Regarding improving quality and expanding distribution of the Cultural Newspaper

The Cultural Newspaper is the organ of public opinion for the Culture and Information sector, has continuously reformed both its content and form to meet the increasingly high requirements of cultural information development in the new era, contributing to building a modern culture with national characteristics. The newspaper has made significant progress in fulfilling political tasks, promoting Party policies and State guidelines, major events related to politics, economy, and society, and especially issues concerning the Culture and Information sector.
However, the quality of content and form is still not high, and the number of newspapers distributed throughout the sector and society remains limited.
To further improve the quality and enhance the effectiveness of the Cultural Newspaper in social life and within the entire sector; the Minister of Culture and Information issues the following directive:
1. The Cultural Newspaper needs to organize an assessment of the quality of its content and form, as well as its distribution work, to develop plans for reforming content and form, making the newspaper increasingly rich, attractive, and practical for the entire sector and readers nationwide. Ensure timely and highly combatant information according to unified leadership guidance from the Ministry on the cultural information cause in the new period; fully and comprehensively reflect exemplary models and cultural information activities across the country.
2. The Cultural Newspaper must effectively organize newspaper distribution to all sectors, levels, mass organizations, and social organizations; particularly to agencies, units, and organizations engaged in cultural information activities. At the same time, modernize material and technical infrastructure, expand multi-dimensional information to improve the quality and effectiveness of the newspaper.
All units in the Culture and Information sector at all levels from grassroots up must allocate funds to purchase the Cultural Newspaper. Libraries, Cultural Houses, Cultural Centers, and mobile information teams must have at least one copy of the Cultural Newspaper. Distributing the Cultural Newspaper to communes and wards is a necessary requirement to bring cultural information down to the grassroots level and contribute to the socialization of cultural information activities.
Based on the annual budget that has been announced, Directors of Provincial Departments of Culture and Information under central cities need to propose to management agencies, public service units, business organizations, and communes and wards to purchase the Cultural Newspaper.
4. Directors of Provincial Departments of Culture and Information, Heads of the Ministry's Office, the Press Department, the Planning Department, the Finance and Accounting Department, the Library Department, the Grassroots Culture and Information Bureau, together with the Editor-in-Chief of the Cultural Newspaper shall implement this Directive.
