Amending and supplementing certain articles of Circular No. 34/2017/TT-BYT
dated August 18, 2017, issued by the Minister of Health guiding counseling,
screening, diagnosis, and prenatal and neonatal treatment
Pursuant to Clause 2, Article 97 of the Marriage and Family Law enacted on June 19, 2014;
Pursuant to Clause 2, Article 84 of the Law on Children dated April 5, 2016;
Pursuant to the Government's Decree No. 75/2017/NĐ-CP dated June 20, 2017 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
At the proposal of the Director General of the General Office for Population and Family Planning;
The Minister of Health issues this Circular amending and supplementing certain articles of Circular No. 34/2017/TT-BYT dated August 18, 2017, issued by the Minister of Health guiding counseling, screening, diagnosis, and prenatal and neonatal treatment.
Article 1. Amending and supplementing certain articles of Circular No. 34/2017/TT-BYT dated August 18, 2017, issued by the Minister of Health guiding counseling, screening, diagnosis, and prenatal and neonatal treatment
"2. Company Limited Tan Cang - Petro Cam Ranh (hereinafter referred to as Tan Cang - Petro Cam Ranh Company) is an enterprise directly serving national defense and security, with 100% capital contribution from state-owned enterprises holding 100% of the Charter Capital."
"2. Prenatal Screening (also known as prenatal screening) refers to the use of techniques during pregnancy to detect fetal abnormalities.
2. Amend Clause 3, Article 2 as follows:
"3. Neonatal Screening (also known as newborn screening) refers to the use of techniques to identify newborns at risk of congenital abnormalities, endocrine-metabolic-genetic disorders that have not manifested clinically in the neonatal period.
3. Supplement Article 10 as follows:
"Article 10. Reporting and Statistics System
Facilities providing counseling, screening, diagnosis, and prenatal and neonatal treatment shall be responsible for reporting and statistics on their activities. Reporting and statistics shall be carried out in accordance with the regulations of the Minister of Health.
Article 2. Effective Date
1. This Circular takes effect from February 1, 2020.
2. Repeal Clause 2 and Clause 3, Article 2 of Circular No. 34/2017/TT-BYT dated August 18, 2017, issued by the Minister of Health guiding counseling, screening, diagnosis, and prenatal and neonatal treatment from the date this Circular takes effect.
Article 3. Responsibility for Implementation
1. Entrust the Director of the General Office of Population and Family Planning to draft and submit to the Minister of Health for issuance of a Decision on Technical Guidelines for Screening, Diagnosis, and Prenatal and Neonatal Treatment to replace Decision No. 573/QĐ-BYT dated February 11, 2010 of the Minister of Health on the Issuance of Preconception and Neonatal Screening Procedures.
2. The Director of the General Office of Population and Family Planning; the Director of the Department of Maternal and Child Health; the Director of the Department of Medical Examination and Treatment; the heads of units under and affiliated with the Ministry of Health; the Directors of Provincial Departments of Health directly under the central government are responsible for implementing this Circular.
During implementation, if there are difficulties or obstacles, agencies, organizations, and individuals are advised to promptly reflect these issues to the Ministry of Health (General Office of Population and Family Planning) for consideration and resolution./.
