REGULATING THE INSTALLATION OF PUBLIC MAILBOXES IN URBAN AREAS AND CONCENTRATED RESIDENTIAL ZONES AND CENTRAL MAIL BOXES IN APARTMENT BUILDINGS AND OFFICE TOWERS
Pursuant to the Law on Postal Servicesdated June 17, 2010;
Pursuant to Decree No. 17/2017/NĐ-CP dated February 17, 2017, issued by the Government, on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
At the proposal of the Director of the Post Department,
The Minister of Information and Communications promulgates this Circular regulating the installation of public mailboxes in urban areas and concentrated residential zones and central mail boxes in apartment buildings and office towers.1. This Circular regulates the installation of public mailboxes in urban areas and concentrated residential zones and central mail boxes in apartment buildings and office towers.
Article 1. Scope of Regulation and Applicability
2. This Circular applies to organizations and individuals related to the installation of public mailboxes in urban areas and concentrated residential zones and central mail boxes in apartment buildings and office towers.
Public mailbox
Article 2. Interpretation of Terms
In this Circular, the following terms are understood as follows:
1. is a point of postal service belonging to the public postal network installed by enterprises providing universal postal services, used for accepting basic mail. Central mail box
2. is a collection of mail boxes installed at convenient locations for the distribution and receipt of mail, newspapers, and magazines in apartment buildings and office towers with multiple independent addresses. Article 3. Installation of public mailboxes in urban areas and concentrated residential zones
1. Based on the national technical standards for the quality of universal postal services and public services in the press distribution activities, enterprises providing universal postal services shall determine urban areas and concentrated residential zones that need to install public mailboxes and request the project investors, managers of urban areas and concentrated residential zones to arrange locations for the enterprise to carry out the installation of public mailboxes.
2. On the basis of the proposal of enterprises providing universal postal services, project investors, managers of urban areas and concentrated residential zones shall be responsible for arranging locations for installing public mailboxes. Locations for installing public mailboxes must be in easily visible, accessible positions, convenient for citizens to send basic mail and for the regular collection activities of enterprises providing universal postal services.
3. Enterprises providing universal postal services shall be responsible for installing, managing, and operating public mailboxes in accordance with current regulations.
Article 4. Installation of central mail boxes in apartment buildings and office towers
1. When constructing new apartment buildings and office towers, project investors shall be responsible for arranging locations and installing central mail boxes conveniently for the distribution of mail, newspapers, and magazines by postal enterprises and for the receipt of mail, newspapers, and magazines by organizations and individuals in apartment buildings and office towers.
2. In apartment buildings and office towers already in use but without central mail boxes, management boards or management and operation units of apartment buildings and office towers shall be responsible for arranging locations and organizing the installation of central mail boxes by organizations and individuals in apartment buildings and office towers.
3. Project investors, management boards, or management and operation units of apartment buildings and office towers shall decide on the number and locations for installing central mail boxes in apartment buildings and office towers in accordance with actual needs; implement management and operation of central mail boxes according to their assigned functions and tasks.
1. The Post Department shall be responsible for inspecting and supervising the implementation of the provisions of this Circular.
State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.
2. The Inspectorate of the Ministry of Information and Communications shall be responsible for inspecting and handling violations nationwide.
3. Provincial Departments of Information and Communications shall be responsible for:
a) Taking the lead and coordinating with relevant agencies at the local level to review and evaluate the installation of public mailboxes and central mail boxes in the locality; requesting project investors, managers of urban areas and concentrated residential zones, management boards, or management and operation units of apartment buildings and office towers to comply with the provisions of this Circular;
b) Inspecting, supervising, and inspecting and handling violations within their jurisdiction.
c) Advising provincial People's Committees on completing postal infrastructure in urban development projects and concentrated residential zones, apartment buildings, and office towers.
2. From the date this Circular takes effect, Decision No. 31/2008/QĐ-BTTTT dated May 8, 2008 of the Minister of Information and Communications on the design and installation of postal mailboxes in multi-story buildings with multiple users shall cease to be effective.
Article 6. Implementation Provisions
1. This Circular takes effect from January 1, 2018.
3. The Head of the Office, the Director of the Post Department, heads of relevant agencies and units under the Ministry of Information and Communications, Directors of Provincial Departments of Information and Communications, and related organizations and individuals shall be responsible for implementing this Circular.
4. During the implementation process, if any issues arise or difficulties occur, organizations and individuals shall promptly report them to the Ministry of Information and Communications for consideration and amendment.
