Circular No. 30/2017/TT-BGDĐT stipulates the occupational title standards for university preparatory teachers

CIRCULAR

REGULATIONS ON THE STANDARDS OF THE PROFESSIONAL TITLE OF COLLEGE PREPARATORY TEACHERS

Pursuant to the Education Law on June 14, 2005; the Law Amending and Supplementing Certain Articles of the Education Law on November 25, 2009;

Pursuant to the Civil Servant Law dated November 15, 2010;

Pursuant to Decree No. 29/2012/NĐ-CP dated April 12, 2012 of the Government on recruitment, utilization, and management of civil servants;

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Circular No. 06/2017/TT-BNV dated September 27, 2017 of the Ministry of Home Affairs on the code of professional titles of college preparatory teachers;

After receiving the opinion of the Ministry of Home Affairs in Official Letter No. 6083/BNV-CCVC dated November 21, 2017;

At the proposal of the Director of the Department of Teachers and Educational Management Staff;

The Minister of Education and Training issues this Circular on the standards of the professional title of college preparatory teachers.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

Article 1. This Circular stipulates the standards of the professional title of college preparatory teachers.

Article 2. This Circular applies to college preparatory teachers in college preparatory schools within the national education system.

Article 3. General ethical standards for college preparatory teachers

Point 1. To be conscious of cultivating ethics, to demonstrate high sense of responsibility, to maintain personal integrity, honor, and reputation as a teacher; to set a good example for students.

Point 2. To love, treat students fairly, protect their legitimate rights and interests; to respect, unite with, and assist colleagues.

Point 3. Other ethical standards for teachers as prescribed in the Education Law and the Civil Servant Law.

Chapter II

QUALIFICATION STANDARDS FOR UNIVERSITY PREPARATORY SCHOOL TEACHERS

Article 4. College preparatory teachers of Grade I

1. Tasks

In addition to the tasks of University Preparatory Teacher Level II, University Preparatory Teacher Level I must also perform the following tasks:

a) To lead the compilation, editing, and development of curricula and teaching materials for college preparatory teachers;

b) To participate in evaluating and reviewing innovative experiences/research topics in science;

c) To participate in the jury panel for the best college preparatory teacher competition in college preparatory schools;

d) To participate in professional inspection work for college preparatory teachers in college preparatory schools;

đ) To lead the development of training contents and specialized activities for the school; To serve as a lecturer for training courses for college preparatory teachers; To participate in assessing the training outcomes and self-training of college preparatory teachers;

e) To proactively coordinate with local authorities, social organizations to organize activities preserving and developing ethnic cultural heritage in the school.

2. Qualification requirements for education and training

a) To hold a master's degree or higher, relevant to the subject taught; if serving as deputy principal, a master's degree in educational management or higher may be substituted; to have a certificate in pedagogical training for secondary school teachers if not holding a bachelor's degree in education;

b) To have a foreign language proficiency level of at least Level 3 as prescribed in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam, or a certificate in ethnic minority languages for positions requiring the use of ethnic minority languages;

For foreign language teachers, the second foreign language proficiency must reach Level 3 as prescribed in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam.

c) To have computer skills meeting the basic standard for information technology usage as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications on the Standard for Information Technology Usage Skills;

d) To have a certificate in professional title training for college preparatory teachers of Grade I.

3. Professional Qualification Standards

a) To guide colleagues in implementing the education plan and curriculum for the college preparatory program;

b) To creatively apply and evaluate the application of knowledge about education and age psychology in the practical education of college preparatory students by colleagues;

c) To flexibly apply knowledge about domestic and international economics, culture, and society to effectively guide the career orientation of college preparatory students;

d) To actively and proactively organize and coordinate with colleagues and the community to enhance the effectiveness of college preparatory student education;

đ) To have the ability to creatively apply educational science or disseminate innovative experiences or applied educational research products in college preparatory schools;

e) To be recognized as a Meritorious Soldier at the Ministry level or as an excellent college preparatory teacher or excellent college preparatory class teacher in college preparatory schools;

g) A civil servant who is promoted from the professional title of college preparatory teacher of Grade II to that of Grade I must have held the professional title of college preparatory teacher of Grade II or equivalent for at least six years, including at least one year in the most recent period holding the professional title of college preparatory teacher of Grade II.

Article 4. University Preparatory Teacher Level II

1. Tasks

In addition to the tasks of University Preparatory Teacher Level III, University Preparatory Teacher Level II must also perform the following tasks:

a) Participate in editing and evaluating the content of teaching materials for university preparatory teachers;

b) Lead the implementation of scientific research projects;

c) Participate in assessing or guiding colleagues in writing innovative experiences and applied educational science products at the school level;

d) Participate in professional inspection and evaluation work for university preparatory teachers at the school level;

đ) Lead content for professional development and specialized topic activities within subject departments;

e) Proactively propose activities to preserve and develop national cultural heritage in schools;

g) Support colleagues in psychological counseling and career guidance for university preparatory students;

h) Participate in organizing and evaluating contests or competitions for students among university preparatory schools;

2. Qualification requirements for education and training

a) Hold a bachelor's degree in education or a bachelor's degree in a relevant field with pedagogical training certificates for secondary school teachers;

b) Possess a foreign language proficiency level of 2 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 issued by the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam, or possess a certificate in ethnic minority languages for positions requiring ethnic minority languages;

For foreign language teachers, the second foreign language proficiency must reach level 2 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 issued by the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam;

c) To have computer skills meeting the basic standard for information technology usage as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications on the Standard for Information Technology Usage Skills;

d) Hold a certificate in professional training for university preparatory teacher Level II;

3. Professional Qualification Standards

a) Master the curriculum and educational plan for the university preparatory system;

b) Flexibly apply and guide colleagues in applying knowledge about education and age-specific psychology to the practical education of university preparatory students;

c) Effectively apply knowledge about economics, culture, and society in career guidance for university preparatory students;

d) Actively collaborate with colleagues, parents, and the community to enhance the effectiveness of educating university preparatory students;

đ) Have the ability to effectively apply, assess, or guide colleagues in writing innovative experiences and applied educational science products at the school level;

e) Be recognized as a grassroots model worker or excellent university preparatory teacher/university preparatory class teacher at the school level;

g) A staff member promoted from the position of university preparatory teacher Level III to university preparatory teacher Level II must have held the position of university preparatory teacher Level III or equivalent for at least six years, including at least one year in the most recent period holding the position of university preparatory teacher Level III;

Article 5. University Preparatory Teacher Level III

1. Tasks

a) Teach according to the curriculum and educational plan for the university preparatory system; Participate in compiling learning materials, developing teaching and learning plans based on detailed outlines of university preparatory subjects;

b) Participate in implementing scientific research projects;

c) Apply innovative experiences and results of applied educational science research to actual teaching and education of university preparatory students;

d) Innovate teaching methods to promote students' initiative, positivity, and self-study skills in the university preparatory system;

đ) Complete professional development programs, self-improvement, and enhance professional competence;

e) Participate in activities to preserve and develop national cultural heritage in schools;

g) Participate in psychological counseling and career guidance for university preparatory students;

h) Collaborate with class teachers, other teachers, the Communist Youth Union, families, and related organizations to organize and guide educational activities for university preparatory students;

i) Organize and guide experiential and social activities for university preparatory students; Participate in managing resident students;

k) Performing other tasks assigned by the school principal.

2. Qualification requirements for education and training

a) Hold a bachelor's degree in education or a bachelor's degree in a relevant field with pedagogical training certificates for secondary school teachers;

b) Possess a foreign language proficiency level of 2 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 issued by the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam, or possess a certificate in ethnic minority languages for positions requiring ethnic minority languages;

For foreign language teachers, the second foreign language proficiency must reach level 2 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 issued by the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam;

c) Possess basic information technology skills as stipulated in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 issued by the Ministry of Information and Communications on Basic Information Technology Skill Standards;

3. Professional Qualification Standards

a) Implement the curriculum and educational plan for the university preparatory system;

b) Apply knowledge about education and age-specific psychology to the practical education of university preparatory students;

c) Apply knowledge about economics, culture, and society in career guidance for university preparatory students;

d) Collaborate with colleagues, parents, and the community to enhance the effectiveness of educating university preparatory students;

đ) Have the ability to compile learning materials, apply or write innovative experiences, and implement scientific research projects;

Chapter III

IMPLEMENTING PROVISIONS

Article 6. Transitional Provisions

Staff members who have been appointed to secondary school teacher positions and lecturer positions as stipulated in Decision No. 202/TCCP-VC dated June 8, 1994 issued by the Minister, Head of the Civil Service Organization and Cadre Department of the Government on the issuance of professional standards for civil service positions in the education and training sector, Decision No. 61/2005/QĐ-BNV dated June 15, 2005 issued by the Minister of Home Affairs on the temporary issuance of job titles and code numbers for some positions in the education and training, culture-information sectors, Decision No. 538/TCCP-TC dated December 18, 1995 issued by the Minister, Head of the Civil Service Organization and Cadre Department of the Government on changing the names and professional standards of teaching civil service positions in universities and colleges, Decision No. 78/2004/QĐ-BNV dated November 3, 2004 issued by the Minister of Home Affairs on the issuance of the list of civil service and staff positions, now appointed to the university preparatory teacher positions as stipulated in this Circular shall be responsible for creating conditions for staff members to supplement the missing criteria of the university preparatory teacher position they are appointed to.

Article 7. Implementation Organization

1. The occupational title standards for preparatory university teachers prescribed in this Circular serve as the basis for implementing the recruitment, utilization, and management of preparatory university teachers in preparatory universities within the national education system.

2. Principals of preparatory university schools directly managing and utilizing civil servants shall be responsible for:

a) Review job positions within the unit, develop plans to appoint occupational titles for preparatory university teachers within the unit's management authority, submit them for consideration and decision by the competent authority, or decide according to the delegated authority.

b) Appoint occupational titles for preparatory university teachers under their management authority or delegated authority after the appointment plan has been approved by the competent authority.

3. Functional units under the Ministry of Education and Training shall be responsible for:

a) Directing preparatory universities to implement the appointment of occupational titles and salary grading for teaching staff in preparatory universities.

b) Approving plans to appoint occupational titles and salary grading for teaching staff at preparatory universities transitioning from current civil servant ranks to corresponding preparatory university teacher occupational titles as stipulated in this Circular; resolving issues within their authority during the process of appointing occupational titles and salary grading.

Article 8. Effectiveness and Responsibility for Implementation

This Circular takes effect from January 20, 2018.

The Heads of the Office, Inspectorate, Department of Teachers and Educational Management, Heads of relevant units under the Ministry of Education and Training, and Principals of preparatory universities are responsible for enforcing this Circular.
