together with this Circular), with a pin and a red border measuring 0.4 mm wide, inside which is the inscription "Plant quarantine service of Vietnam - Kiểm dịch thực vật Việt Nam" in yellow. Inside the border, there is a green background, on the left side of which is the plant quarantine emblem consisting of rice ears, an anchor, swallow wings, and a snake coiled around the rice ears. On the right side is the name and identification number of the plant quarantine officer.
Article 15. Plant Quarantine Officer Card
1. The Plant Quarantine Officer Card is a type of certificate containing the image, name, date of birth, position, and workplace of each plant quarantine officer or those concurrently holding such positions as prescribed by law.
2. The Plant Quarantine Officer Card is made of hard cover with plastic coating; rectangular in shape, measuring 70 mm wide and 100 mm long, with two green border lines; white background printed with light yellow patterns. Both sides of the Plant Quarantine Officer Card are specified as follows:
a) Front side (Figure 24, Appendix III issued together with this Circular):
On the left from top to bottom is the name of the issuing authority; a circular plant quarantine emblem with a diameter of 19 mm; the photo of the cardholder (a 20 x 30 mm ID-style photograph wearing quarantine uniform), the lower right corner of the photo is stamped with the raised seal of the issuing authority;
On the right from top to bottom is the phrase "REPUBLIC OF VIET NAM SOCIALIST" in capital letters; below is "INDEPENDENCE - FREEDOM - HAPPINESS"; the phrase "PLANT QUARANTINE OFFICER CARD" in capital letters is printed in red; card number, name, date of birth, position, place of work;
b) Back side (Figure 25, Appendix 3 issued together with this Circular): At the top is the phrase "REGULATIONS FOR HOLDERS OF PLANT QUARANTINE OFFICER CARDS" in capital letters printed in red; the content of the regulations; location, date of issuance; position, signature, name of the issuer and stamp.
3. Criteria for issuing the Plant Quarantine Officer Card:
a) Having a minimum intermediate-level specialized qualification (in plant protection, agriculture, or biology);
b) Completing at least one specialized training course on plant quarantine work organized by the Plant Protection Department or units authorized by the Plant Protection Department.
4. The Plant Quarantine Officer Card shall be issued to officers engaged in plant quarantine work as stipulated in Article 1 of this Circular. When not performing or ceasing to perform plant quarantine tasks for six months or more, the officer holding the Plant Quarantine Officer Card must return the card to the issuing authority.
Article 16. Documents for Issuance and Replacement of the Plant Quarantine Officer Card
1. Official letter requesting new issuance or replacement (specifying reasons if requesting issuance or replacement).
2. Photocopy of graduation certificate at intermediate level or higher.
3. Photocopy of certificate confirming completion of specialized training in plant quarantine.
4. Photocopy of foreign language certificate at level A or higher.
5. Two 2x3 inch photos (the person photographed must wear uniform and insignia of plant quarantine).
6. Old card with corner cut off (for replacement cases).
Article 17. Procedures and Formalities for Issuing the Plant Quarantine Officer Card
1. The agency or organization submits one set of documents directly or through postal service to the Registration and Result Delivery Unit of the Plant Protection Department.
2. The Registration and Result Delivery Unit is responsible for reviewing the documents within three working days. In case the documents are incomplete or invalid, a written response will be provided to request supplementation and completion of the documents.
3. The Plant Protection Department issues the Plant Quarantine Officer Card within five working days for complete and valid documents.
Chapter V
REGULATIONS ON USE AND ISSUE SYSTEM OF UNIFORMS, BADGES, SIGNS, AND QUARANTINE BADGES
REGULATIONS ON USE AND ISSUE SYSTEM OF UNIFORMS, BADGES, SIGNS, AND QUARANTINE BADGES
Article 18. Regulations on wearing uniforms, insignia, badges, and emblems for plant quarantine
Uniforms, insignia, badges, and emblems for plant quarantine must be worn neatly and uniformly, specifically as follows:
1. Spring-summer and autumn-winter clothing must match.
2. Shirts must be buttoned up at the buttons, cuffs, collars; if sleeves need to be rolled up, they must be rolled up neatly.
3. Insignia worn on the collar must be placed on the upper edge (if there are two folded collars), with both sides of the insignia parallel to the edges of the collar and 3-4 mm away from them, with the head of the snake facing outward. If wearing a suit jacket (K-82), the insignia should be worn on the lapel of the suit jacket (K-82) and not on the lapel of the inner shirt. The insignia should not be worn on the outer coat lapel over the K-82 suit jacket or over the bludông shirt.
4. When worn on a cap, the bottom edge of the insignia must be close to the brim of the cap, while the top edge can extend over the cap body (for both kepi and soft caps).
5. Badges worn above the left chest (on or overlapping the left chest pocket) may be worn on outer coats.
6. When wearing insignia on a cap, it is necessary to wear insignia on the collar as well. When wearing badges on the shoulder, it is necessary to wear insignia on the collar and on the cap.
Article 19. Issuance and usage regulations for uniforms, insignia, badges, and emblems
1. Spring-summer clothing: 01 set/year (02 sets in the first year)
2. Autumn-winter clothing: 01 set/2 years (02 sets in the first year). For provinces and centrally-administered cities in the South, autumn-winter clothing can be replaced with spring-summer clothing: 01 set/year.
3. White shirts worn under autumn-winter clothing: 01 piece/2 years (02 pieces in the first year).
4. Plant quarantine insignia, badges, and emblems: Replace when damaged.
5. Kepi and soft caps: 01 piece/2 years.
6. Neckties: 01 piece/2 years.
7. Leather shoes: 01 pair/2 years.
8. Backstrap sandals: 01 pair/year.
9. Socks: 02 pairs/year.
10. Cold-weather jackets: 01 piece/5 years (for mountainous provinces in the North and Northern Central region).
11. Document Case: 01 piece/2 years.
12. Raincoats: 01 piece/2 years.
13. Other uniforms used by civil servants frequently exposed to harmful factors:
a) Protective Workwear: 01 set/year (02 sets in the first year).
b) Rubber Boots: Replace when damaged.
c) Rubber Gloves: Replace when damaged.
d) White blu shirts (for laboratory work): 01 piece/year (02 pieces in the first year);
e) Safety Glasses: Replace when damaged (initial issue of 02 pieces).
e) Masks: Replace when damaged (initially provide 02 pieces);
g) Leather belts: 01 piece/3 years.
Chapter VI
IMPLEMENTATION
Article 20. Management of issuance and usage of uniforms, insignia, badges, and emblems
1. The management of uniforms, insignia, badges, and emblems for plant quarantine must comply with the usage regulations and the prescribed subjects as stipulated in this Circular.
2. Subjects as defined in Article 1 of this Circular, when not performing plant quarantine tasks, must return all uniforms, kepi and soft caps, insignia, badges, and plant quarantine civil servant cards to the managing authority.
3. Civil servants in plant quarantine may only use uniforms, insignia, badges, and emblems when performing duties and may not use them for other purposes.
4. The Plant Protection Department is responsible for guiding the manufacture, management, and issuance of insignia, badges, emblems, and plant quarantine civil servant cards nationwide.
5. Heads of plant quarantine units under the Plant Protection Department, Crop Production and Plant Protection Departments of provinces and centrally-administered cities are responsible for organizing the manufacture and issuance of uniforms in accordance with this Circular.
Article 21. Implementation clause
1. This Circular takes effect from October 23, 2015.
2. Repeals Decision No. 58/2007/QĐ-BNN dated June 15, 2007 issued by the Minister of Agriculture and Rural Development regarding uniforms, insignia, badges, emblems, and plant quarantine civil servant cards and the issuance and usage regulations for plant quarantine staff.
3. The Director of the Ministry's Office, the Director of the Plant Protection Department, heads of units, organizations, and individuals concerned are responsible for implementing this Circular. During the implementation of this Circular, if there are difficulties or obstacles, relevant agencies, organizations, and individuals must promptly report to the Ministry of Agriculture and Rural Development (Plant Protection Department) for consolidation and submission to the Minister for consideration and decision./.
