CIRCULAR

Issuing regulations on secondary school admissions and high school admissions

Based on Decree No. 127/2018/NĐ-CP dated September 21, 2018 of the Government stipulating the responsibilities for state management in education; 

Pursuant to the Education Law dated June 14, 2019;

Pursuant to Decree No. 86/2022/NĐ-CP dated October 24, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Based on Decree No. 24/2021/NĐ-CP dated March 23, 2021 of the Government stipulating management within public preschool and general education institutions;

At the proposal of the Director of the Secondary Education Department;

The Minister of Education and Training issues this Circular to promulgate the Admissions Regulations for Secondary Schools and High Schools.

These Admissions Regulations for Secondary Schools and High Schools are hereby issued together with this Circular.

Article 1. This Circular takes effect from February 14, 2025.

Article 2. This Circular replaces Circular No. 11/2014/TT-BGDĐT dated April 18, 2014 of the Minister of Education and Training promulgating the Admissions Regulations for Secondary Schools and High Schools; Circular No. 18/2014/TT-BGDĐT dated May 26, 2014 of the Minister of Education and Training supplementing Point a, Clause 2, Article 7 of the Admissions Regulations for Secondary Schools and High Schools promulgated together with Circular No. 11/2014/TT-BGDĐT dated April 18, 2014 of the Minister of Education and Training; Circular No. 05/2018/TT-BGDĐT dated February 28, 2018 of the Minister of Education and Training amending and supplementing Clause 1, Article 2, Clause 2, Article 4, Point d, Clause 1, Article 7 and Clause 2, Article 7 of the Admissions Regulations for Secondary Schools and High Schools promulgated together with Circular No. 11/2014/TT-BGDĐT dated April 18, 2014 of the Minister of Education and Training.

The Heads of the Office, Directors of the Secondary Education Department, Heads of relevant units under the Ministry of Education and Training; Chairpersons of Provincial People's Committees, Municipal People's Committees directly under the Central Government; Directors of Departments of Education and Training; Chairpersons of District People's Committees, Urban District People's Committees, Town People's Committees, Towns directly under Provinces, Municipalities directly under Cities, and related organizations and individuals are responsible for implementing this Circular./.

Article 3. The Head of the Office, the Director of the Secondary Education Department, the Heads of relevant units under the Ministry of Education and Training; the Chairpersons of the People's Committees of provinces and centrally governed cities; the Directors of Departments of Education and Training; the Chairpersons of the People's Committees of districts, towns, urban districts, and towns directly governed by provinces and centrally governed cities; and related organizations and individuals are responsible for implementing this Circular./.
